Spande called the mee~ing order... Attending were Spande, .~ztolik, Hazel, Lutger_s, and Asmus. Also present were P. Mc~~arvey and D. Licht, Mayor i~.ako, Councilmembers Curr',~ and Zaun. 77.67 Motion by Antolik-Asrrus to approve the minutes of the meeting held June Zrd. Voting "aye" were S`pande, Ar_talik, Hazel, Li.~er_s, As~.nzs. Motion carried.. The second item on the agenda was the continued public hearing of Thomas R. Peterson's application for variance to place his home ten feet closer to lake on Lot 2, Block 2 Weisner's Addition, at Orchard Lake.. D, Licht had prepared a report on the above matter, which a?l members had received, `fie NaLaral Resources Committee would. recomr:.end the variance, as far as the rear yard_is boncerned. Next property owner on the ;east is presently screened by s::x^~bbery and trees. Voting 'aye" were Antoliic, Hazel, Lutgens, Asmus, and Spande. Motion, carried. commend .69 Motion by Hazel-Lutgens to~pproval of application for variance for Lot 2, Block 2, Weisner°s Addition, at orchard Lake, with the recommendations outlined in the Planner's report, Voting "aye" were Hazel, Lutger_s, Asmus, Spande, and Antolik. . Motion carried, 1`~s. Peterson was vresent and notified to attend the Council meeting on 3une 20th. In the matter of the keeping of a bear, a letter has been written by the Ad.*ninis- trator to Mr. Greaves,:the-keeper`of the bear, telling him that .the bear is not permitted and the matter.: is under study and welcome Mr. Greaves in consultation on the subject. D. Licht will have a report by next meeting.. The Natural Resources Coemaittee is also working on this problem. The State requires a license for the keeping of a wild animal (non-domes- ticated), and has done a "fantastic" job of classifying animals. There are two things that need to be considered, (1) recognize the specific problem that is there, and (2) means-of how to deal with it. This will be an agenda matter next meeting, July 7th. Representative of L'Chaim Human Services spoke saying that Mr. Johnson does not wish to proceed, but they thank all of you for your time and consideration--and they might be coming again. (Materials which they had sent to Commission were returned to them.) The hearing of Kenneth E. Bartyzal, 19355 Dodd Blvd., was next item. The application was for a variance to build a garage below the street level and l2' back to praperty line.. Mr. Bartyzal was not present and matter was not complete, no survey and list of names submitte 77.70 Motion by Lutgens-Hazel to table the hearing of Mr. Bartyzal for variance to build a garage below street level. Voting "aye" were Lutgens, Asmus, Spande, Antolik, and Hazel. Motion carried. Next item was Richard & Elizabeth Lewis application for a variance to build a ~me below grade on Lot 4, Block Lakeville. Hills--l6~+th and. Kenosha Avenue. It seems that building had commenced here, there had been no need for a variance, originally. Due to .their. surveyor's:err~or & their contractor's error, the construction is 27" below the street. A recommendation from the Plumbing Inspector was that if' the application were recommended for approval,: the Lewis' should put in City sewer and water. service at this time. Possibility of their detached garage site being a problem was discussed. The Building Inspector is asked. to look at this situation. 77.71 Motion by ~pande-Hazel to reeoumiend a below-grade variance be granted for house and garage on Lot Block Lakevil-le Hills' Addition, subject to the.. proper owners.' being completely responsible for purchase, installation, and maintenance of a grinder,-pump, if"it is necessary to use one because se=aer service is higher than the basement. Voting "aye" were Asmus,.Spande, Antolik, Hazel and Lutgens. Motion_ carried. • Planner D. Licht discussed his zoning ordinance revision-Planned Unit Development. This is an attempt to clarify. He said "we have gut together all the elements which pertain to PUD. He carefully went. over the distinctions between a PUD zone and a PUD district.
