Date: 19 March 2012 Item No. Notes: Proposed Action Staff recommends adoption of the following motion: Move to award the contract for 2012 Miscellaneous Roadway Repairs and Overlays, City Improvement Project No. 12 -01, to Northwest Asphalt, Inc., with a bid in the amount of $1,076,578.27. Overview At its February 21, 2012 meeting, the Lakeville City Council approved plans and specifications for City Improvement Project 12 -01. On Tuesday, March 13, 2012 at 2 :00 p.m. the City received five bids for City Improvement Project 12 -01. The bids ranged from a low bid of $1,076,578.27 submitted by Northwest Asphalt, Inc. to a high bid of $1 ,594.866.55. With the bid well below the Engineer's Estimate of $1,268,568.20, staff is recommending award of contract to Northwest Asphalt, Inc. Primary Issues to Consider • Could the City postpone the roadway repairs? Delay in maintenance of the roadways will accelerate the deterioration and possibly result in increased repair costs in the future. Overview in accordance with the City's Pavement Management Program and the 2012 -2016 Capital improvement Plan, the Engineering Department has completed Plans and Specifications for the above- referenced improvements. City Project 12 -01 consists of miscellaneous roadway repairs (patching) and the mill and overlay of the following collector roadways; 170 St. (Pilot Knob Rd. to Eagleview Dr.), Flagstaff Ave. (175 St. to south city limits), 175th St. (Highview Ave, to Dodd Blvd.) and 1pava Ave. (Kenwood Tr. to 202 SL). The reconstruction of the North Park trail (lpava Ave, to Hollyhock Ave.) and 165 St. trail (Ipava Ave. to Hudson Ave. — south side) is also included. The cost of the miscellaneous roadway repairs and overlays is estimated at $1,064,782; the 2012 Pavement Management Fund budget provided $1,071,990.00. The cost of reconstructing the North Park trail and 165 St. trail is estimated at $203,786. The Parks and Recreation Department has budgeted for the trail improvements separately. A copy of the Plans are on file and available for review in the Engineering Department. If bids are above the estimate, areas of roadway repair can be deleted from the contract to keep the project within budget. Attached is a resolution approving the final Plans and Specifications and the Notice to Bidders. Advertisement will occur in the Construction Bulletin on February 27 and March 5, 2012 and in the Dakota County Tribune on February 23, 2012.
