HomeMy WebLinkAbout08-18-11CITY OF LAKEVILLE Planning Commission Meeting Minutes AUGUST 18, 2011 The August 18, 2011 Planning Commission meeting was called to order by Chair Davis in the City Hall Council Chambers at 6:00 p.m. Flag pledge and roll call of members: Present: Chair Davis Vice Chair Lillehei Commissioner Boerschel Commissioner Drotning Commissioner Grenz Commissioner Maguire Absent Secretary Adler, Ex- officio Fitzhenry Staff Present Daryl Morey, Planning Director; Frank Dempsey, Associate Planner; and Penny Brevig, Recording Secretary. ITEM 3. APPROVAL OF MEETING MINUTES: The July 21, 2011 Planning Commission meeting minutes were approved as presented. ITEM 4. ANNOUNCEMENTS: Mr. Morey stated that the following item was distributed to the Planning Commission at tonight's meeting: 1. Draft of the August 17, 2011 Parks, Recreation & Natural Resources Committee motions for the Crescent Ridge 2nd Addition and Quail Ridge 4th Addition final plats. Mr. Morey reminded the Planning Commission that the September Planning Commission meetings have been re- scheduled to September 8th and 22nd. ITEM 5. CONSENT AGENDA 10.45 Motion was made and seconded to approve the August 18, 2011 consent agenda as follows: A. Approve the request of Shamrock Development for a final plat of 37 single family lots to be known as Crescent Ridge 2nd Addition. B. Approve the request of D. R. Horton for a final plat of 14 single family lots to be known as Quail Ridge 4th Addition. Ayes: Boerschel, Lillehei, Davis, Maguire, Grenz, Drotning. MCDONALD'S CORPORATION Chair Davis opened the public hearing to consider the application of McDonald's Corporation for an amendment to Conditional Use Permit No. 95 -08 to allow modifications to the existing drive through service lane and the building exterior, located at 20158 Icenic Trail. The Recording Secretary attested that the legal notice had been duly published in accordance with State Statutes and City Code. Brian Johnson, Architect and Planner with Reprise Design, representing McDonald's Corporation at tonight's meeting, presented an overview of their project. Mr. Johnson indicated that this is part of McDonalds' national re- branding program that hopes to change the look of their restaurants over the next six years. He indicated that the look will be more upscale and will appeal to the aging population of customers. Mr. Johnson stated that McDonald's is also looking at its operational aspect including speeding up the drive - through by installing a side by side ordering configuration which will require a conditional use permit amendment. Associate Planner Frank Dempsey presented the planning report. Mr. Dempsey commented that McDonald's narrative states that the current volume of drive through sales is almost 64% of total sales and could increase another 5% upon the new branding elements. Mr. Dempsey stated that should the Planning Commission recommend approval of the CUP amendment, Planning Department staff recommends approval subject to the 6 stipulations listed in the August 12, 2011 planning report. Chair Davis opened the hearing to the public for comment. There were no comments from the audience. 11.46 Motion was made and seconded to close the public hearing at 6:12 p.m. Ayes: Lillehei, Davis, Maguire, Grenz, Drotning, Boerschel. Nays: 0 Chair Davis asked for comments from the Planning Commission. Discussion points were: • Commissioner Grenz feels that the McDonald's proposal for the drive through lane does not solve the current problem of the drive through queuing sometimes backing up onto Icenic Trail. McDonald "s has a lot of extra property adjacent to the current building and Commissioner Grenz was disappointed that McDonald's did not use this land to address the vehicle stacking problem. Mr. Johnson stated that with the proposed modifications Planning Commission Meeting August 18, 2011 Page 3 modifications allowing a greater number of vehicles through the queuing area and the three alternative ways of entering/ exiting the site, the back up of traffic should be improved. • The Planning Commissioners confirmed that there are two order boards proposed and they are still meeting the parking requirements of the Zoning Ordinance. • Commissioner Lillehei commented that he thought this proposal was a significant improvement to the existing site by allowing more vehicles into the queuing area. He thanked Mr. Johnson for bringing this project forward. Chair Davis agreed. • The Planning Commissioners agreed that a raised curb along the south side of the drive through aisle would be safer by segregating the parking lot from the drive through lanes. • The Planning Commissioners agreed that the site plan should be revised so there is room for two lanes of traffic to access the parking spaces on the east side of the building south of the drive through aisle. The following additional stipulation was suggested by Mr. Morey for the Planning Commissions consideration: 7. Prior to City Council consideration, the site plan shall be revised to include a continuous raised curb median along the south side of the drive through aisle and to allow two -way traffic movement for the customer parking area directly east of the restaurant building. Chair Davis and Commissioner Drotning expressed their appreciation for the cooperation and flexibility of McDonald's on this project. 11.47 Motion was made and seconded to recommend to City Council approval of the amendment to the McDonald's Conditional Use Permit No. 95 -08, located at 20158 Icenic Trail, subject to the following 7 stipulations, as amended. 1. The stipulations of the planned unit development conditional use permit dated April 17, 1995 shall remain in full force and effect except as modified herein. 2. The site and building improvements shall comply with the plans approved by the City Council. 3. All new signage shall meet the requirements of the Zoning Ordinance except as allowed by this amendment. A sign permit is required prior to the installation of any signs. 4. A building permit is required prior to commencing any building construction or remodel activity. Planning Conunission Meeting August 18, 2011 Page 4 5. Install evergreen and /or overstory trees on the west side of the drive - through lane and along Kenwood Trail (CSAH 50) adjacent to the McDonald's parking lot. 6. The proposed site improvements are subject to the review of the City Engineer. 7. Prior to City Council consideration, the site plan shall be revised to include a continuous raised curb median along the south side of the drive through isle and to allow two -way traffic movement for the customer parking area directly east of the restaurant building. Ayes: Davis, Maguire, Drotning, Boerschel, Lillehei. Nays: Grenz. Commissioner Grenz felt that McDonald's has plenty of land at this site to fix the stacking of cars on Icenic Trail, and he feels this proposal does not fix the problem.
