The meeting of the Lakeville Village Council was called to order by Mayor Aronson at
7130 r,', in the Village Hall,
Item 11 Roll Call with Mayor Aronson, Trustees Robert Jensen, George Sullivan,
Fred Taft and Edward Maako present. Also present Stanley Kolstad Clerk,
Robert Rosen, Village Engineer--.and Pat Farrellp Village Attorney#
Item 12 Motion by W e Taft to dispense with the June $ 1967 and June 19 1967
minutes, Seconded by Mr, Sullivan, Approved,
Item #3 Motion by Mr, 'Taft to dispense with the July 3 1967 and July 10 1967
minutes, Seconded by Mr, Sullivan. Approved.
Item #4 Motion by Mr, Taft to dispense with the July 179 1967 minutes, Seconded

Item #5 Mr, Rosen@ appeared before the Council and presented a review of the tab-
ulated cost of the College Park water system as submitted by Vern Denney
Construction Company for the determination of a fair valuation of this
system for future connection credits, Oomplf -te report in clerk's file
as of August 7 1967 from Bonestroo, Rosen Anderlik & Associetes Inc.
Mr• Rosene stated that in this estimate was included a compressor and
pressure tank at a cost of $1 and he had ommitted this as he felt
thRt when the time came for the neoessity of an overhead storage tank
this unit would then be of no value to the Village. It was his opinion
that the Village should not have to pay for its When the overhead storage
tank was needed it could be returned to Dannay. Mr, Rosene stated that
when 150 homes had been built in Xiollege Park an overhead water storage
tank should be installed and not over 200 homes.
The Council discussed the requiring of Mr, Denney to establish an escrow
account of j3,5OO *OO for the Village of Lakeville to cover engineering
coats and legal fees for College Park 2nd Addition. Motion by Mr, Jensen
to require Mr, Denney to establish an escrow account of $3 to the
Village of Lakeville for any engineering costs or legal fees for College
Park 2nd Additions this to be furnished the Village by September l 1967.
Seconded by Mr. Taft, Approved. The clerk we s instructed to inform Mr,
Donny of this.
Item ; 14 The Council discussed the road requirements in Clays Acres, and there
was a question if Mr. May kan to pub on $ inches or 3 inches of Class 5
on the road in Mayes Acres. The Village had previously requested 3 inches
of Class 5 material and it was agreed that that would be a sufficient°
amount, Mr. May asked the Council if he could have the streets in Clay's
Acres blacktopped at his expense as long as it was up to Villa,_* Specifi-
eations, and he was informed that he could.
Item jM The Council reviewed the costs of a chlorinator booster pump and filter,
and it was reported that one could be purchased for $291.30 F,O,Bo fadbory_
t1 nstalled. The prices for electric heating units for heating the
small pump house were also discussed, It was thought that 2 watt
united for approximately $22.25 a piece would be su oiont. The Council
was going to cheek further as maybe a small gas unit would be more econ-
omical.
Item #d The Council discussed the proposed gas line on the 4ostern and Southern
part of Orchard Lake and it was stated that they cannot locate on the
boulevard according to the terrain and further consideration would have
to be given.
Item #'Q A hydrant relocation map for hydrant near Viking Industries was submitted
by our engineer and viewed by the Council.

to build more houses when he had not lived up to the requirecaents. He
also questioned if the Village had sooe ted deeds in lieu of performance

hadshell and have the street grade brought up to specification. However
they had not taken lots in lieu of a performance bond.
Mr. Oarl Hutchinson also appeared before the Gouncil and a id that his
vine and other residents of Bassett's Addition had appeared before the
Council in times past and as late as April 14 of this year she waa9 at
a Council meeting and wa., told that Yr. 1% , 3sett would hnve the hardshell
completed in a short time and grade brought up to specifications. His
question was how long ti'. Bassett would be permitted to continue to build.
For nearly two years t:u+y have been after him to corarli 'iis part so that
the gas company could Install gas servioe.
Mr, Mako then stated th-r t he felt maybe the Village had matte a mistake

promised many times previously to get his hrrdshell completed and the
streets brought to Village specifications* This had not be+c ~a a and
maybe the Council should take notion to see this was dine or if not
stop all further building in Bassetts Addition. There wars then a motion
by Xr, Jensen that tir Baneett murat have the hardshell for Barlsett's
Addition approved by August 15 19(7 or the Village would atop all con-
struction in Bassett's Addition, Ssconded E:y tar Vmko. Approved.
�` * Farrell said that no deeds had been signed to take over any lots
from We lAsseatt and it would be advisable to have title checked if
It was the decision of the Council t, take over any lots. The Qounoil
also felt that the road grade should be up to specifications by the 15th
of September, 19(7 so the+t it would n�t hold up the installation of gas
lines and sufficient gravel should be on the street so that there woaald
be no mud problem.

