HomeMy WebLinkAbout10-06-77 ~ ~ • CITY OF LAKEVILLE PLANNING COMMISSION • OCTOBER 6, 1977 The meeting was Balled to order at 8:00 P.M. by Chairman Wilmot Campbell. Roll call was taken. Present: Campbell, Lutgens, and Asmus. Absent: Antolik, Hazel and Spande. The Chairman stated that a quorum was not present and therefore the meeting would not be an official meeting of the Planning Commission. The City Administrator suggested the members present discuss the items that were on the agenda. Mr. Hall and Mr. Wieser, representing Hall-Wieser Precast Step Company addressed the Flanning Commission concerning their desire to build a building on the west side of Interstate 35 on a five acre parcel of ground. They stated that their type of business would only employ five or six people and that a septic system could adequately serve their needs. The City Administrator explained that until the City Council adopts a different policy concerning development in the unsewered area, their request cannot be acted upon. It was explained that the Planning Commission will be acting on a new resolution to replace X76-49 at the October ZOth meeting., Mr. Steve Ryan of Midwest Planning S Research reviewed a memorandum concerning • proposed changes in Resolution #76-49. The Planning Commission's comments to the staff were to see what can be done to limit the use of pole type buildings in the City. It was agreed that the draft of a new resolution would be on the October 20th meeting for review and possible adoption recommendation to the City Council. Mrs. Vivian Anderson appeared before the Planning Commission concerning the sale of her 20 acre parcel of property. She stated the property has a single family dwelling on it and is not yet complete and a mobile home. She was re- questing germission to sell the property and allow the two units to remain. The City Administrator painted out that when the building permit was issued in 1913 the Planning Commission stated that the mobile home should be removed from the property as soon ae the house was finished. Roger Knutson stated that under the Zoning Ordinance only one principal use of a parcel of property can be allowed. Therefore, two dwelling units are in violation of the Zoning Ordinance. Mr. Knutson was directed to further look into the matter and advise Mrs. Anderson of the City's requirements. The staff reviewed the proposed subdivision ordinance. Steve Ryan pointed out that Section 1, subdivision C presents a large change in policy concern- ing the City's right to approve the subdivision of land in the community. He advised the Planning Commission to take a close look at the particular part in establishing future City policy. The Planning Commission then reviewed the proposed amendment to Ordinance 42 relating to shoreland regulations. Answering roll call were Campbell, Antolik, Lutgens, Spande, Hazel. (Asmus arrived at 8:15 PM.) Also present were Attorney R. Knutson, Planners S. Ryan and 77.]L5 Approval of the minutes of the Meeting held Sept. 15, 1977 was made upon motion of , seconded by Motion carried. ,e. Discussion centered on the lot size requirements for parcels on the various lakes in the City. The City Administrator pointed out that the shoreland regulations require 15,000 square feet when sewer is available and that in some instances the R-1C zoning would allow lots of 11,000 square feet when sewer is available. They raised the question as to whether or not the City would want to make-the figures and the square foot requirements for existing lots of record the same under each ordinance to avoid future conflicts. After a considerable discussion, the meeting adjourned at 11:00 P.M.
