Chairman Campbell called the meeting to order. Roll call. was answered by Campbell,
Lutgens, Jojade, Asmus, and Antolik. Members absent were Spande and Hazel. Also present
were R. Knutson, Attorneys and Steve Ryan, Midwest Planner. There was a large audience
present for this meeting, with concerns for all topics, but largest number seemed to be
present for the Staff review of the "385" PUD application review. Councilmembers Curry
and F]nond, Park Director Michaud, and Natural Resources' member D'. Pond were also present,
and-Building Inspector D. Goodermont.
77.85 Motion to approve the minutes of the meeting held July 21st was made by Lutgens,
seconded by Antolik. Voting "aye' were Campbell, Lutgens, Jojade, Asmus, and
Antolik. Motion Carried..
Public hearing of Russell H, Hoese was begun.. Attorney attested to the legality of the
hearing. Mr. .Hoese stated. he was replacing an old barn which no longer was capable of
safely storing hay and equipment, This building is located on a ~+,5 or ~+.6 acre piece
of land.
77.$6 Motion to close the public hearing of Russell H. Hoese. was .made by Asmus, seconded
by Lutgens. Voting "aye" were Lutgens, Jojade, Asmus, Antolk, and Campbell.
Motion-carried.
77.87 Motion by Lutgens that building permit be passed for Russell H. Hoese, Part of Lot l
W and part of NG~F4 of SE Sec. 13, R21, T11~+, 10984 Orchard Trail :J,, on the condition
that this. building be used solely. to store hay, horses, and a trailer.. Second was
by-Asmus. Voting "aye" were Jojade, Asmus, Antolik, Campbell, and Lutgens, Motion
carried...
Mr. Hoese was advised that he would be expected to attend the Council meeting, here in this
.building, on Monday eve, August 15th. -
Public hearing of C. R. Jackson application for a special permit to move two houses from
Bloomington to Lakeville was begun, R. Knutson attested to the legality of the hearing.
G. Nord and C. R: Jackson began by sang that it is now only one house that they wish
to =Hove, the .other one has been sold, ,A description, plus an aerial photograph, was shown
of where the house is'proposed to be located north of Lakeville, just east of Hwy 50 and
north of 185th Street:
Mr. Jackson is now willing to combine the two lots where he was proposing to locate the
two houses, into one lot--for one house. This will make a parcel of land between 22 acres
to 3~ acres, minimum, It was stated that this building will be the equivalent of a newly
constructed house, when they are through remodeling it, with a value between $52,000 and
$55:000.. The Building Inspector has examined the house and attested to the soundness of
its construction, good shape of the joists, etc.
R. Knutson. advised Mr. Jackson that he would have. to sign an affidavit whereby he .says.
certain things, such as the age of the house, etc. It will. also be necessary for him to
obtain the approval, written approval, of 75~ of the. property owners within 300 feet of
his proposed location.'` D. Goodermont spoke saying he wished to stipulate the length of
time that the finishing work. must be completed.- The Planner, Steve Ryan, said he does not
see any additional things, other than theconditions-outlined in R. Knutson's letter dated
August 1st.
Mr, Lorie Strand, adjacent homeowner, who has Mr. Gunderson on his East and Mr, Jackson to
the Sou M, states there. is no driveway easement across his property. Since he and Mr,
~underson are using his driveway, presently, he would wish that Mr. Jackson use his own
property for a driveway. He also requests that if such a driveway easement is given., that
Mr. Gunderson would exit on Mr. Jackson's property, also.
Mr.'Arne Gunderson spoke, saying it is true that his driveway does go across this property,
also. that he has lived here since 1956. He stated that he would like to see the house that
is proposed to be moved. (The address was given as 8721 Irving Av S,)
Mr. Fischer stated that he lives within 300 feet of the Jackson property and has not been
asked to sign a "willingness" paper.. Larry .Kloster asked if the. proposal was for'one,or
two, houses. Answer was for one home only. D. Goodermont'stated he had received a telephone
call from Clint Cross, who was not going to be able to attend the hearing because of ill
health.. Mr. Cross wanted it to be known that he is not in favor of,moving the house into
Lakeville. He does not like re-located structures.
77.88 Motion was made by Asmus to continue the hearing until some of the questions car% be
resolved. It will bean agenda item for the 1$th of August.- Antolik-seconded.
Voting.."aye" were Asmus and Antolik, Campbell .voted "nay". Also voting "aye"
were Lutgens and Jojade. Motion to continue the hearing until August 18th, passed.
Campbell stated his reason for voting"nay", was that he felt this information
would beresolved before the next Council meeting.
Mr. Bernie Grubbish showed plans for Multi Unit Building to be constructed on the r~ corner
of 215th Street and Hamburg Av. in Airlake Industrial Park.

