HomeMy WebLinkAbout11-21-11CITY OF LAKEVILLE COUNCIL MEETING MINUTES NOVEMBER 21, 2011 Mayor Bellows called the meeting to order at 7:00 p.m. Webelo Pack 261, Den 7, presented the colors and led the pledge of allegiance to the flag. Present: Mayor Mark Bellows Council Member Matt Little Council Member Colleen LaBeau Council Member Kerrin Swecker Council Member Laurie Rieb Also Present: Roger Knutson, City Attorney Steve Mielke, City Administrator Tom Vonhof, Police Chief David Olson, Comm. & Economic Development Director Steve Michaud, Parks & Recreation Director Chris Petree, Operations & Maintenance Director Daryl Morey, Planning Director Zach Johnson, Interim City Engineer Judi Hawkins, Deputy Clerk Citizens' Comments None Presentations /Introductions Fire Chief Meyer presented a Chief's Award of Merit to Lifetime Fitness employees Thom Reick, Darryl Bushard and Lynne Zieske, for their life saving actions in administering CPR, attaching an AED, and delivering a life- saving shock to Fire Marshal Brian Carstensen, who had suffered full cardiac arrest at the health club. Police Chief Vonhof and Allina representative Katie Kenzie also recognized these individuals for their crucial actions. Brian Carstensen expressed his appreciation to all involved. Mayor Bellows thanked the Lifetime employees. Park Director Michaud introduced Doreen Machin, Lakeville Senior Citizens board secretary, who presented a donation from the group for the Heritage Center project. The $100,000 donation represents several years of fundraisers by the Senior Citizens organization. CITY OF LAKEVILLE COUNCIL MEETING MINUTES NOVEMBER 21, 2011 Page 2 Council Member LaBeau asked if these funds were part of the original $300,000 or if this was to go toward the fundraising efforts. Mr. Michaud stated that the donation corresponds to the original commitment from the senior citizens. Mr. Michaud presented the Parks and Recreation Department's October monthly report. Chief Vonhof presented the October Police Department monthly report. Council Member Swecker asked the police and the media to continue to promote public awareness of the dangers of leaving valuables in vehicles. Consent Agenda 11.76 Motion was made by Rieb, seconded by Swecker, to approve the consent agenda items as follows: a. Claims for payment. b. Minutes of the November 7, 2011 City Council meeting and the November 7, 2011 special Council meeting. c. Resolution No. 1 1 -124 accepting donation from Residential Mortgage Group, Inc. to the Fire Department. d. Appointments to the Blackdog Watershed Management Organization Board of Commissioners: Commissioner Scott Thureen and Alternate Commissioner Tom Goodwin, for three -year terms. e. Resolution No. 1 1 -125 terminating planned unit development conditional use permit approved in 1984 for property located at 8235 - 220th Street W. f. Convention & Visitors Bureau financial statements for the years ended December 31, 2010 and December 31, 2009. g. Convention and Visitors Bureau 2012 budget. h. Site improvement Performance Agreement with ConAgra Foods Packaged Foods, LLC. Resolution No. 11-127 authorizing employee dental insurance rates for 2012. k. Landscape maintenance contracts with VonBank Lawn Care, Inc. and Jeff Reisinger Lawn Service, Inc. I. Acceptance of public street improvements in Fieldstone Creek 6th Addition. m. Authorize SRF Consulting Group to prepare plans and specifications for Kenrick Avenue /205th Street roundabout, Improvement Project 11 -10. n. Resolution No. 1 1 -128 accepting bids and awarding contract for potassium orthophosphate to Hawkins, Inc. o. Resolution No. 11 -129 accepting bids and awarding contract for water treatment chemicals to DPC Industries, Inc. p. Resolution No. 1 1 -130 accepting donation from the Lakeville Senior Citizens to the Heritage Center project. Roll call was taken on the motion. Ayes, unanimous. Item 7 - Public Hearing for Downtown Special Service District Mayor Bellows opened the public hearing on imposition of a service charge in the Special Service District in Downtown Lakeville. The Deputy Clerk attested to legal notices being duly published. Finance Director Dennis Feller stated that the Board of Directors for the Downtown Lakeville Special Service District is in support of the annual service charge in the amount of $27,534. The amount has remained the same for over 10 years. Judy Tschumper, Executive Director of the Downtown Lakeville Business Association, provided an overview of how Special Service District funds are expended. Also in attendance were DLBA members: Paul Haglund, Board President, Candy Retka, and Jon CITY OF LAKEVILLE COUNCIL MEETING MINUTES NOVEMBER 21, 2011 Page 4 Koznick. Ms. Tschumper stated that the goals of the DLBA are to create a unique downtown business environment and promote events which will attract people to the downtown. The DLBA works cooperatively with various partners and sponsors to offer programs including family events, holiday programs and the Farmers Markets. Ms. Tschumper expressed her appreciation to the City of Lakeville for its continued support. 11.77 Motion was made by Rieb, seconded by Little, to close public hearing. Roll call was taken on the motion. Ayes, unanimous. 11.78 Motion was made by Little, seconded by Swecker, to approve Resolution No. 11-131 imposing a service charge for Special Service District No. 1 for taxes payable 2012. Roll call was taken on the motion. Ayes, unanimous. Unfinished business None New business None Announcements Mr. Mielke highlighted the Holiday on Main -December 3, 201 1.
