Present: Mayor Mark Bellows Council Member Matt Little Council Member Colleen LaBeau Absent: Council Member Laurie Rieb Council Member Kerrin Swecker Also Present: Roger Knutson, City Attorney Steve Mielke, City Administrator Tom Vonhof, Police Chief David Olson, Community & Economic Development Director Chris Petree, Public Works Director Dennis Feller, Finance Director Charlene Friedges, City Clerk Citizens' Comments None Additional agenda information - The City Council was asked to consider a tree work license for True Vine Tree Care. Presentations /Introductions Sergeant Kornmann provided a chronology of emergency efforts by the City's public safety and public works departments in the aftermath of the June 19th storm. He reported that while the outdoor warning sirens did not sound on the morning of June 19th, the problem was located, and the system has been re- tested and is working properly. Mr. Petree presented the June Public Works Department monthly report, highlighting cleanup efforts that continue to occur following the June 19th storm. Consent Agenda Council members added the tree work license for True Vine Tree Care to the consent agenda. Council members also added Item 8 to the consent agenda. Minutes of the June 18, 2012 City Council meeting. c. Policy Manual amendment concerning debt and investments. d. Contract Addendum with RMR Services, LLC for water meter reading services. e. Resolution No. 12 -68 requesting a variance from the MN Department of Transportation State Aid Operations Rules Chapter 8820.9922, Minimum Design Standards, for the 168th Street Bridge. f. Service Agreement with Dakota County for one -stop right -of -way permitting. g. Vermillion Ridge Estates preliminary plat extension. h. Renewal of a tree work license for Dan's Firewood & Stumping. i. Resolution No. 12 -69 approving the final plat of Stone Borough Fifth Addition. j. Resolution No. 12 -70 approving the final plat of Chadwick Farm Sixth Addition. k. Acceptance of improvements and final payment to Friedges Landscaping for Stoneborough Park, Improvement Project 11 -05. I. Resolution No. 12 -71 accepting donations to the Parks & Recreation Department. m. Resolution No. 12 -72 accepting donations to the Heritage Center. n. Performance agreements for the Lakeville Area Arts Center. o. Temporary on -sale liquor license for Lakeville Area Historical Society. CITY OF LAKEVILLE COUNCIL MEETING MINUTES JULY 2, 2012 Page 3 p. Tree work license for True Vine Tree Care. 8. Amendment to the on -sale liquor license for Carbone's Bar and Grill, 7670- 160th Street W., to allow an outdoor patio. Roll call was taken on the motion. Ayes, unanimous. Item 7 - City of Lakeville Comprehensive Annual Financial Report Mr. Bill Lauer, MMKR Certified Public Accountants, presented the City of Lakeville Comprehensive Annual Financial Report for the year ended December 31, 2011. He announced that MMKR has issued an unqualified "clean" opinion on the City's financial statements. They reported one instance of noncompliance with Minnesota state laws and regulations related to bidding requirements for group health insurance. Overall, the report finds the City's financial records to be in excellent condition. Council Member LaBeau asked if the Finance Committee had reviewed the report. Mr. Feller stated the committee had reviewed the report, and he responded to a question that they had. 12.50 Motion was made by LaBeau, seconded by Little to receive the City of Lakeville Comprehensive Annual Financial Report for the year ended December 31, 2011. Roll call was taken on the motion. Ayes, unanimous.