Mr. Grubbish showed where there .would be plenty of parking available. The building will
have six to eightemployees.
• 77.89~j Motion to approve the building plans for NiultiUnit Building was made by .9ntolik,
seconded by Jojade. Voting "aye" were Antolik, Campbell, Lutgens, Jojade, and
Asmus. Motion passed.

R. Knutson attested to the publication of the legal notice application of Ted Field,
Rernbrandt Enterprises, for a gravel permit for the pit located just south of Ritter
Farm Park, west of Hwy 35W, He wishes to remove 10,000 yards of gravel,. In the"course
i of discussion, it was brought forward that this amount of gravel had possibly been already
moved.
77.90 Motion by Asmus to continue this public hearing of Rembrandt Enterprises (location
described in paragraph preceding), until next meeting,: August 18th, and that Mr.
Field be invited to come and clarify the situation. Second was by Jojade." Voting
aye were Campbell, Lutgens, Jojade, Asmus, and Antolik. Motion carried,
Mr. Tom Amundson showed the plans for erecting the Jaycee shelter-building. at Aronson
Park, proposed location. The shell would be built now, with plumbing and electrical
outlets roughed in. This would be paid for by the Jaycee's and-solicitations. Campbell
wished to know who would do the work? Contractors, and the Jaycee's would do the labor,
was the answer.
77.91 Asmus moved to approve the building plans of the Jaycee's for a building to be
located in Aronson Park. Jojade seconded. Mrs. Curry asked about whether or not
the State of Mn would be asked their approval. Sewer and water services will have
to be so approved, where. the Public is concerned. Voting "aye" were Lutgens,
Jojade, Asmus, Antolik, and Campbell. Motion carried.
Earlier in the evening Chairman Campbell had noted the presence of other Committee members,
• and City Staff, in the audience.
A reviewal'by Staff of .the "385" Prospectus of_Portune Realty for PUD, was begun by Steve
Ryan. It was. the object of these reviewals to get the major issues out into the open and
obtain public opinion. He said that it was the same property as had been. suggested for
PUD before, but the fact of placing noise barriers--if the property was developed as a
residential area--, and the fact that trunk sewer now crosses the property, some residential
housing would be planned, were a few of a number of things that had changed since it ,ads
last considered..
M. Curry spoke saying she felt we should be very sure that the developer meet all the
requirements of our PUD check list. Asmus would like to look at the property, walk across
it--and. was interested that others come, also. Most of the members had done this when the
property was reviewed last time.
Tim Clare, resident on Jordan Trail, Lakeridge, asked for an exact location of the property
involved in the PUD, and would like to obtain a "385" Prospectus to read at his home.
Anita Clare said she was concerned with it coming to Jordan Trail.
M. Curry stated that Commission should request that there be no public hearing until all
the requirements; of PUD are_met by the applicant. Steve Ryan said that we should discuss
land use questions first of all, Mr. .Clare wished to know "where. do we, as the. Public,
get to voice 'input'?" The answer was, to attend the meetings. Mrs. Ella Foulkrod spoke
of-her disfavor of the plan. Steve Ryan went on to highlight the "Prospectus",'market
need, etc.
. A reviewal by Staff of " 85°' PUD Prospectus will be continued at next meeting, August 18th.
Mr, Lynn Peterson of Lynn's Auto Body, located on 175th St, and Junelle Path,: showed his
plans for adding an additio G ode r}t aid wo 1 eed to upgrade the se?atic system
and other plumbing Heads, e zoning is proper a~ t is oc lion. Mr. Goodermont also
wanted screening, adequately placed in rear of the building. Mr. Peterson was agreeable to
these requirements. Building Inspector wished to state that there have never been any
complaints. about Mr. Peterson's place of business.
77.92 Motion by Antolk to approve building plans for an addition to Lynn's Auto Body,
subject.to approval of the. Building Inspector,.....and a screening fence on thenorth
side of the building, either basket-weave or vertical board-on-board." Lutgens
seconded. Voting "aye" were Jojade, Asmus, AntoIik, Campbell, and Lugens.- Motion
passed.
~It is the direction of the. Chairman that a letter be drawn up by the City. Administrator,
pointing out the error that was made in registering the unauthorized subdivision of Weisner':
Lake Addition.- Copies of this letter are to be sent to Corrsnissioner Russell Streefland and
the County Attorney.
The Chairman also requests that no public hearing be held on "385" PUD until the City
Administrator receives confirmation that the Planning Commission is ready for the hearing.
R. Knutson notified the Commission of a lawsuit involving the City and the Jos. Schweich

for allowing Mr. Schweich to exuand anon-conforming:>use on his property on 199th Way
in Antlers Park.
•A notation is to be made in these minutes. that the Planning Commission would like to
receive. the minutes ofthe meetings of Council.
'77.93 Motion to adjourn the meeting was made by Antolik, seconded by Lutgens.' Motion
carried.
