Chaiizaan Campbell called. the meeting to order at 8:~~0 Phi. ,dnswering roll call
were Campbell, ,Antolik, Jojade, Spande, Hazel, and Asnus--Lutgens was absent. Al: so present
for the last paxt of the meeting was Mayor MaKo. Councilwoman Curry and Natural. Resources
~~~~sentative, Dave 0stlund, also attended thismeeting: and' D. Goodennont, D. Licht, R•
77.55 , Antolik motioned and Asmus seconded approval of the minutes of` the meeting held
May 5th. Motion carried.
Item ~ of the agenda~~e,~~roval of registered land survey for Nom gchunke",
was discussed, w~i.le previous~i em was being readied. Campbell commented that it appeared
to be more. of a legal .situation...
7?• 5b Motion made ~oyy Spande, seconded by Hazel,. to approve new registered land survey
for Mr. gchunke. Voting nayea were ~ntolik, Jojade, Spande, Hazel, Asnus, and
Campbell. Motion carried.
Kent Matzek, 17430.. Jonquil... ~v. , and Phyllis Grogan, of the same neighborhood,
were present and presented: letters of objection to the keeping of a bear in their vicinity,
particu~.arly the notoriety it will now receive with its picture in the '+La,ke¢l.l.e Times',
and the notation that a wrestling ring is under construction. They were informed that
City officials have viewed the.: bear, and its surroundings, and everything seemed to oe in
good order.
attorney R. ifnutson" reviewed the. ordinance. He also said the state of Minnesota
has held hearings on the caging of all wild animals. - Mr. Matzek asked a:boat what are the
regulations He is interested in safety concerns, also this. property is zoned $=1C. ` He
would; like a line drawn someplace, because next year, it might be-an elephant, camel etc.
Planner Dave Licht brought up the question, "how many do you allow? ~ People were to~.d'this
matter would be an agenda item for next meeting.: administrator McGarvey said tlmeantime,
• he (.the bear's owner, Mr. Graeves) , should be notified. there should be no commercial" use
of the bear at the premises on Jonquil Av J. Asmus volunteered to call the zoo and the
Humane society.:..
77.,57 Motion. by Hazel, seconded bar Antolik, to accept the two' letters written the
Planning Commission concerning the keeping of a bear on Jonquil Av. , and that
this should be an agenda item for the meeting to be held :June 2nd.. .Voting nayen
were Jojade, Spande, Hazel, Asnus: Campbell, and Antolik. Motion ':carried.
The public hearing on the request of City Club Distributing for a conditional
use pem~i.t for an underground gasoline storage tank on their: premises in ,p~irlake Industrial
Paris Megan.` Papers exhibited showed the plans met .State sire Marshall s requirements.
This will be a 1,000-gal.-.tank and dispensing pumps, at so approved by State officials, ..and
location is satisfactory on site,
77.58 Motion to close the public hearing on reque t of C' ty, Club Distributing for
conditional use permit .for an underground s~orage ~anis, was made by Hanel an~
seconded by Jojade. Voting "aye's werespande, Hammel, ~smus, Campbell, Antolik,"'
and Jojde. Motion carried.
77.59 ,A motion to recommend a conditional use permit for City Club Distrioutors, per
their location in Airlaxe, was made by Antolik, seconded by Spande. Voting 'taye"
were Hazel, Asnus, Campbell, ~ntolik, Jojade, and Spande. Motion carried.
The :Commission was informed that on June 7th, the Natural Resources Committee
wily have some recommended changes in preliminary policy plan for new comprehensive plan.
77•~ Motion to table further review o.i prelimminary policy plan until after June 7th
was made by Sande, econded by Jojade. Voting "aye's were. ~smus, Ca~peell, Antuli~
Jo jaae, 5pande, ana Hazel. TMiotion carried.
A revewal of .Metropolitan $y stem Statement for.. City ,of Lakeville began, with an
explanation from Dave Licrit. He said'there are points where we do not agree"; .further,
'they are connected with our metro facilities .going to oe adequate-for population `growth
projection", and ~'~LUl and ~2U8 are two rletro s3rstems going on"--"premature at tris point.
A.l.so--"transportation element is not recognized as well..as I think it should. be", referring
to Cp. Rd ~4b, primaxn.3y. April 14th it was aaopted by Metro Council and "we have 60' days".
7?. 61 Motion was made to "accept Systems .Statement, as we have it, and recommend that a
letter of acceptance be sent on'+, was made by ,Asmu s, seconded by Hazel. Voting
'~aye!~ were Campbell, ,~,ntolik, Jojade, spends, Hazel, and As~nus, Motion carried.
D• ..Licht -spoke. about the planning schedule and contract for completion. of new
Comprehensive Land Use Plan.:. 'This is what is mandatoryto submit to Metro, and intent
needs- to be'shown. There is a new element--we need to do transportation flow within one_
half mile. of every major intersection." On the matter of sub-division ordinance, Mr. Licht
considers ours to be very;nadequate and sug~,ests it be updated very quici~..y, There'~~ri.11
be a 4-month: reviewal, at the end" by Metro Council. "Land use and. general facilities"

,according to Mr. Licht, '+policy plan is a general statement of` what we are going
to have to get done--a precise analysis'of' what we are willing to accept: " ~+Metro Council
is looking at the Systems Statement in terms of their investment--there is a possibility of
getting ,000/$9,200` from Metro Council,.: to help- us outs'.
Mayor Mako spoke concerning systems Statement. He would like to see- Co. Rd ~4b
diamond and 2_diamond (at 35TH), .also upgraded. He asked, "how are you planning your City
