Planning Commission Meeting Minutes
JUNE 7, 2012
The June 7, 2012 Planning Commission meeting was called to order by Chair Lillehei in
the City Hall Council Chambers at 6:00 p.m.

ITEM 3. APPROVAL OF MEETING MINUTES:
The May 24, 2012 Planning Commission meeting minutes were approved as presented.
ITEM 4. ANNOUNCEMENTS:
Commissioner Grenz wanted to clarify the reason for his nay vote under Agenda Item 6
of the May 24, 2012 Planning Commission meeting minutes. Commissioner Grenz felt
the planning report was well written, but his conscience would not let him vote for the
park dedication amendment.
There were no announcements at tonight's meeting.
ITEM 5. NATIONAL POLYMERS
Chair Lillehei opened the public hearing to consider the application of APPRO
Development on behalf of KW Holdings, LLC (dba National Polymers) for a
Conditional Use Permit to allow building (storage silo) height greater than 45 feet in the
I -2, General Industrial District, located at 7920 215th Street. The Recording Secretary
attested that the legal notice had been duly published in accordance with State Statutes
and City Code.

Jim Connelly, Project Manager for APPRO Development, presented an overview of the
request. Mr. Connelly indicated that the conditional use permit is for the height of the
proposed silos. He stated that the silos are very similar in construction and height with
other silos that have recently been approved by the City for businesses in the Airlake
Industrial Park.
Associate Planner Frank Dempsey presented the planning report. Mr. Dempsey stated
that the application is for a conditional use permit (CUP) to allow the construction of six
silos, each with a height of 68 feet. He indicated that a CUP is required for buildings
that are taller than 45 feet in height in the I -2 District. Mr. Dempsey stated that the
proposed storage silos would allow on -site storage of resin pellets associated with the
Nation Polymers business. He stated that authorization from the FAA and MAC is
required prior to a building permit being issued for the silos.
Mr. Dempsey indicated that an office addition on the north side of the existing building
and a warehouse addition on the south side of the existing building are also being
proposed but they will be reviewed administratively as part of the building permit site
plan review.
Mr. Dempsey stated that Planning Department staff recommends approval of the
National Polymers conditional use permit, subject to the 7 stipulations listed in the June
1, 2012 planning report.
Chair Lillehei opened the hearing to the public for comment.
There zvere no comments from the audience.
12.38 Motion was made and seconded to close the public hearing at 6:10 p.m.
Ayes: Maguire, Reuvers, Boerschel, Lillehei, Davis, Grenz, Drotning.
Nays: 0
Chair Lillehei asked for comments from the Planning Commission.
• The Planning Commission discussed other recent requests for storage silos in
excess of 45 feet in height in the Airlake Industrial Park. It was determined that
the possibility of allowing storage silos in excess of building height requirements
by administrative permit in the industrial districts should be added to the list of
Phase 3 Zoning Ordinance amendment discussion items for the Planning
Commissions next work session.
• Commissioner Grenz confirmed that the proposed building additions will meet
the parking requirements of the Zoning Ordinance.

12.39 Motion was made and seconded to recommend to City Council approval of the
National Polymers conditional use permit to allow building (storage silo) height greater
than 45 feet in the I -2, General Industrial District, located at 7920 215 Street, subject to
the following 7 stipulations:
1. The silos shall be constructed in the location shown on the approved site plan.
2. The silos shall not exceed 68 feet in height.
3. Authorization from the FAA and MAC for the proposed silos is required prior to
a building permit being issued for the silos.
4. The crane used to install the silos shall not exceed the height authorized by the
FAA and MAC.
5. The silos shall be painted white or a color that is compatible with the principal
building.
6. Building permits are required prior to commencing construction of footings or
the installation of the silos.
7. The site plan modifications and building additions shall not commence prior to
the issuance of a building permit.
Ayes: Reuvers, Boerschel, Lillehei, Davis, Grenz, Drotning, Maguire.
Nays: 0
The next Planning Commission meeting will be held on June 21, 2012.
There being no further business, the meeting was adjourned at 6:16 p.m.
