RESOLUTION APPROVING OF PROJECT SUBMITTAL TO THE MINNESOTA
DEPARTMENT OF TRANSPORATION FOR LOCAL ROAD IMPROVEMENT
PROGRAM
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution
approving the submittal of City Project 11 -10 to the Minnesota Department of
Transportation State Aid Office for funding through the Local Road Improvement
Program.
Overview
The 2011 Minnesota Legislature appropriated $10 million to the Local Roads
Improvement Program (LRIP) to fund projects in the Routes of Regional Significance
Account. Funding is available to cities, counties and townships that meet eligibility
criteria to assist in paying the costs of constructing /reconstructing local road projects
with regional significance that address a transportation deficiency and incorporate a
safety strategy. The Minnesota Department of Transportation (MnDOT) State Aid
Office will conduct a project solicitation process for distribution of these funds to eligible
projects. The 2011 LRIP application requires a City Council resolution of support.
The 2012 -2016 Capital Improvement Plan (CIP) includes City Project 11 -10 which
consists of a roundabout at the intersection of Kenrick Avenue and 205 Street. This
project is programmed for construction in 2012 and funded from the Improvement
Construction Fund ($300,000) and Walmart ($75,000). The estimated project cost is
$375,000. The LRIP funds are capped at $500,000 per project. Projects less that
$500,000 do not require a match.
Primary Issues to Consider
• How does the City benefit from the LRIP? Funds received from the LRIP will be
used to reduce the City's cost.

2011 LRIP Application
Projects submitted for funding under The Routes of Regional Significance Account of
the LRIP will be scored based on the following eligibility criteria along with other
considerations:
• Be a local road (street or highway) construction, reconstruction, or reconditioning
project.
• Eliminate a transportation deficiency with an engineering strategy identified in the
Minnesota Strategic Highway Safety Plan.
• Demonstrate the regional significance of the route by being classified as a minor
collector or higher or meeting other specific criteria in the application.
• Be supported by agency board or council and other local agencies impacted by
the project.
• Consider the availability of other funding sources.
• Be non - controversial (in a way that would delay the letting and construction).
• Have a minimum expected life of the project of 10 years.
• Be located on a CSAH, MSAS, county road, city street, or township road and
owned by the county, city, or township.
• Provide letters of support from other local agencies or public /private parties
impacted by the improvement.
• Projects must be approved for construction letting by June of 2013
Additionally, preference will be given to projects that can be constructed in 2012.

WHEREAS, to provide a safe and efficient transportation system, the City of
Lakeville seeks funding assistance for transportation improvements from federal, state,
and regional funding programs; and
WHEREAS, the Local Roads Improvement Program was appropriated $10
million during the 2011 Legislative Special Session to fund projects in the Routes of
Regional Significance Account; and
WHEREAS, the Minnesota Department of Transportation (MnDOT) State Aid
Office has opened a project solicitation process for distribution of these funds to eligible
projects; and
WHEREAS, on December 19, 2011 (Resolution No. 11 -147), the City Council
adopted the 2012 -2016 Capital Improvement Plan (CIP) that includes City Project 11 -10
for the construction of a roundabout at the intersection of Kenrick Avenue and 205
Street; and
WHEREAS, City Project 11 -10 meets the eligibility and selection criteria for the
Routes of Regional Significance accounts and can be constructed in 2012.
NOW, THEREFORE, BE IT RESOLVED, that the Lakeville City Council hereby
approves the submittal of City Project 11 -10 to the Minnesota Department of
Transportation State Aid Office for funding through the Local Road Improvement
Program.
