MUNICIPAL BUILDING AIRLAKE INDUSTRIAL PARK
• The meeting began when Chairman W. Campbell called the meeting to order at 8:00 PM.
-Answering roll were_Gampbell, Lutgens, Antolik, Jojade, Spande,_and Asmus. Attorney
Knutson and Planner S. Ryan were in attendance,_as well-as Council people. Curry and
Zahn, Mayor Mako, and NR member N. Jensen. Planning member L, Hazer presently1 is
out of town.
77.9 Approval of the minutes of tt~ie meeting held August ~Fth was made by Lutgens,
2nd by Antolik. Voting "aye" were Campbell, Lutgens, Antolik, Jojade, Spande
and Asmus. Motion carried.
Bernie Grubbish presented two buildingplans. for two proposed buildings in Airlake
Industrial Park. The first one was for::"Forever New", a soap mfg concern. The second
was for-'Viking Accoustical", which mfgtaecoustical covers for equipment.
G. Spande asked about the problem of platting, concerning these two proposed buildings.
10,000 sq ft per lot is the specification and this-is a 3 acre piece. A registered
land survey and sub-division.. requirements must be met, and`aproperty description that
is not'~metes and bounds`:
77.95 Motion to recommend approval of the building plan of Forever New,. providing the
platting problems be resoleed by City staff and Mr. McGarvey, was made by Spande
and: Campbell. Voting "aye" were Lutgens, Antolik, Jojade_Spande Asmus and
Campbell.. Motion carried. Planning Commission asks that the members be .informed
what this decision is, when it it made.
Viking Accoustical building will be located in an area of Airlake consisting of 5!F
• acres, that will be platted. This is Block and its boundary is next'to the school
property, part of Airlake 2nd Addn. There are presently no buildings in this area.
77.96 Motion was made to approve recommendation to Council of building plan of
3T1.king Accoustical, subject to land requirements being met before a building
permit is issued, was made by Campbell and seconded by Spande. Voting "aye"
were Antol.ik,, Jojade.' Spande, Asmus, Campbell. and T~utgens. _Mota,on carried.
Public hearing e~mmenced of Wendy Wagner for a home occupation permit to_e onduct a
beauty shop in her residence in Valley Park at 16366 Flagstaff-Av. Wendy is moving
into the house very soon. The former owner has had a permit to'conduct`a beauty shop
on these premises. Wendy will conduct a one-operator shop in the basement of the home,
which they are purchasing. .The shop does have a separate entry._ No objections were
raised, either from the audience or from the Planning members. Attorney Had said proper
notices had been given to hold t~'iis hearing.
77,9? Motion was made to recommend approval of W. Wagner application for a home
occupation. permit to operate a beauty shop in her residence in Valley Park,
16366 Flagstaff_Av.`, was_made by Lutgens and seconded by Jojade. Voting "aye"
were Jojade, Spande, Asmus,` Campbell, Lutgens,. and Antolik. Motion carried.
.Wendy: Wagner was asked to appear at the Coumeil meeting to be .held. next-time Sept.
6th.
Public hearing commenced of Louis Szabo for a conditional use permit to construct a
..garage over 1,000 sq ft on Lot. S, Block 1, Szabo's 1st Addn, 17630 Java Court S.
R. Knutson stated everything had been done to make this a legal public hearing.
Mr. Szabo"says he has oneracre lots in this Addition. The building is going to be
used for'the storage of building materials, as he is a contractor-builder, building
one house per year.
77.9$ Motion to recommend approval of application of L. Szabo to build an oversize
garage at 17630 Java Court South was made by Asmus, seconded by Antolik.
Voting "aye" were'Spande,, Asmus, Campbell, Lutgens, Antolik, and Jojade.
Motion carried. Mr. Szabo was asked to attend the Council meeting on Sept 6th.
Public hearing of applicant Gerald E. Toberman for conditional use permit to continue
use of Wren property at the NW corner of Junction of Hwy 50 and 135W as a mobil
....home sales lot,-was begun. R. Knutson stated that the proper notices has been/~'8~ake
.:this a. legal public hearing.
i Mr. Toberman stated that the mobile Home industry is changing and "we cannot begin to
keep up. Up until a little more than a month ago;.. we complied with having 19 units..
Another company foreclosed and we-gave them a place to park their trailers. They said
they would have them off within a month." Also, "this. property will be sold (soon)
so we would not go to the expense of shrubbery, etc., at this time.' We have been in
Lakeville for l7 years, running Queen Anne, and now Ardmore. Ardmore has been improved
and looks nice. It appears that we will not be able to stay (Hwy 50 and 35W) much

