HomeMy WebLinkAbout06-20 CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE Meeting Minutes for June 20, 2012 5-6 p.m. Committee took tour of Heritage Center. ITEM 1 Call to order Meeting was called to order at 6:02 p.m. ITEM 2 Roll call of members Present: Matt Dinslage, Tom Goodwin, Judy Hayes, Scott Kelly, Howard Lovelace, Jeanne Peterson, Jerry Zell Absent: Bob Swan Staff Present: Parks & Recreation Director Steve Michaud, Recording Secretary Patty Ruedy, Environmental Resources Specialist Ann Messerschmidt ITEM 3 Approval of June 2, 2012 meeting minutes The Parks, Recreation & Natural Resources Committee meeting minutes were approved as presented. ITEM 4 Citizen Comments There were no citizen comments. ITEM 5 Staff Report Staff referred to the information in the committee packet. Peterson heard a comment from another citizen on how impressed they were to the City’s response to the previous week’s storm damage. ITEM 6 SWPPP and Wellhead Protection Plan public meeting Ann Messerschmidt, Environmental Resources Specialist, gave a presentation regarding the Storm Water Pollution Prevention Plan (SWPPP) and the Wellhead Protection Program. She highlighted projects the department has been involved with the past year and referred to the department’s annual report. Steve McComas from Blue Water Science works with City staff to protect and enhance the water quality in Lakeville. He reported about each of the lakes, which was also highlighted in the annual report. (12.09) Motion made by Kelly, seconded by Goodwin to open the public meeting at 6:35 p.m. Ayes-7 Nays-0 Motion passed. (12.10) Motion made by Kelly, seconded by Zell to close the public meeting at 6:35 p.m. Ayes-7 Nays-0 Motion passed. ITEM 7 Parks, Trails & Open Space Plan review Liz Stockman from The Planning Company reviewed park maps and sought feedback. Committee and staff discussed the new trail classifications and minimum widths of each. Committee suggested adding examples to the new trail classifications. Trails along major collectors and greenway corridors should remain at 8’ wide, while planned, designated Dakota County regional trails will have a minimum width of 10’. TPC will make changes to maps and draft a packet for review by committee for the July 18 meeting. Parks, Recreation & Natural Resources Committee Meeting Minutes, June 20, 2012 Page 2 ITEM 8 Rinks As committee members may recall, in December 2011, City Council authorized opening one additional rink (Highview Heights) for the 2011-2012 season. City Council then requested the Parks, Recreation & Natural Resources Committee monitor the 2011-2012 season and make a recommendation to City Council concerning any additional rinks to be considered opened for the 2012-2013 season. Based on budget planning and trying to be proactive, committee members discussed the usage and priorities in opening the remaining rinks. Staff suggested not reopening Bunker Hill Park and possibly relocating the warming house to Greenridge Park. Staff reminded committee members that the cost to operate each rink site is approximately $7,700 with a permanent building and to operate a rink with a rented portable shelter, the cost is approximately $8,700 per season. (12.11) Motion made by Dinslage, seconded by Peterson to recommend City Council consider opening the remaining closed rinks in this order for the 2012-2013 season, based on use and ease of maintenance: 1) Cherryview Park, 2) Quail Meadows Park and 3) Rolling Oaks Park. Ayes-7 Nays-0 Motion passed. ITEM 9 Other business Staff shared the recent park dedication revenues and developer refunds in the park dedication fund. ITEM 10 Announcements Steve Michaud thanked the committee members for their service to the Parks Department. The member’s commitment and hard work is and always has been very much appreciated. Parks, Recreation & Natural Resources committee members are very valuable and encouraged to stay active. Next Parks, Recreation & Natural Resources Committee meeting, July 18.
