RENEWAL OF STANDARD ENGINEERING AGREEMENTS FOR 2012
Proposed Action
Staff recommends adoption of the following motion: Move to approve the renewal of
standard engineering agreements for 2012.
Overview
The City has existing standard engineering agreements with Barr Engineering Co. (Barr),
Short Elliott Hendrickson Inc. (SEH), SRF Consulting Group, Inc. (SRF), Toitz, King, Duvall,
Anderson and Assoc., Inc. (TKDA) and WSB & Assoc., Inc. (WSB). The agreements are
renewed annually to reflect any adjustments in the consultants' rate schedules.
The engineering agreements consist of two sections of work. Section 1 applies to
engineering services for typical improvement projects. Under this section, payment for work
is expressed as a percentage of construction cost based on a fee,curve recommended by
the American Society of Civil Engineers. This section remains unchanged from last year.
Section 2 applies to engineering services for special studies and construction services.
Under this section. payment for work is at an hourly billing rate rather than a percentage of
construction cost. Construction services such as surveying and inspection fall under this
category. The hourly billing rate is a fixed multiplier times the hourly rate of the individual
completing the work. All rate schedules will be effective January 1, 2012.
Primary Issues to Consider
• How do the 2012 and 2011 rate schedules compare? Barr's 2012 rates are the same as
2011. SRF and WSB's 2012 rates represent an increase of approximately 1.0% and
1.5% to their respective total rate schedules. SEH and TKDA's 2012 rates also
increased. The rate increases account for cost of living increases and salary
adjustments.

What's Different This Year?
In the attached rate schedule, you will notice the addition of expanded services and some
changes in format.
Simplified Billing Categories
We have simplified our rate schedule by reducing the number of categories and using multiple
billing rates for each primary category. Our normal practice of assigning one billing category to
each staff member still stands — that category is dependent on that staff member's experience and
expertise.
Expanded Services
We have not remained idle during these changing times and have made many staff and service
area enhancements. While we have added experienced staff in each of our core service areas, we
would like to highlight some new and specialized expertise we now offer:
• WSB's new coring services team can obtain pavement cores to provide forensics of the
existing pavement to improve our design and planning services. This will help us provide the
best recommendations to you on pavement improvement projects.
• We now offer Intelligent Transportation Services (ITS) through industry expert Janelle
Borgen.
• Our Geographic Information Systems (GIS) group now includes a web designer, allowing us
to provide a web -based interface for many common GIS applications.
f We have added Jem Hildebrand, a national expert in environmental compliance to our
staff, which is critical as you manage your IvPDES permitting.

• We have added Kelsey Johnson, a community planner to provide municipal planning
services and offer added perspective for infrastructure improvement projects.

Increased Rates for Some Categories
For the first time since 2008, we are proposing arate increase for 10 of the 17 categories on our
2011 rate schedule. This represents a very modest increase — the total increase to our 'rate
schedule amounts to less than 1.5 %. and all individual rate increases are less than 4 %. We have
also added seven new categories to our schedule. These new categories offer us the ability to
make more modest adjustments to staff billing rates as they achieve career advancement. We are
confident that you will find WSB's rates remain some of the lowest in the industry, while still
including many overhead items such as mileage.
Like you, WSB has diligently held rates over the past four years, while still providing benefits to
our staff to stay competitive in the market. The rising prices of necessities such as fuel, health
insurance. and overall business expenses have had an impact on all organizations.

expanded our capabilities to provide better, more cost - effective service. Because we know you

j Hourly billing rates for staff outside the Municipal Services Division will be calculated using their
individual Hourly Cost rate, which may fall outside the ranges listed above.
This typically would include specialty staff, i.e., electrical, structural, mechanical.
When applicable, rates for such specialty services will be provided to the City.
* Hourly Costs are as defined in Agreement paragraph 5.4.1 and shall be multiplied
by a factor of 2.25 to arrive at hourly billing rates. Hourly costs and multiplier
are subject to annual adjustments. Rates effective until December 31, 2012.
Payments to ENGINEER for reimbursable expenses shall be made pursuant to Agreement paragraphs
5.13 and 5.4.2 except as noted below:
1. Local vehicle mileage and vehicle allowance costs are included in the hourly billing rates.
2. Construction observation services provided by Contract Employees shall be billed at the
hourly billing rate of $90.00.
