HomeMy WebLinkAboutItem 06.kDate: 3 January 2012 Item No. RESOLUTION OF SUPPORT Dakota County 2012 -2016 Transportation Capital Improvement Program (CIP) Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution of support for the Dakota County 2012 -2016 Transportation Capital Improvement Program. Overview Dakota County has completed their 2012 -2016 Capital improvement Program (CIP). Dakota County is requesting that all cities formally adopt a resolution supporting their respective projects for inclusion in the CIP with intent to finance their share of the costs. Included in the CIP for 2012 is a traffic signal modification at the Kenwood Trail (CSAH- 50)IDodd Boulevard (CSAH -9) intersection. The expansion of Dodd Boulevard, from 185 Street (CSAH -60) to Hayes Avenue, to a 4 -lane divided highway, as well as a roundabout at the Dodd BoulevardlHighview Avenue intersection is programmed for construction in 2013. The construction of a roundabout at the Kenwood Trail /185 Street intersection, as well as the expansion of both Kenwood Trail, from 185 Street to Jurel Way, and 185 Street, from Kenwood Trail to Orchard Trail, to 4 -lane divided highways is programmed for construction in 2014; federal funding has been awarded for this project. Also programmed for construction in 2014 is the reconstruction of Dodd Boulevard from CSAH -4612 (Scott County) to 215 Street (CSAH -70); federal funding has been awarded for this project. The design (and subsequent construction) of the Dodd Boulevard realignment from Hayes Avenue to Cedar Avenue is subject to receipt of federal funding and right -of -way dedication by the developer. The construction of a trail along 215 Street, from the Scott /Dakota County line to Laredo Path, is subject to receipt of federal funding. These projects, programmed for 2016, are not listed in the City's Capital Improvement Plan. Primary Issues to Consider Are the proposed projects consistent with the City's Capital Improvement Plan? With the exception of the two projects previously identified, the projects are consistent with the City's Capital Improvement Plan subject to the assumption that Dakota County will advance funding and request payment of the City's share of a project's costs once the project is completed. RESOLUTION OF SUPPORT DAKOTA COUNTY 2012 -2016 CAPITAL IMPROVEMENT PROGRAM (CIP) WHEREAS, Dakota County has asked cities and townships to request projects for inclusion in the Dakota County 2012 -2016 Transportation CIP; and WHEREAS, the following transportation projects contained in the County CIP are important to the City of Lakeville: County participation contingent upon receipt of Federal Funding. 3 Assumes full or partial right -of -way dedication through platting. Right-of-way dedication must occur prior to roadway construction. and WHEREAS, in the last five years the City of Lakeville has financed its share of costs for several County roads and State interchanges; and WHEREAS, the City of Lakeville has issued debt in the form of general obligation bonds, street reconstruction bonds, and municipal state aid bonds and has raised property taxes to cover its share of costs; and NOW, THEREFORE, BE IT RESOLVED, that the City of Lakeville hereby supports these projects and requests that these projects be included in the Dakota County 2012-2016 Transportation CIP for construction in the year indicated and financed with county, state or federal funding sources as follows: • The County will request payment of the City's share of the project costs (i.e. design, right -of -way acquisition, construction) once the project is completed rather than periodic payments; and • The City will advance encumber $1.1 million of Municipal State Aid Street Funds (MSA) in 2014. If the Minnesota Department of Revenue does not grant the advance encumbrance, the County will defer payment from the City until 2017. APPROVED AND ADOPTED this 3 rd day of January, 2012.
