Staff recommends adoption of the following motion: Move to adopt a resolution authorizing the
submittal of the 2012 Dakota County CDA Redevelopment Incentive Grant (RIG) Application in
the amount of $30,000.
Passage of this motion will result in the submittal of a 2012 RIG Application in the amount of
$30,000 to fund the acquisition and demolition of a vacant duplex located at 8770 210 Street.
Overview
The City was approached by ISD #194 in 2010 regarding possibly making improvements to this
intersection to better handle the traffic generated by McGuire Middle School and JFK
Elementary School. After completing a preliminary engineering analysis, it was determined that
making turn lane improvements at this intersection would be very difficult if the existing duplex
and driveways were to remain in place. This area is identified for future commercial
development in the 2006 Downtown Development Guide and the 2008 Comprehensive Plan.
The City recently became aware that the property located at southwest corner of 210 Street
and Holyoke Avenue had been foreclosed, and is vacant and currently for sale. The estimated
cost for the acquisition and demolition of this vacant duplex is $90,000.
The RIG program provides grants to cities in Dakota County for redevelopment type activities.
The program requires a 2:1 match which limits the grant request amount to $30,000. The
remaining acquisition and demolition costs are proposed to be funded with CDA TIF funds
and /or the City's Economic Development Fund. Staff recommends approval of the resolution
authorizing the RIG application to the CDA in the amount of $30,000.
Primary Issues to Consider
• Is there public benefit in acquiring this property at 8770 210 Street and demolishing the
existing structure? The City Council discussed this at a Work Session on 1/23/12 and
indicated there was public benefit.

RESOLUTION NO.
RESOLUTION APPROVING SUBMITTAL OF A 2012 DAKOTA COUNTY CDA
REDEVELOPMENT INCENTIVE GRANT APPLICATION
WHEREAS, the City of Lakeville has identified a proposed project within the City that
meets the Dakota County Community Development Agency (CDA) Redevelopment
Incentive Grant program's purposes and criteria; and
WHEREAS, the City has established a Redevelopment Plan of which the proposed
project is a component; and
WHEREAS, the City has the capability and capacity to ensure the proposed project be
completed and administered within the Redevelopment Incentive Grant program
guidelines; and
WHEREAS, the City has the legal authority to apply for financial assistance; and
WHEREAS, the City is supportive of affordable housing and of the CDA's mission, to
improve the lives of Dakota County residents through affordable housing and
community development.
NOW, THEREFORE, BE IT RESOLVED that the City of Lakeville approves the
application for funding from the Dakota County CDA Redevelopment Incentive Grant
program.
BE IT FURTHER RESOLVED that upon approval of its application by the Dakota
County CDA, the Mayor and City Clerk are hereby authorized to execute such
agreements as are necessary to receive and use the funding for the proposed project.
