CITY OF LAKEVILLE COUNCIL MEETING MINUTES FEBRUARY 21, 2012 Page 3 Item 7 - Ordinance amending Title 4, Title 10 and Title 11 of the City Code Mr. Morey presented an ordinance amending Title 4, Title 10 and Title 1 1 of the Lakeville City Code, representing Phase Two of the zoning and subdivision ordinance review. He explained that amendments are being proposed in response to comments received while working with the development community and commercial and residential property owners, as well as comments received during the de' blopment forum and development survey. The ordinance amendments relate to setbacks for homes that back up to wetland areas, reside rlfTi fence setbacks, multiple tenant signage for industrial buildings, propatae tank saps, commercial animal kennel uses, building setbacks andbbilding heig't tt�mits in the industrial districts, and solid wall /fenc -ohid outdoor storage setbacks in the industrial districts. Conditional Use Permit seh ing Midstate Reclamation & Trucking, requested a cohditional use permit to allow the construction of �onry wall on their property located at 21955 Grenada Mr. Motu explaid that Midstate Reclamation & Trucking proposes to construct c, e4 foot tall pre -cast concrete masonry wall around the outside star area of their property. The applicant had requested an amendment to the City's zoning ordinance to reduce the setback and allow the solid wall on the south side of the property abutting 220th Street to be set back 10 feet. At a work session on January 19, 2012, the Planning Commission discussed amending the zoning ordinance to allow a reduced setback for solid walls and fences and outdoor storage areas for corner lot side yards in the 1 -1 and I -2 zoning districts. Item 10 - Heritage Center Mr. Michaud asked the City Council to consider approving plans & specifications and setting a bid date for the Heritage Center project. A CITY OF LAKEVILLE COUNCIL MEETING MINUTES FEBRUARY 21, 2012 Page 5 complete site plan, building floor plan, project budget and financing proposal was presented at the January 23rd Council work session. A bid opening is proposed for March 20th; and it is anticipated that contracts would be awarded at the April 2nd City Council meeting. Mr. Michaud stated that fundraising continues successfully, and approximately $74,000 has been raised to date. Council Member Little joined Mr. Michaud in recognting Vern & Tonete Jensen, who made a substantial contribution inth amount of $10,000 toward this project. C . Council Member LaBeau voiced her condems regarding:Ihe project financing. She stated she could not su ort borrowing from the City's park dedication fund. She was also co' erned wtthe futuref the current senior center building, as it has nofet b'n sold.She`'' tfi encouraged the staff to provide additional tbh"� ing options. Council Mera r Rieb stated that based on the comments she received, she feels the community is behind this project. 12.14 Motion was made by Little, seconded by Rieb to approve Resolution No. 12 -17 approving plans and specifications and setting a bid date for the renovation of the former police station into Heritage Center. Item 11 - Law Enforcement Labor Services, Inc., Local No. 177 Human Resources Manager Cindi Joosten presented a two year labor agreement with the police sergeants. The agreement provides a staggered wage adjustment increase of 1.75% in 2012-and 1.5% in 2013.
