Overview Dan Licht, representing The Planning Company (TPC) has submitted a proposal to complete a five -year comprehensive update and review of the Lakeville Parks, Trails and Open Space Plan. Having this important information will assist us in short and long- term facility planning and associated funding to meet the future needs of our community. The existing document framework has worked well to guide us in meeting parks and recreational needs through very active growth years. The City of Lakeville has updated its Parks, Trails and Open Space Plan every five years since the early seventies. Dan Licht has completed three previous five -year updates with the most recent one completed in 2006. The TPC proposal follows the basic policy framework and includes a park dedication fee study be completed by the end of January, 2012 as one of the first stages of the update. The Planning Company has submitted a detailed work program and a budget of $25,000 to complete the update which would be funded by the Park Dedication Fund. The amount is based on current hourly fees approved by Council through the current TPC Consulting Contract and is a time and materials proposal, not to exceed $25,000. Primary Issues to Consider • TPC is qualified to complete a five -year update of the Parks, Trails and Open Space Plan because, as stated above, TPC has completed the three previous system plan updates, making them familiar with the process and staff expectations 1 , Gerald S. Michaud Parks and Recreation Director City of Lakeville 20195 Holyoke Avenue Lakeville, MN 55044 RE: Lakeville — Parks, Trails and Open Space Plan update TPC FILE: 002 Dear Steve: Based on our meeting in your office last week, we have provided the proposed scope of work related to the update of the 2006 Parks, Trails and Open Space Plan which incorporates the changes you highlighted. The Planning Company LLC (TPC) has established an initial time frame of four to six months to complete the project, with the exception of the Park Dedication Fee Study which will be completed by January 2012. We are proposing to complete the Park, Trail and Open Space Plan Update for $25,000 on a time /materials basis, not to exceed that amount in accordance with the rates established by the existing professional services contract TPC has in place with the City of Lakeville. This assumes that the basic policy framework would continue, as would the existing classification of park facilities, however, many other portions of the Plan would be updated and /or amended as specified below. At your request, Table 14 titled Park Facilities, would be updated by City staff. Parks and Recreation Department Staff would also be responsible for distribution of all materials to the Parks, Recreation Commission, Planning Commission and /or City Council. The detailed work program follows: Park Dedication Fee Study. With the rate of development substantially down and changing land prices, developers have faced many economical challenges. Questions have been raised as to the suitability of the City's current park dedication fees. A park dedication fee study will be completed as one of the first stages of the Parks, Trails, and Open Space Plan Update, to be done by January of 2012. Issues Identification / Policy Plan. We would like the opportunity to meet with you and also Daryl Morey to discuss issues with on -going park and trail system development to investigate new opportunities or problems that may have arisen since the 2006 Parks, Trails and Open Space Plan was adopted. We would also propose to have a work session with the Parks, Recreation and Natural Resources Commission to discuss this same topic. We would envision reviewing the overall system plan and each park district as part of this effort to determine general system or specific area /facility needs that may require changes to the established policy framework of the current document. One area to be addressed would be to update the Park District boundaries to be more consistent with the Planning Districts in the 2009 Comprehensive Land Use Plan to allow for easier cross reference between documents. A second area to be addressed would be the incorporation of the Minnesota State & Regional Parks & Trails Legacy Plan into the City's Policy Plan. Social Profile. The profile of the community included in the current Parks and Open Space plan is based on 2000 Census data. More current 2010 Census data and school enrollment data is now available and will be used to provide an up to date profile of potential park system users within the community. Additionally, the population and household projections adopted as part of the 2009 Comprehensive Land Use Plan must be brought in to the Parks, Trails and Open Space Plan. Land Use Plan Coordination. Since the Park and Open Space System Plan was adopted in 2006, there has been considerable growth within the City of Lakeville involving infill development of existing MUSA and amendments of the MUSA to allow extension of utilities. The Land Use Plan and MUSA Staging Plan elements of the City's Comprehensive Plan were also updated in 2008 as part of the mandatory regional planning review. As such, the timing of an update to the Parks, Trails and Open Space Plan is appropriate to incorporate system changes that have occurred and prioritize plans for continued infilling of the current MUSA, MUSA Expansion Area "A" and Brandtjen Farm. Park Facilities Inventory. Inventorying the City's park and trail system would involve identifying changes to existing facilities and describing facilities developed since the Parks and Open Space Plan was adopted in 2006. Likewise, changes in private and quasi - public facilities such as churches and school facilities, and private recreational businesses that have located in Lakeville must also be addressed. Efforts must also be made to update information within the plan regarding the park, trail and open space system plans of surrounding communities or regional facilities to ensure coordination and appropriate connections. At your request, the Park Facilities Table will be updated by City of Lakeville staff. 2 Trail Classification & Greenway Corridors. A regional review of trails is necessary which incorporates the Minnesota State & Regional Parks & Trails Legacy Plan, Dakota County trail system plan, abutting community facilities and identification of these features on associated maps. The City's Park, Trail, and Open Space Plan needs to highlight greenway corridors in more detail, address their role in the natural environment and establish a new approach and /or new policies for implementation of such areas. Additionally, the gaps in the trail system need to be addressed and a plan for management /on -going maintenance of sidewalks and trails is needed. System & Facility Analysis. The 2006 Parks, Trails and Open Space Plan includes an analysis of the Lakeville system based on established national standards. This analysis must be reviewed and updated based on any changes to these national standards and /or to the park, trail and greenway system. Specific recommendations as to needed future park, trail and greenways will be based on this analysis. The current document also includes an analysis of individual facilities which also must be updated to reflect improvements that have been completed and program any desired system changes. Implementation Programming. The update of the Parks, Trails and Open Space Plan is to include a review of the existing Capital Improvement Plan providing for implementation and detailing land acquisition and facility development needs. This analysis can be used as a basis for reviewing the existing park land or cash fee in lieu of land dedication requirements for new subdivisions. Community Meetings. Input from residents, businesses and developers will be critical as part of the update of the Parks, Trails and Open Space Plan to ensure that development of the system continues to reflect community goals and priorities as well as changing conditions for development. At our meeting you indicated that any community outreach meetings would be handled by City staff. TPC staff would meet with the Parks, Recreation and Natural Resources Committee during the preparation of the document as needed. TPC staff would also make the presentations of the final product for the system plan update to the Parks, Recreation and Natural Resources Committee, to the Planning Commission for the required public hearing and before the City Council for final approvals. Our staff that would be involved in the update of the 2006 Parks, Trails and Open Space Plan includes myself and Elizabeth Stockman as well as GIS Technicians. I have had the pleasure of working with the City of Lakeville since 1999 on projects including the 2006 Parks, Trails and Open Space Plan, the 1999 and 2008 Comprehensive Plan updates, Zoning Ordinance updates in 2000, 2004, 2006 and 2010 and many of the major commercial and residential development projects brought forward and approved in Lakeville. Ms. Stockman is a Landscape Architect who also has previously worked for the City of Lakeville, notably on the 2000 Parks and Open Space Plan and on the I- 35/CSAH 46 Interchange Study. 3 TPC greatly appreciates your contact regarding an update of the 2006 Parks, Trails and Open- space Plan, and we look forward to the opportunity to work with you and the City of Lakeville on this project.
