HomeMy WebLinkAboutItem 06.mNovember 15, 2011 NOVEMBER 21, 2011 CITY COUNCIL AGENDA ITEM APPROVE PROPOSAL FROM SRF CONSULTING GROUP TO PREPARE PLANS AND SPECIFICATIONS FOR THE KENRICK AVENUE AND 205 STREET ROUNDABOUT Proposed Action Staff recommends adoption of the following motion: Move to approve the proposal from SRF Consulting Group to prepare plans and specifications for the Kenrick Avenue and 205 Street roundabout. Overview Traffic volumes on Kenrick Avenue and 205 Street are anticipated to increase as a result of the Walmart development. Kenrick Avenue provides an essential connection to Interstate 35 north and south of the intersection. 205 Street provides an essential east -west corridor in the southern portion of the City. A traffic analysis of the Walmart development and the future traffic volumes generated by the planned growth of undeveloped properties indicates that the existing all -way stop control at this intersection will create delays and poor operations as traffic volumes increase in the future. A roundabout at this intersection would reduce delays to acceptable levels and provide acceptable operations for current and future traffic volumes. Attached is a proposal from SRF Consulting Group providing the scope of work, estimated costs and schedule for completing the design and construction of a roundabout at this intersection. Project funding from the Improvement Construction Fund is identified in the preliminary 2012 -2016 CIP. The estimated project cost is $375,000. Walmart is responsible for $75,000 of the construction costs. Primary Issues to Consider Roundabouts may be unfamiliar to motorists and may require time for motorists to learn and understand how to drive through them. SRI Consulting Group, Inc. developed a rough concept for this roundabout several years ago and would be pleased to assist the City in its design and construction. Methodology for Completing the Project The City of Lakeville has a concept developed for the roundabout and, after completing the Intersection Control Evaluation (if required), one of our first tasks will be to evaluate the current design using the following parameters: • Review the fastest path and deflections for all approaches • Geometric review of the design using RODEL or ARCADY 7 • Review conformance of the design with current MnDOT State Aid and _ICHRP 672 "Roundabouts: An Information Guide" guidelines Based on this initial review, we will refine the design to optimize the configuration and address staging and construction. Wetlands to the south of 205th Street and the overhead power line along the east side of Kenrick Avenue may impact the stag- ing. We understand that the City desires to maintain traffic north and south on Kenrick Avenue and easterly on 205th Street. Another issue that will be examined at this stage is the ultimate configuration of the intersection. If a two -lane roundabout will be needed in the future, appropriate design of the single lane will make the future conversion easier. The identified refinements (if any) will be illustrated in a preliminary layout that will include: • Intersection detail of the roundabout • Insets detailing the fastest paths • Insets detailing truck movements (use WB -67 or other desired design vehicle) • Radius speed tables for fastest paths • Concept construction staging plan to ensure the project can be constructed as desired The preliminary layout will be submitted to the City and all comments addressed before proceeding to final design and plan preparation. Based on our previous work in Lakeville, we have assumed that Dakota Electric will design and install the lighting. We will, however, work with Dakota Electric to ensure proper placement and illumination levels for the intersection. After approval of the plans and specifications, SRF will assist the City with bidding, including bid evaluation and recom- mendations to the City Council. Following award of the contract, we will assign an experienced survey crew that will provide staking for the contractor. l.t is anticipated that the City will provide construction observation; however, we have provided this as an optional task. The same individuals that performed the design will follow the project through construction and complete the contract administration. Project Team Jim Dvorak, PE will serve as Project Principal and overall Project Manager. He will be assisted by Chris Trboyevich, PE as the Design Leader, and Steve Litzau, PE as Designer. Chris and Steve have completed many roundabout designs and are part of SRF's team that is prequalified by MnDOT for roundabout design. In the vicinity of Lakeville, Chris and Steve recently completed the roundabout in Eagan at Northwood Parkway and Denmark Avenue. This project and other examples of our work are attached, as well as resumes detailing qualifications and experience for Jim, Chris and Steve. Tasks /Scope of Work, Cost and Schedule We have attached a spreadsheet that details the anticipated work tasks. The work plan is organized per the scope in the Request for Proposals. This assumes right of way acquisition will not be necessary and that Braun Intertec will be able to complete their work early in 2012. If there are wetland impacts, the schedule may be delayed as well. Changes in the Scope of Services It is understood that if the scope or extent of work changes, the cost will be adjusted accordingly, Before any out -of -scope work is initiated, however, we will submit a budget request for the new work and will not begin work until we receive autho- rization from you. SRF has looked at this intersection for a number of years, performed traffic studies, and developed a very rough roundabout concept for the intersection.
