PRECINCT BOUNDARIES AND POLLING PLACES Proposed Action Staff recommends adoption of the following motion: Approve resolution establishing precinct boundaries and polling places. Overview The Minnesota Supreme Court, Special Redistricting Panel, released its congressional and legislative redistricting plan on February 21, 2012. Municipalities have until April 3, 2012 to reestablish their precinct boundaries based on the court's plan. The redistricting plan places the entire City of Lakeville in the 2 congressional district. It also divides Lakeville into three state legislative and senate districts. They are House Districts 56B, 57A and 58A and Senate Districts 56, 57 and 58. There are approximately 33,000 registered voters in Lakeville as of January 1, 2012. As discussed at your May 23, 2011 Council work session, the City will be divided into 17 voting precincts, effective August 14, 2012 (State Primary Election). The voters who live in each district then elect individuals to represent the people of the district in a legislature or other governing body. The purpose of redistricting is to ensure that the people of each district are equally represented. Precincts cannot be split between congressional and legislative districts. A jurisdiction split by legislative or congressional districts during redistricting must adjust its precinct boundaries to follow legislative and congressional district boundaries. Boundaries of all election precincts must follow visible, clearly recognizable physical features. Governing bodies may create as many or as few precincts as necessary for the community. However, precincts containing more than 2,000 to 3,000 registered voters can become unwieldy for election administration purposes. Polling places must be fully accessible, large enough to accommodate the election activities, free of other non - election activities, smoke and liquor free, and must be located either within the precinct boundary or within one mile of the precinct boundary. The County Auditor's office will mail a postal verification card to all registered voters in Dakota County. These cards contain polling place and other election related information. They will be mailed some time in July. Information will also be available on the City's website. ATTEST: CITY OF LAKEVILLE RESOLUTION NO. RESOLUTION ESTABLISHING PRECINCTS AND POLLING PLACES WHEREAS, the legislature of the State of Minnesota has been redistricted; and WHEREAS, Minnesota Statute section 204B.14, subd. 3(d) requires that precinct boundaries must be reestablished within 60 days of when the legislature has been redistricted or at least 19 weeks before the state primary election, whichever comes first. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lakeville, County of Dakota, State of Minnesota, hereby establishes the boundaries of the voting precincts and polling places as described on the attached Exhibit A. Also attached to this resolution, for illustrative purposes, is a map showing said precincts and the location of each polling place. ADOPTED by the Lakeville City Council this 19 day of March, 2012.
