Proposed Action
Staff recommends adoption of the following motion: Move to grant an extension of the
on -sale liquor license for Teresa's Mexican Restaurant to allow the sale of alcohol and
live entertainment in the fenced -in area of the parking lot on May 5, 2012
Passage of this motion will allow Teresa's Mexican Restaurant the ability to serve
alcoholic beverages in the controlled access tent in the parking lot of their
establishment for their Cinco de Mayo celebration. They plan to have live
entertainment in the form of a DJ and /or a local band.
Overview
Teresa's has requested an extension of their on -sale liquor license to include the
outdoor fenced -in area for their Cinco de Mayo celebration. It is a family event open to
persons of all ages. The tent will be installed on the morning of May 5 and will be
removed the following day. A certificate of insurance has been submitted extending
liquor liability coverage to the parking lot area. As with other special events of this type,
the Police Chief, Fire Chief or designee has the authority to direct the event manager to
control the level of noise and /or terminate the event at any time.
Primary Issues to Consider
Has this event caused problems for the City or adjacent businesses in the past?
Will security be adequate to ensure that consumption of alcoholic beverages is limited
to those 21 years of age or older?
The event had minor issues in the past, and event managers have addressed
those issues. Teresa's has agreed to hire two off -duty police officers to
supplement their security.

STIPULATIONS
1. The tent will have controlled access with adequate security monitoring.
2. Persons consuming alcoholic beverages will be given wrist bands identifying
them as over 21 after being properly identified.
3. Teresa's must hire two off -duty police officers for security.
4. Emergency exits and fire codes will be followed as prescribed by the Lakeville
Fire Marshall.
5. Portable toilets shall be available as noted on the site plan.
6. All outdoor music will cease at 11:00 p.m.
7. All alcohol service will cease at midnight, at which time Teresa's closes for the
night.
8. The closing time shall be prominently displayed throughout so there is no
confusion at the end of the evening when patrons are asked to leave.
9. The Police Chief or Fire Chief, or their designee, has the ability to direct the
event manager to control the level of noise and/or terminate the event at any
time.
10. Teresa's will work effectively with the Lakeville Police Department to minimize
any parking or traffic problems created by the event.

Dear Lakeville City Council:
Teresa's Mexican Restaurant is requesting your permission for our annual Cinco de
Mayo celebration. This is to take place on Saturday May 5, 2012. We are requesting
your approval for a tent that will be placed in the parking lot next to the restaurant and
an extension on our on -sale liquor license to allow the sale of alcoholic beverages.
Pending your approval the tent will be installed on the morning of May 5 and will be
removed the following day. This event will begin at 5 in the afternoon and will conclude
at midnight. Teresa's is planning to have live entertainment in the form of a Dj and /or a
local band. As directed by the Lakeville Fire Department, there will be two emergency
exits and two fire extinguishers on hand. This is detailed on the submitted site plan.
After speaking with the Lakeville Police Department, Teresa's has agreed to hire two off
duty officers for security. Teresa's will also have staff at the main entrance of the
restaurant checking Identification and will provide those of age with wristbands to
properly identify them. This is to assure compliance with state and local liquor laws. In
conclusion, Teresa's would like to thank the Lakeville City Council for their time and
attention.
