Asmus opened the meeting at 7:3Q PM with Antolik, Enright, Johnson, and Hazel also in attendance. M. Geisness was absent. Engineer F. Burg, Attorney R. Knutson, Building Inspector D. Goodermont, and Planner S. Kyan were at this meeting. There was a correction in the minutes of the meeting held April 5th. At Motion 79.x+3, the motion was made by Johnson. . 79•x+9 Motion was made by Antolik, seconded by Enright, to approve the minutes of the meeting held April 5, 1979, with the above correction. Voting aye were Asmus, Antolik, Enright, Johnson, and Hazel. Mr. Lowell Sannan was present. A public hearing, because of his application, was the next item on the .agenda. He wishes a conditional use permit and variance to construct a new house on Lot 1, Block 1, Ken Con Estates 1st. Addition. This property is located at the junction of 172nd Street and Kodiak Avenue, at Orchard Lake. F. Burg gave the engineer's recommendations pertaining to erecting a house on Lot 1, Block 1, Ken Con Addition. The recommendations were the installation of a judicious system of a sedimentation barrier, such as straw or hay bales, during construction, to retain water, proper drainfield, adequate septic tanks, and restoration of green cover. • 79.5© Motion was made by Hazel, seconded by Antolik, to close the public hearing. .Voting aye were Antolik, Enright, Johnson, Hazel, and ~smus. It was determined tY~at a variance would not be Headed.. 79.51 .Motion was made by Hazel, seconded by Johnson, to recommend approval of the Lowell Sannan request for a conditional use permit to construct a house on Lot 1, Block 1, KenCon Estates 1st Addn, with the following provisions--(1) proper drainfield, (2) adequate septic tanks, (3) placing of sedimentation ? barriers, and restoration of cover. Voting aye were Enright, Johnson, Hazel, Asmus, and Aritolik. Mr. Bannon was told that this matter would be on Council's agenda for their . May 7th meeting. A review and presentation of a proposed plat for multiple residential development for an area of 20+ acres, which is north, east, and south of the Townhouses of Shannon at Valley Park was begun by Ms Lanae Nye and another representative of the developers. It is proposed to call the plat, "Niakwa Estates". The plan is "eye-pleasing" and in answer to a question if there wasn't too much asphalt, it was replied that the center area of the turnarounds would be used to pile. snow, contemplating as severe weather as we have experienced this year. • Planner Ryan said the plans "conform very well" with what the City would like in this area. No decision as to a builder(s) for the area has been made. The developers are presently speaking to several. Items 5 and 6 of tonight's agenda, final plat approval of Purcell's 1st Addition and Wildwood Ponds South Addition, will be continued to another meeting. Planner S. Ryan continued a review of the Development Framework/Policy plan with the members. The Interstate Corridor plans have undergone some changes. "Noise Problems" is the difficulty, and how to regulate the foreseeable problems without the use of concrete or wood walls is the consideration. L. Hazel had a question on the reclassification of roads. The answer was that the location of an east/west street between 16E}th Street and 175th Street was not that firm, but the need for such a street was recognized. J. Asmus questioned any change being made in lot siz~e~ar~~cu~ar~y°rinregar~~ to the present areas that are zoned R-1B. In the reply of the planner and attorney, it was thought this was controlled by city ordinances that are in effect. 79.52 Motion was made by Antolik, seconded by Asmus, to adjourn the meeting, Voting aye were Johnson, Hazel, Asmus, Antolik, and Enright.
