HomeMy WebLinkAbout01-18-79 C ITX OF LAKEVT LLB: Minutes Planning Commission .Regular Meeting January 18, 1979 7:30 PM Municipal Bldg. Ch. J. Asmus opened the meeting with three other members in attendance: Antolik, Lutgens, and Johnson. (L~zright 2aad called. earlier in the day that she would not be able to come this evening.) Within a short time, Attorney Knutson informed the Commission that they did not have a quorum--Ordinance No. 9fl dictates that five members shall constitute a quorum. L. F~Iazel arrived and the meeting was re-opened. In attendance, alsq this evening were: Attorney Knutson, engineer Burg, Planner Ryan, and Building Inspector Goodermont. Councilman Spande was in the audience and helpfully answered questions on recent Council action. 79.10 Motion was made to approve the minutes of the meeting held January 4th. Motion was made by Lutgens, seconded by Antolik. Voting aye were Antolik, Lutgens, Johnsoq,Hazel, and Asmus. The public hearing to consider an amendment of Ordinance Rjo. 42, the Zoning Ordi- nance, re areas without public sanitary sewer, was begun. Attorney Knu tson said proper notices had been gaven and the hearing could legally be held. F. Burg distributed materials showing an example of a sample plan of how ten acres of undeveloped land would be made acceptable for house development. After studying the. example, questions asked were: (l) would the owner of a tern-acre piece of property, without the service of sewer and water, have to plat his property before he could build his ktome? (2} what changes in assessments/taxes, would be made under this new plan? could an overlay be substituted for a platting of the property? (An interval occurred when the Planning Commission considered the building proposal for a block building plan~b be located on the Chas. M. Freidheim property to house a boiler.) Motion 79.11 was made, which is written further in the minutes. Ch. Asmus canvassed the Commission for their opinions about the proposed amendment of ©rdinance No. 42. Johnson believed an amendment was needed; Antolik had further questions in mind; Hazel believed if "we are going to go into any preliminary at a11, T would go into platting", but he thought the individual should be made fully aware of areas where public sewer was readily available; Lutgens would like to keep a variety of planning; and Asmus believed that you have ~ do some kind of planning for directing growth. 79.12 Motion was made to continue the hearing to consider an amendment to Ordinance Na. 42 regarding development of land areas without public sanitary sewer, to give the attorney tame and opportunity to draft ~ acceptable ordinance amendment, Motion was made by Lutgens, seconded by Johnson. Voting aye were Johnson, Hazel, Asmus, Antolik, and Lutgens. 79.11 Motion was made to approve the building p]_an to erect a block building on the Chas.. M. F`reidheim property, on 205th Street, immediately west of Interstate 35W. This building will be used to contain a boiler. Motion was made by Lutgens and seconded by Hazel.
