The meeting began shortly past 8 PM when Vice-Chairman G. Spande called the
meeting to order. Answering roll call were Spande, Antolik, Lutgens,IIazel, Asmus.
(Later in the. evening Chairman Bill Campbell arrived and took over the chairmanship.)
Also present were Roger Knutson, Attorney, and Mark Johnson, Planner with Tdidwest Planners,
77.1+7 Motion to approve the minutes of November 17th was made by Antolik-Lutgens. Voting
"aye" were Antolik, Lutgens, Hazel, Asmus, and Spande. Motion carried.
A hearing was begun to consider the application of St. John's Lutheran Church, 8748 210th
Street W., for a variance from non-conforming use under Section 4.3,
Mr, Gary Stinar and archtitect's representative were once again to answer any questions put
to them. Spande asked about what is needed in the way of fencing and screening for adjacent
property owners. Mr, Stinar believed that the neighbor on the East does not want a high
fence, as she had expressed this as being undesireable when they had purchased the property
adjacent to the Moes' home. R. Knutson read the ordinance concerning fencing requirements,
and curbing.
K. Lutgens asked about when they planned to start the addition to the Church? The answer
was that it was hoped to get started this winter and finished by August.
It was explained which house was recommended for removal. It is the smaller one of the two,
where art lessons have been held. The small building in the rear is proposed to be left as
it is used for storage for lawn equipment, etc.
• 77.148 Motion to close the St, John's hearing was made by Spande-Antolik, Voting "aye"
were Lutgens, Hazel, Asmus, Spande, and Antolik. Motion carried.
77.149 Motion to recommend _approval of the St. John's request for a variance from non-
conforming use on property at 8748 210th St. W,, was made by Spande, with the
conditions set forth in the memo from Midwest Planners dated 28 November 1977,
regarding parking, driveway, etc. Also, it is asked that a performance bond be
given to assure removal of the small home, amount to be determined by the Building
Inspector. Shrubbery screening is to be installed along the east property line.
Second was by Hazel. Voting "aye" were Hazel, Asmus, Spande, Antolik, and Lutgens.
Motion carried.
Mr. Stinar was given a copy of Council agenda for next Monday evening, December 5th.
Public hearing to consider the application of Ross W. Bassett for a variance to construct a
garage floor 3' below street grade on Lot 3, Block 4, Bassett's 2nd Addition, 19131 Junelle
View, was begun. R. Knutson attested tI-iat proper notices had been sent.

.Concern was raised over drainage at this address. Spande voiced the opinion that a showing
of sewer invert and elevation should be on the plans here variances of this nature come before
.the Planning Commission.
77.150 Motion by Antolik-Lutgens to close the Bassett hearing. Voting "aye"wire Asmus,
Campbell, Spande, Antolik, Lutgens, and Hazel.` Motion carried.
77.151 Motion to recommend approval of Mr. Bassett's application for below street grade
variance to construct a garage floor at 19131 Junelle View was made by Spande,
seconded by Hazel. Mr. Bassett was present and was made aware sewer invert in
the street should be located where there will be no problems. Voting "aye" were
Campbell,. Spande, Antolik, Lutgens, Hazel, and Asmus. (Mr, Bassett notified of Council
meeting.)
The next proceeding was the continuation of hearing to consider the application of Julianne
Palm for a special home occupation ermit to teach dancing lessons in her home at 16462 Genesee
Court. This is being considered for a term of three years. Mrs. Palm stated that she will
be teaching little girls and consequently won't be teaching until late in the evening, but
there might be times when rehearsals are necessary over a 3-year period and that is why she
set the hours on her application as she did. There was no one in the audience that objected.
77.152 Lutgens-Antolik motioned and seconded to close the Palm hearing. Voting "aye" were
Spande, Antolik, Lutgens, Hazel, Asmus, and Campbell. Motion carried.
77.153 Lutgens-Asmus motioned and seconded to recommend approval of a special home occupation
permit for Mrs. J. Palm at 16462 Genesee Court to teach dancing, time period ~f this
permit being set at three years. Voting "aye" were Antolik, Lutgens, Hazel, Asmus,
Campbell, and Spande. Motion carried. (Mrs. Palm was notified of Council meeting next
Monday evening, December 5th.)
R. Knutson attested to the legality of the next public hearing--consider an ordinance amending

Ordinance No. 42, being the Zoning Ordinance, Section 4.32, of the City of Lakeville,
providing for a minimum lot size of 5 acres when there is no public sanitary sewer.
Mr. Chas. Zweber, Sr. was in the audience. He thought 4-acre lot size might be considered
instead, primarily because homeowners are better able to look after that amount of land as
regards weeds and general appearance, although he was not unhappy with the 5-acre size.
77.154 Motion to close the hearing to consider an ordinance amending Ordinance No. 42,
which would provide for minimum lot size of 5 acres when there is no public sewer
was made by Hazel, seconded by Lutgens. Voting "aye" were Lutgens, Hazel, Asmus,
Campbell, Spande, and Antolik. Motion carried.
It was explained by Attorney Knutson that when tYie new Comprehensive Plan is adopted, the
ordinance providing for minimum lot size will become obsolete.
77.155 Motion by Lutgens to send the ordinance amending Ordinance No, 42, and repealing
its entiretg,Ordinance No. 68 of the City of Lakeville, reference material~~ed 19 October
1977, with our recommendation of a~~proval, to Council. Antolik seconded.
Voting "aye" were Hazel, Asmus, Campbell, Spande, Antolik, and Lutgens. Motion
carried.
It is requested by the members of the Planning Commission that "Atlases of
Dakota Co., Rockford-Mat Publishers, Farm Bureau publication, be purchased for them.
The Building Inspection report for the Month of November was examined by the Commission,
with the notation of what a good comparison it was with other years'. Future items of
Dodd Park Preliminary Plat, Okeson request for sideyard setback in Marion Heights, and
gravel/excavation permit renewals of seven applicants was noted. Report of seven
• mobile home permit renewals, 2-yr period was also noted.
77.156 Motion by Hazel, seconded by Asmus, to adjourn this meeting came at 10 PM.
Motion carried.
