Planning Commission Meeting
20 December 1979.
The meeting was called to order at 7:30 p.m. by Chairman Asmus. Roll call was taken.
Present: Commission members Antolik; Asmus; Johnson; Enright; Harvey. Absent: Geisness;
Rice.
Also present: $id Miller, City Building Official; David Licht, City Planner.
The.Chairman noted that Henry Rice had been appointed by the City Council to the
Commission. Mrs. Enrightatated that: Mr. Rice was out of town and not able to attend
this meeting.
79.183 Motion was made by Harvey, seconded by Enright, to approve the minutes of the 6
December 1979 Planning Commission meeting:

The Chairman opened the public hearing. on the conditional use permit applications by
the Church of God for a church in an R-1C District and development of anon-residential.
structure lacking public sewer.. Mr. Licht attested to the publication of the hearing notice.
Reverend Sanders, Pastor of the Church of God and. Chuck Barsness, Clerk were in
attendance representing the applicant. They had not received copies of the staff reports
and recommendations, so at the Chairman's direction, copies were provided and time
given them for review of the material . &id Miller questioned why screening requirements
.were being su99ested for the parking lot in view of the fact that the-proposed development
was surrounded by corn fields. Mr. Licht explained that any vse with a parking lot within...
or directly adjacent to a residential district was required by ordinance to have screening.
In the case of the Church of God development,:coruiderotion would be given the fact
that at current the surcounding land is not developed. As a consequence, younger, .
smaller plantings would probably be required. If the screening were accomplished now, the
Church could do it at-less cost than inter when'the screening might be immediately required.
By installing the screening now, the City also will avoid future enforcementproblems and -
having to impose a requirement unexpectedly. The Commission and applicant further dis-
cussed .the engineer's and planner's report. Site drainage and grading were noted as
special problems. The applicant indicated no concern with fibs proposed conditions.
79.184 Motion was made by Enright, seconded by Johnson to close the public hearing.

79.185 Motion was made by Enright, seconded by Johnson to approve the applications of the
Church of God fora conditional use permit for a church in an R-1C zone and o conditional
use permit for anon-residential development in an unsewered area of the City on.the
south side of 1bOth Street, approximately 3/4 mile west of Cedar Avenue, subject to the
conditions and recommendctions stipulated in the Planner's and Engineer's report dated
18 December 1979. Further that the staff report back to the Commission on the solution
accepted by the Engineer for the drainage and grading of the site.

Commissioner Harvey noted that the City Council on 17 December had adopted a City
Transportation Plan, Storm Woter Drainage Plan. and Water Plan. The Commissioners
requested receipt of copies for their review.
The Commission discussed recent events and decisions relative to the Metropolitan Airport
Commission's takeover of the AirLake .Airport. The Commission expressed :disappointment
in that no formal hearings were held for direct citizen and public officials comments and
questions as had been promised.
79.186 Motion was made by Antolik, seconded by Enright to adjourn the meeting.
Voice vote was taken on the motion: Ayes: unanimous.
