Planning Commission Work Session

Marion Conference Room
The Planning Commission work session commenced at 5:20 p.m. in the Marion Conference
Room at City Hall.
Commissioners Present: Chair Davis, Blee, Boerschel, Drotning, Grenz, Lillehei, Maguire, and
ex- officio Fitzhenry.
Staff Present: City Administrator Steve Mielke, Planning Director Daryl Morey, Associate
Planner Allyn Kuennen, and Assistant City Engineer Zach Johnson.
Others Present: Todd Bornhauser, Executive Director of the Lakeville Area Chamber of
Commerce.
Chair Davis opened the work session.
MN Logos Off - Premise Directional Signs
City Administrator Steve Mielke presented background on the MN Logos signage program. He
stated that MN Logos places business information and direction signs along the freeway
mainline and interchange ramps. He stated that the MN Logos program also includes trailblazer
(off - premise) business directional signs. Recently, Dave DeSutter of MN Logos was contacted
by the owner of Pizza Ranch regarding the placement of a trailblazer sign to direct customers to
his business from CSAH 5. Dakota County does not allow business related signs within their
right -of -way. In addition, the City's Zoning Ordinance does not currently allow off - premise
business signs.
Planning Commission questions and comments were as follows:
• Where on private property would the off - premise business directional signs would be
allowed?
• Would setback requirements be incorporated into the standards?
• Would a brick base be allowed?
• Would this type of signage be limited to the freeway corridor?
• The off - premise business directional signs should be prohibited in the sight visibility
triangle for safety reasons.
• Would a maximum number of off - premise business directional signs be established per
business?
• Would the off - premise business directional signs be run exclusively by MN Logos (i.e.
would they own the signs and lease space on them)?

The Planning Commission agreed that, for aesthetic purposes and to limit the number and size
of these types of signs, they would like to incorporate any MN Logos design standards into a
potential Zoning Ordinance amendment to allow off - premise business directional signs. They
directed staff to prepare possible ordinance language for the Commission's consideration and to
invite Mr. DeSutter to attend a future work session for further discussion on the MN Logos
program and signage design standards.
Development Forum Presentation
City Administrator Steve Mielke provided background on the development forum process,
whereby the City has received feedback from the development community through the use of a
survey and a discussion forum. Staff has organized the list of development forum comments
into five categories: regulations /process, infrastructure finance, development fees,
relationships /communications, and miscellaneous. The comments /suggestions in each of the
five categories have been identified as either administrative or policy issues. Administrative
issues can be revised by staff while policy issue revisions require action by the City Council.
The development forum results are also being presented to The Parks, Recreation and Natural
Resources Committee, the Economic Development Commission, and the City Council. The
development forum input analysis will then be made available to all those who signed up on the
City's ListSery to receive e-mail updates on the development forum process.
The Planning Commission agreed that the development forum process was a good one. It was
suggested that the City also obtain public input on the development forum results from residents
in the community.
The work session was adjourned at 7:10 p.m.
