LAKEVILLE FIRE DEPARTMENT
In 2011 we began to focus on improving not just our training but also offering additional
training to our membership. The firefighters of today will be the leaders of the depart-
ment tomorrow and any and all training that we can provide them will benefit our com-
munity and prepare our department for the future.
Our 2011 LFD Annual Report is a reflection of that commitment to the community we
serve. It is filled with statistics and information that identifies ways in which we con-
tinue to successfully meet our mission and improve our department for the future.
Our successes are due to the dedication of all the members of the Lakeville Fire De-
partment, the support of our community and its leaders. We couldn't meet our mission
without this dedication and support.

ADMINISTRATION
Year one as chief of Lakeville Fire Department has passed
by and it is hard to believe that it has gone by so quickly. It has
been a year of learning for me and more than likely for our depart-
ment members as well. We continue to move forward with
changes and improvements in the department.

watch our response continue times to monit and resources we re to ensure pond to calls that we close are y
meeting the needs of our community in the services that we pro-
vide. In late fall we switched to a new Computer Aided Dispatch (CAD) that made
some operational changes to improve our efficiency as a department. In 2011 we
received mutual aid from surrounding neighbors for 5 calls for assistance. We pro-
vided mutual aid to Apple Valley, Burnsville, Farmington, New Market, and Prior
Lake for 9 calls for assistance.
2011 was a busy year of hiring, department training, emergency incidents,
and events that occurred. We began this year with a recruitment process for new
firefighters. We received 70+ applications, held 30+ interviews and hired 16 new
rookies for our department. We have been busy training them to serve our commu-
nity and will continue to do so in the corning years. Firefighters completed training in
early 2011 on the new Self Contained Breathing Apparatus (SCBA), this was a 3
month process to get all firefighters trained on the new SCBA before they were
placed in service. Station 1 completed training on the new tender that was placed
into service at the start of 2011. Lastly, we began to offer training for members that
had an interest in becoming future leaders in the department. We offered a Fire In-
structor 1 class to build on training our members and this fall we offered a Fire Offi-
cer 1 class.
Our monthly newsletter continues to grow and allows us to communicate not
only with our active members but it also gives us an opportunity to re- connect with
retired members. The retirees had their first luncheon in the spring of 2011 and had
2 more meetings since then. It has been great to reconnect with the retirees and
inform them of the happenings of the department.

FIRE DEPARTMENT EVENTS
It is part of our Mission Statement to provide the best public safety education we can to the
community and that requires us as a department to be involved in our community. Fire pre-
vention is a critical part of our mission. Lakeville firefighters get the message out to reduce
fires and other emergencies in a wide variety of ways through our "On Call" cable TV show,
station tours, Pan -O -Prog, Night to Unite, and other local events. As firefighters and a de-
partment, we pride ourselves on being able to help spread that message and enjoy partici-
pating in the events in our community.
On CaII
On Call" airs every other month and is always a fun project that City of Lakeville Cable Pro-
ducer Tim Klausler and On Call " Host Chris Lewis produce and host.
The duo regularly invites guests to assist in providing relevant and interesting content. The
show starts with an informational segment that focuses on how firefighters train and the work
that Lakeville firefighters do. They also provide specific information related to fire prevention
in home and workplace safety.
Scratch the Fire Dog hosts "Kid's Korner" and never
fails to provide interesting information in a way that
adults and children find entertaining.

Station Tours
With four fire sta-
tions in our city there
are plenty of loca-
tions to schedule a
visit and we have
many requests for tours throughout the year.
The tours are never the same, but firefighters always
cover general fire safety basics including checking smoke
detectors, changing smoke detector batteries, and creat-
ing an escape plan.
Participants are always grateful for the time firefighters donate to do the tours. The firefight-
ers are always willing to give their time for these important opportunities to spread the word
about fire prevention.
In 2011, firefighters volunteered their time for 55 station
tours.

Parades
Participation in local parades is always fun and Lakeville
firefighters are eager to get a fire engine on the road, show
it off to neighboring communities and interact with the
community members.
Firefighters participate in July
Fourth fireworks, Cruise Night
and the Pan -O -Prog parade,
but the most well known activity
is the Belgian Waffle Breakfast.
Dad's Waffles looks forward to this event, as it is the biggest
event they work and the citizens of Lakeville continually give
the firefighters and Dad's Waffles crew a workout. The
money raised by the Lakeville Fire Department Relief Asso-
ciation is used to support the firefighters.

