RESOLUTION ESTABLISHING A NO PARKING ZONE ON THE EAST AND WEST
SIDES OF KENYON AVENUE BETWEEN 184 STREET AND KERRVILLE TRAIL
Proposed Action
Staff recommends adoption of the following motion: Move to approve the
establishment of a no parking zone on the east and west sides of Kenyon Avenue
between 184 Street and Kerrville Trail.
Passage of this motion eliminates parking and increases both motorist and pedestrian
safety along this section of roadway that is adjacent to the Lakeville Woods
Apartments.
Overview
Kenyon Avenue is a major collector for the City, linking local streets north of 185
Street with an arterial route that links to 1 -35. Traffic counts along this route average in
excess of 2,650 vehicles per day. Parking on both sides of the curve between 184
Street and Kerrville Trail presents problems for those who must travel through the area
on a daily basis.
Foremost among them is the narrowing of the roadway caused by the parked vehicles.
At the regulatory speed limit motorists establish a wider buffer zone between their
vehicle and those parked along the side of the road. This means they may encroach on
the travel lane for oncoming traffic creating the potential for vehicular accidents.
Additionally, the parked vehicles can limit sight lines around the curve and obstruct the
motorists view as they proceed around the curve in either direction.
Both staff and the Police Department reviewed this section of Kenyon Avenue,
recommend placement of no parking signs to maintain sight lines and traffic lane
integrity, and reduce the interaction between pedestrians and motor vehicles.
Primary Issues to Consider
• Whom does this resolution impact? Primarily residents of Lakeville Woods
Apartments. Staff has spoken to the apartment management team and on -site
property manager and all parties are in favor of the no parking zone.

WHEREAS, the City Council for the City of Lakeville is authorized in accordance
with city code to designate parking zones within the city, and
WHEREAS, Kenyon Avenue is a major collector along which parking can be
restricted as necessary, and
WHEREAS, vehicle parking along Kenyon Avenue limits sight lines for those
traveling around the curve and increases the potential for vehicle and pedestrian
interaction, and
WHEREAS, establishing a no parking zone along the both sides of Kenyon
Avenue will improve the safety of pedestrians and improve sight lines for all vehicles.
NOW, THEREFORE, BE IT RESOLVED, that the east and west sides of Kenyon
Avenue between 184 Street and Kerrville Trail be designated no parking anytime.

Subject: "No Parking" signage request for Kenyon Avenue

We have had the opportunity to review the request by Karen Mack regarding placement
of "No Parking" signage along Kenyon Avenue adjacent to the Lakeville Woods
apartments.
The area in question has a regulatory speed limit of 40 mph, and an advisory speed
limit of 20 mph. Vehicles travelling through the area at the regulatory limit will
establish wider "buffer spaces" between their vehicle and any vehicles that are parked
along the roadside as compared to vehicles travelling at the advisory limit. As
evidenced in the photographs provided by Karen Mack, those wider "buffer spaces"
result in moving vehicles crossing into the opposing lane of traffic as they drive by
parked vehicles. Furthermore, sight lines can be impacted due to parked vehicle
obstructions along the curve and grade segments in this area.
It is our recommendation that Kenyon Avenue be signed "No Parking" along both sides
of Kenyon Avenue as necessary to maintain appropriate sight lines and traffic lane
integrity.