longer,. but we wouldlike to stay there meanwhile. We are looking for a different area
ourselves." The Planner suggested a conditional use permit for a short time.'
• Mr. Toberman said he would have the extra units off and. the. area cleaned up within a
month,."those used homes will be removed and only new homes left".
77.99 Motion made to approve conditional use permit for Gerald E. Toberman at corner
of Hwy 50 and 35W for mobile:. home. sales lot, based on the fact that the units
over nineteen will have to be moved prior to September 1st, and the Building
Inspector will make periodic cheeks to make sure these conditions are complied
with. The conditional use permit will expire on May 1, 1978. Motion was made
by Campbell and seconded by Spande, reluctantly. .Voting "aye^ were Asmus,
Campbell, Lutgens, Antolik, Jojade, and Spande. Motion carried.
Mr. Toberman was asked to attend the Council meeting on September 6th.
Item #b on the.. agenda,:Rembrant Eazterprises for a gravel permit, was continued. The
reason was`that the notices: have not been sent .the. required length of time. This
will be an agenda item on September 1st meeting,
In the matter of the continued public.. hearing of'C. Jackson for a special permit
to move a house to a loton Lakeville near 185th St. and'Kenwood Trail, Mr. Glenn:. Nord
spoke, saying that Mr. Jackson could sympathize with the surrounding propertyowners
that they do not want aslum-appearing home as a neighbor. He would not want that to
happen, either. IInder other circumstances he would liked to have complied with time
.delays, however,. he, also was under the gun and time was crucial to him.' He will -
take the home to a different co?r,r~,r,; ty. He. is sorry to have had to do this.
• 77.100 -Motion to,elose,the,public hearing of C. R. Jackson,. applicant to move a
..house into Lakeville, was made by Jojade and seconded by Antolik. 'Voting
"aye" were Campbeh,...Lutgens, Antolik; Jojade, Spande, and Asmus. Motion
carried. City is to be notified of the above c~nents.
Mr. Roy Zweber, Supervisor of Grounds and Buildings, School Distriet;l9~+, was present
to ask ..approval of a public information sign for the new high school: Such a sign
would be, placed on the north. side of the driveway of the'school and would be used to
let the public know of`school-oriented functions and dates. It would be a double
sign, visible from both sides, .illuminated, with'a proposed area of_5' x 10'. He
stated it "would be more for public information than anything else". Two classes at
the high school have left money for this purpose. The sign will cost more than $3,000,
`'with posts 'at an additional cost.. R. Knutson said this can be aecepted'as a public
sign, but has to meet setback requirements.
77.101 Motion to recommend approval of proposed highsehool sign was made by Lutgens,
seconded by_Asmus. Voting "aye" were Lutgens, Antolik, Jojade, Spande, Asmus,
and Campbell. P+totion `carried.
Mr. Zweber was asked to attend the Council meeting. Sept. 6th.
Copies of a_:.letter from Fortune Realty had been passed to .members. S._Ryan explained
that Lakeville "385" is now asking to develop three parcels of land, instead of eleven.,,
at this time. This land is between the railroad tracks and 35W. 'According to`Steve
` the uses-.planned for-this area have not-changed, so_far; they are commercial/industrial.
The-timing and staging is different than it was before. Mr. Watschke has been given
. time to strengthen the language of some of his proposals.`..
B. Campbell wished to know if Mr. Watschke has been notified that there will be no
public hearing on the "385" September 1st--as the original time schedule noted Rather
' the public hearing-is asked to be when the Planning Commission has all the information
they feel is ,needed. J. Jojade asked if the PUD check list is being used by them
S. Ryan, replied,"everything has been address~a,The question is to what extent some
things have been .addressed." What would have been ..one of the last stages of development
has now become the first. This involves a diamond intersection at Orchard Trail and
35W, and a bridge at 185th Street, 'it is thought.
Mr. Curry, in the audience, asked, "is there anything that is ongoing at this time,'as
far as the =timetable goes? Is this all oral from Steve Ryan?" B. Campbell replied
that nothing was in the timetable at this time. We have just received a short letter;
only three paragraphs, concerning,the change in development~to three parcels.
• Mrs. Curry, also in the audience, spoke saying that a number of questions and requiremen~
still had-not been`addressed by developers. Foremost, perhaps, was financial capability
The developer should be asked to"submit to the Administrator, an auditedfinancial-
statement, which would contain names and addresses, lists of securities, net worth,
lists of judgments,: if any, etc., based on other prospectus that other communities have
used. Also, the question of market surveys has not been addressed at all. There is
available land in other neighboring industrial parks, as well as here. T. Clare, in
the audience, spoke saying he does support what Mrs. Curry says.

Lutgens asked if the reason he is now modifying his application was known? S. Ryan
said he thought the reason might be thatyafter two years, he is trying to get some
action.
Meeting moved on to a review of new comprehensive plan work schedule. S. man said
'there would be a formal status report in the mail next week. The Shoreland Ordinance
will be forwarded very soon to the Natural. Resources Committee.. .The policy plan will
have to be accepted. There are environmental concerns and the topics of energy,'
tree diseases, etc., are all thins that will have to be addressed as issues and re-
solved-in the policy plan. The City has applied for a Metro Planning Grant in the
:''amount of ~E,250, and action is expected on this by August 25th.
R. Snutson is preparing a draft on an ordinance concerning animals. On being asked
what is happening to case of City and. J. Schweich vs Baumgartner, the reply was
that "waiting on court calendar for. it to come up".

Spande will attend the Council meeting on September 6th.