FIRE DEPARTMENT EVENTS

and the Minneapolis Parade of Tribute- Honor.
Pan -O -Prog
For the citizens of
Lakeville, Pan -O-
Prog is a great time
to celebrate our community. Lakeville firefighters are
an integral part of this participation and do a lot of be-
hind the scenes work to make the event a success.
Fire Muster
For seven years, the Lakeville Fire Department Relief Association has
hosted the Waffle Breakfast with some help from Dad's Waffles to pro-
duce an all -you- can -eat breakfast for
the department's only fundraiser.
This breakfast features Belgian waf-
fles with endless supply of toppings,
hot sausage, juice and coffee.

Minnesota Nite to Unite
Nite to Unite (formerly National Night Out) is a chance for
neighbors to get together, meet each other and meet members of
the community who may not live next door, but are always nearby
and ready to assist.
Nite to Unite finds all four of Lakeville's fire stations empty for
awhile as all of the fire apparatus are out in the neighborhoods.
Mock Crash
Lakeville firefighters team up with the Lakeville Police Department, Allina Medical
Transportation and the Lakeville School District to perform a "mock crash" that is viewed
by the high school students.
This empowering mock crash is to educate all students on the dangers of drinking and
driving and the importance of proper seat belt use.

With over 70 visits during Nite to Unite, Lakeville fire-
fighters stay very busy and look forward to the next
year.

Fire Investigation
This year saw an increase in single family structure fires
with 27 confirmed fires reported. The leading cause of
fires this year occurred on or around the 4th of July holi-
day with the use of fireworks. We will continue the efforts
to educate citizens on the dangers of smoking and the
use of fireworks. The vast majority of all fires are pre-
ventable.

FIRE PREVENTION REPORT
From Fire Marshal Brian Carstensen...
Fire Inspection
The fire prevention staff performed 296 inspections this year. These
inspections encompass the entire city and only take into account the
inspections in commercial buildings. The primary focus is to educate
personnel within our business community of possible hazards within
their building and the importance of being fire code compliant.
Other inspections occur in daycare /foster care establishments as well
as all businesses that sell fireworks. For those that qualify, we also

From Fire Inspector Jay O'Connell...
FIRE PREVENTION REPORT
Fire Prevention for Lakeville had an Award Winning Year in 2011
Lauren Nida of Lakeview Elementary designed the winning Lakeville fire prevention
poster in 2010. Her entry was sent to the State of Minnesota contest and she was
•- awarded first place for the 2010 contest by the Fire Chiefs Association. The Minne-
sota Fire Chiefs Association Honored Lauren Nida by placing her poster on the cover
of the Minnesota Fire Chief Magazine March /April 2011 Edition which is read by fire-
fighters from across the state.
Lakeville Fire Department received a Fire Prevention Grant from Factory Mutual
Global for the purchase of a digital camera and a Computer Aided Design (CAD) pre-
planning software package. The camera will be used to photograph fire department
safety devices, hazards to firefighters, and fire investigations. The second item named
in the grant was "The Fire Zone" pre -plan CAD software which would allow us to gather building plans and then
add fire symbols to the drawing. The command staff can view this information from their vehicle while on scene.
The National Association of State Fire Marshals sponsored a fire prevention graphics contest and Lakeville's
Fire Inspector Jay O'Connell was selected as First Runner Up on Sept 14, 2011. The logo was labeled "Faces of
Fire Prevention ".
The MSFCA Public Fire Safety Education Award for Community Partner in 2011 went to Brenda Visnovec from
the City of Lakeville Liquor Department. Brenda Visnovec, Director of Liquor Operations, heard that the fire de-
partment was trying to budget for a fire extinguisher trainer to help train people in the community. The liquor
operations department held a silent auction with gifts from vendors. The proceeds from the auction were depos-
ited into a special account to purchase the electronic fire extinguisher trainer. The fundraising occurred over a
two year span and ended with a donation from Dicks Sanitation to reach the final amount to purchase the Bullex
Digital Safety Fire Extinguisher Trainer.
Fire Prevention Open House
The Lakeville Fire Department hosted its' Fire Prevention Open House on the evening of Tuesday, October 11,
2011 which was during National Fire Prevention Week. The open house allowed community members a chance
to see a demonstration on how to be prepared if flames are seen from a pot on the stove top. Lakeville was one
of the first fire departments to use this kitchen fire safety trailer in the State of Minnesota. The trailer showed
residents how to use a cover on the pan to contain the flames and turn off the heat to extinguish the fire. Chil-
dren were encouraged to practice a fire drill in the safety trailer and to see how they would react when they open
their eyes to a smoke filled bedroom. While parents are waiting for their children to escape out the window and
down the escape ladder, firefighters advised the family members to select a meeting place at one of the
neighbors' house. This allows firefighters to be notified that everyone escaped from the house safely.
Fire Prevention Month Poster Winner
During Minnesota's Fire Prevention Month in October the Lakeville Fire Department schedules activities through-
out the month to educate the community about fire safety and fire prevention. The national theme for 2011 was
"Protect Your Family from Fire."
The Fire Department held many activities for students at the city's 12 elementary schools. These fire- safety and
prevention activities included the annual poster contest for fourth graders. We talked to 1,086 fourth grade stu-
dents and presented the fire prevention poster contest rules. During the contest, one winner was selected from
each elementary school to receive a trophy and become one of the city -wide finalists. From those finalists,
Madison Brokaw from Orchard Lake Elementary designed the winning Lakeville fire prevention poster. Her entry
will now go on to compete with other fourth grade entries for the State of Minnesota poster contest.
On September 26 the Lakeville Fire Department started visiting elementary school classrooms and daycares
and we completed 50 presentations by the first week of November. More than 15 firefighters took time out of
their personal schedule to help with the fire safety school activities.