In regard to Park 7brreae 2nd Addition. They discussed the dedication of
2,6 acres for perk uaae which would be sufficient land for the complete
Park Terrace Addition. The question of an easement or a dedication of
land was discussed with the Count"'.. T d;aa a motion by Mr. Jensen
to accept the dedication of 30 feet between lots 4 and 5 proposed block
1, Park Terrace 3rd Addition from Y r, Tiliges and to grant a variance
on same lots 4 and % block 1 proposed 3rd Addition of Park Terrace of

The Council questioned Frx, Tillgeas If he was willing to deed approximately
1,7.1 acres in the former Village area on which he hAd Said the taxes were
so high that he would be in favor of deeding it to the Village, He in-
formed the Council that he woul deed this lot to the Village if we would
have all necessary work taken care of at no coot to him. The Council then
Informed him that they would and instructed air. Farrell to prepare the
deed for transfers.
Item 125 fts. J. J. Young appeared before the Council to ask permission for a build-
ing permit to build a superette store on the former aren property. He
said that he wens prepnred to eatnrt itrraedie+tely to build if given permission.

Mr. Jensen to pay the $80.00 tuition and allow M r. Soberg 7g¢ per mile
for expenses Seconded by Mrs Taft* Approved.
Item #27 The Council discussed the re >ital charge for a two -way radio in James Jenson's
personal car which he uses for Village Folice work. In the old Township
agreement Mr. Jensen had paid the $20 a month rental, Also the question
was discussed if the Vi,liage should buy a new two -way radio for $650s00 or
buy the used one Mrs Jensen has in his car for $295.00.
Item #28 Mrs Simone s requested of the Council the procedure for the request of
8shmelz and Associates to operate a skeet and trap shooting range and
building a club house on the Bud Berre s property on which they heve a
gravel permit. The Council stated that they should have a public hearing
before the Planning Commission as required by ordin� RA.
Item 129 Motion,by Mrs Mako to instruet the clerk to write our engineer to acquire
necessary data for the Council to be able to make an intelligent deeision
for the inst+'lation of ggo�pmsnt that would be necessary to apply flner-
ids in the Village water system that will be a Minnesota State requirement
by 1969. Seconded by Mrs Taft. Approved.

Item #30 Mr. Mako gave a sewer and water committee report.
1. The problem was discussed of some builders not having sgptie
tanks in front and a stub av:ilabls to attach onto a Municipal
system if in the future was available.
2s Recommendation to have the Village legal counsel draw up an
ordinance,to license plumbers doing plumbing work in the
Village so as to have better control and also to have plumbers
furnish performance bonds for $1 and a license fee of
$25.00 per year. Recommend Mrs.Farrell have a copy by the next
Council meeting and also provide licenses for builders doing
work in the Villages
Motion by Mrs Mako to license plumbers doing plumbing work in the Village.

The committee also recommended the feasibility of licensing home builders
in the Village. The committee recommended the adopting of the State
Plumbing Code,
The Council then discussed the advisability of the using of ABA and PVC
plastic material as the State Code did not approvee although it was stated
that these two materials had the NSF testing laboratory seal of approval
and was used in adjacent areas and had been approved in at least ten states
and thirty communities in our states It was the recommendation of Mr.
Mako and Mr. Jensen that these two plastics be used in drain waste and
vent lines above and below grades Motion by Mr. Mako that the Village
Council accept the State Plumbing Code by reference and to accept the
use of ABS and PVC plastic materials in drain, wots and vent lines above
and below grade as recommended by our engineers Seconded by Mr. Sullivan.
Approved.

property near Thompson's yard for evangelistic meetings
