CITY OF LAKEVILLE PLANNING COMMISSION N~ING MINUTES
7 JULY 1977. 8:00 PM THURSDAY

• The meeting was called to order by Ghairmar Bill Campbell. Answering roll call
were Gampbell, Lutgens, Antolik, Spande. Absent were Hazel,. Jojade,-and Asmus.
77.74 Motion by Antolik-Lutgens to approve the minutes of the meeting held June 16th.
Motion carried.
Attorney R. Knutson said that proper notifications had been given concerning
-the following public hearing:
Public hearing of Vernon Jensen, 20+32 Hamburg Av W, Part of Section 28,
T114, R20, for a conditional ,use permit for machinery storage and maintenance building,
on his farm land, was begun. The reason that the building needed a conditional use
was that it did not comply with Section of Zoning Ordinance 42, being 270 feet
short. Mr. Jensen has farmed on this property a number of years, 7~ong before the property
was zoned R-1C. Mr. Jensen showed pictures of what the pole. building will belike--one
of which has been copied and on file with these. minutes...
Planner D. Licht offered the following clarification, when a building is built
"within 300 feet of the property line, he needs a special use permit.p
No one appeared to say they objected to the building. Bldg Inspector sent approval.
77.75 Motion by Spande-Antolik to close the Vernon Jensen public hearing--an application
for conditional use permit to construct machinery storage/maintenance building.
• Voting "aye", Campbell, Lutgens, Antolik, and Spande. Motion carried.
77.76 Motion by Spande-Lutgens, "move we approve special use permit for Vernon Jensen,
in accordance with Building Inspector's inspection and approval, and picture
submitted." Voting "aye" Lutgens, Antolik, Spande, and Campbell. Motion carried.
Mr. Jensen was informed that he would be on the Council agenda .for their meeting
on July lath, and that he should be present.
Mr. G. R. Jackson was present'in the audience. His interest was in obtaining
approval of moving two houses from Bloomington to Lakeville, and locating them on property
just to the east of Highway 50, and approximately 300/500 feet north of 185th Street,
north and east of the former residence of Geo. Grohoski.

but purchase of land proved to be too costly. The moving of the houses is also going to be
expensive, because he has to route them through Shakopee--there is absolutely none of this
type of moving done on 35W. Mr. Jackson showed pictures of the houses, explained that he
had been working with the Bloomington Building Inspector when he had thought to locate in
Bloomington, and the buildings had had. his O.K., as to when they had been constructed, etc.
G. Spande asked the Planner and Attorney opinion,. "may he move .the two houses and
park them for the time being"? Dave L. said he would have to examine the ordinances to see
if this could be done. The matter was left at this point--with Mr. Jackson and D. Licht
trying to work out a temporary relief of the problem.
• Since Dr. Jacobson was sitting in the audience, waiting for a discusa~.vn ou his
proposal to plat a subdivision into 5-acre lot sizes, west of 135, near Lucerne Trail, in
westernmost part of Lakeville, Section 26, the Chairman elected to hear him next.
With Dom. Jacobson were two other men, D. Kaufman, spokesman, and Bob Clark ~
caner
of the land. All three were informed of the moratorium on building on unplatted land, of
less than 10 acre; pieces, which now exists. This moratorium will expire in October. What
Council will decide at hat time, of course, is not known. The Planner said, in any case,
"you would have to assure the City there is no chance of polution--that is, make pereulation
tests".
In view of the moratorium, primarily,, Dr. Jacobson, and others, were advised by
Chairman Campbell to seek advice from~Council.--
• D. Licht reported that action against. the existing bear being kept in Lakeville
is being done by R. Knutson. Comments were made. about all the publicity that has been
given this matter by TV and Twin City newspapers. D. Licht said that City ordinance..
has to be clarified as to domestic and non-domestic animals. G. Spande would like to see
a third .classification of animals which are really "wild" as their specie lists, but have
become domesticated. R. Knutson would like to invite the bear's owners to a meeting to
see if they would try to get this matter settled.
Mr. Bartyzal's variance application was tabled.

The Commission looked at the plat maps of Weisner's Lake Addition, the oae of
the present way it is platted, and the one Glenn F~1.otz has submitted of haw he would like
to have them considered. The matter was tailed until the Planner has ss opportunity to
study them further.
77.77 Motion by Spande-Lutgens to amend Plaruzing Commission Motion 77.53, of.May 5~.
to include the approval of final plat of Cedar Highlands. 1st and 2nd Additions.
Voting "aye" were Antolik, Spande Campbell, and Lutgens. Motion carried.
Future items of Koinia Church application for conditional use and site approval
~I for new church at corner of Cedar Av. and 210th St.--plus the C. R. Jackson moving of two
houses--were noted.
Natural Resources Committee representative, Vernon Jensen, was asked if he
wished to speak,.