ANNUAL AWARDS BANQUET
The fire department's 2010 Annual Awards Banquet was held on May 13, 2011 at Brack -
ett's Crossing County Club. Once a year, the firefighters and their spouses are granted an
evening where we can thank them for all their time and dedication to our community and
department.
Eight firefighters received awards for fifteen and twenty years of service. TJ Lawrence was
awarded 2010 Firefighter of the Year and Matt Rutherford was awarded 2010 Rookie of the
Year.

Firefighter Brian Carstensen retired on April 6, 2011
Brian joined the department April of 1991 where he
served as a Firefighter, Lieutenant, Captain at Fire
Station 2 and he also served as a District Chief over
seeing fire operations for the department.
RETIRED FIREFIGHTERS
Lieutenant Mark Jereczek retired on March 1,
2011. Mark joined the Lakeville Fire Department
April of 1990 where he has served as a Firefighter,
Engineer, and Lieutenant at Fire Station 3 and also
served as a Lieutenant at Fire Station 4 when it
first opened.
It is an accomplishment to
have a member join the de-
partment and complete 20
years of service. The time
spent away from the family to
accomplish this is incredible.
All we can say to them is thank you for their service and dedication.

The Lakeville Fire Department hired 16 new firefighters in 2011. The department hires new
firefighters every other year or on a needs basis. The department is authorized at 90 fire-
fighters and evaluates its hire needs every other year to determine the number of firefighters
it will need. The new firefighters begin a 2 year probation period where they trained to Fire-
fighter 2 level, Medical Responder, and Fire Apparatus Operator level. The first 2 years set
the base and expectation for their future on the Lakeville Fire Department.

In 2011 the Lakeville Fire
Department said goodbye to
fellow firefighter and fire chief
Barry Christensen who passed
away unexpectedly. Barry re-
tired from the department with
27 years of service in 2000, 22
of those years he served as the
Chief of the department and
guided it with others to the de-
partment we are today.
A TEAM THAT SERVES
In February, a team of firefighters participated in the annual Cystic Fibrosis Foundation Climb
for Cure that is held at the IDS building. Everyone on the team completed the climb. Team
LFD climbed 50 floors or 1280 steps to raise money for a great cause.

In May we held our 1st Annual Blood Drive at Fire Station 1. The goal was to have 50 do-
nors and we exceeded that with 66 donors. Pizza Ranch and Cakes by Jan donated food for
the volunteers and donors. Special thanks to Jeff Adler and department members for their
efforts in making this a huge success.
