Proposed Action Staff recommends adoption of the following motion: Move to accept bids for 2012 Lake Marion trunk sanitary sewer rehabilitation, City Project 12 -08, and award the contract to Visu- Sewer, Inc. Passage of this motion enables the relining of approximately 5,664 feet of sanitary sewer main. Overview This project involves a 27 -inch sanitary sewer trunk line that runs along Jasper Terrace and Kenwood Trail to Ipava Avenue. This particular section of pipe is subject to the deteriorating effect of hydrogen sulfide gas which forms a weak acid and, over time, softens the walls of the concrete pipe. Relining the pipe with cured in place pipe will reinforce the existing pipe and eliminate the effects of the gas. Cured in place pipe is a resin impregnated felt liner that is inserted in the pipe and expanded with hot water against the pipe walls and cured until it hardens. The City solicited bids on February 23, 2012 and opened bids on Friday, April 6. Six companies submitted bids; the lowest responsible bid was received from Visu -Sewer Inc. in the amount of $564,244.00. The scope of work includes the sewer relining and the sealing of manholes to eliminate potential sources of inflow and infiltration. Funding is available within the Sanitary Sewer operating budget to meet the full cost. Primary Issues to Consider • Is pipe relining necessary? Yes, if left alone the acid from the hydrogen sulfide gas will cause the concrete pipe to fail. Supporting Information • A copy of the bid - .1-- ' and contract are attached. WHEREAS, the advertisement for bids for the 2012 Lake Marion trunk sanitary sewer rehabilitation, City Project 12 -08, was officially published on 23 February 2012, and WHEREAS, sealed bids for water treatment chemicals were opened at 2:30 p.m. on 6 April 2012, and WHEREAS, the lowest responsible bidder for the trunk sanitary sewer rehabilitation was Visu- Sewer, Inc., 7905 Beech Street NE, Fridley, Minnesota 55432. NOW, THEREFORE, BE IT RESOLVED, that the bids are accepted for the 2012 Lake Marion trunk sanitary sewer rehabilitation, City Project 12 -08, and the contract is awarded to Visu- Sewer, Inc. WITNESSETH: That for and in consideration of the payments and agreements hereinafter mentioned: 1. The Contractor will commence and complete the construction of the 2012 Lake Marion Trunk Sanitary Sewer Rehabilitation, City of Lakeville, Minnesota Improvement Project No. 12 -08. 2. The Contractor will furnish all of the material, supplies, tools, equipment, labor and other services necessary for the construction and completion of the project described herein. 3. The Contractor agrees to perform all of the work described in the Contract Documents for the sum of $565,244.00. This sum includes all applicable taxes. 5. Contractor shall defend actions or claims charging infringement of any copyright by reason of the use or adoption of any designs, drawings or specifications supplied by it, and it shall hold harmless the City from loss or damage resulting there from. PATENTED DEVICES, MATERIALS, AND PROCESSES. If the contract requires, or the Contractor desires, the use of any design, devise, material or process covered by letters, patent or copyright, trademark or trade name, the Contractor shall provide for such use by suitable legal agreement with the patentee or owner and a copy of said agreement shall be filed with the City.
