RESOLUTION CREATING A PRIORITIZED BRIDGE REPLACEMENT LIST
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution creating
a prioritized bridge replacement list.
Overview
Bridge safety inspections are conducted every two years on bridges (or every four years for
bridges classified as culverts) located within City right -of -way as required by Minnesota
Statutes and Minnesota Rules, The inspections are used to determine the condition of each
bridge and to create a bridge sufficiency rating; this information is used to establish funding
eligibility and to prioritize replacement schedules.
The City's bridge safety inspections were conducted in October of 2011 by a certified bridge
safety inspector from WSB and Associates. The inspection of Bridge L5772, located at the
intersection of Gannon Avenue and 168 Street and spanning North Creek, revealed
continued deterioration. The new sufficiency rating qualifies this bridge for state bridge
bonds and eligibility for the Local Bridge Replacement Program.
The 2011 Minnesota Legislature appropriated $33 million of state transportation bond funds
for the Local Bridge Replacement Program. Funding is available to cities, counties and
townships to assist in paying the costs of reconstructing local bridges. The bond funds
cover 100% of the bridge construction cost, with the exception of removal of the existing
bridge and engineering costs. The first step in securing funding is to create a prioritized
bridge replacement list; this requires a City Council resolution.
In an effort to minimize disturbances to surrounding residents, staff recommends that the
bridge be replaced in 2012 in conjunction with City Project 12 -02 (2012 Street
Reconstruction Project). The City share of project cost ($60,000 — net of anticipated
Minnesota Department of Transportation funding) would be included in the 2012 General
Obligation Improvement Bond Issuance to be repaid with future property tax levies.
Primary Issues to Consider
• Is there value in creating a prioritized bridge replacement list now? Projects are funded
on a first -come, first -serve basis. If funding is spent down, the project may be delayed.

WHEREAS, the City of Lakeville has reviewed the pertinent data on bridges
requiring replacement, rehabilitation, or removal, supplied by local citizenry and local
units of government; and
WHEREAS, the City of Lakeville has identified those bridges that are high priority
and that require replacement, rehabilitation, or removal within the next five years.
NOW, THEREFORE, BE IT RESOLVED, that the following deficient bridges are
high priority and the City of Lakeville intends to replace these bridges as soon as
possible when funds are available.
