HomeMy WebLinkAbout07-16-12CITY OF LAKEVILLE COUNCIL MEETING MINUTES JULY 16, 2012 Mayor Bellows called the meeting to order at 7:00 p.m. The pledge of allegiance to the flag was given. Present: Mayor Mark Bellows Council Member Matt Little Council Member Colleen LaBeau Council Member Laurie Rieb Council Member Kerrin Swecker Also Present: Roger Knutson, City Attorney Tom Vonhof, Police Chief Chris Petree, Public Works Director Dennis Feller, Finance Director Daryl Morey, Planning Director John Hennen, Acting Parks & Recreation Director Charlene Friedges, City Clerk Citizens' Comments Harley Horsager thanked Steve Michaud, on behalf of the Lakeville Friends of the Environment, for his help over the years with their Pedal the Parks events. Willie Storms, 17125 Franchise Way, stated his home and neighborhood experienced significant tree damage as a result of the June 19th storm. He commended and thanked the City's Public Works employees for their quick response in clearing storm debris from the neighborhood boulevards. Presentations /Introductions Chief Vonhof presented a Chief's Award of Merit to Leah Mae Michschl for her life saving actions in a near drowning incident involving a three year old child. Chief Vonhof presented the June Police Department monthly report. John Hennen presented the June Parks & Recreation Department monthly report. Council members asked Mr. Hennen to provide an update on donations received for the Heritage Center project. CITY OF LAKEVILLE COUNCIL MEETING MINUTES JULY 16, 2012 Page 2 Consent Agenda At the request of Council Member LaBeau, the City Clerk provided a revision to the July 2nd City Council meeting minutes. The revised minutes will include Council Member LaBeau's question related to the Finance Committee's review of the Comprehensive Annual Financial Report. 12.51 Motion was made by Labeau, seconded by Swecker to approve the consent agenda items as follows: a. Claims for payment. b. Minutes of the July 2, 2012 City Council meeting, as amended. c. Encroachment Agreement with Hosanna! Lutheran Church of Lakeville. d. Encroachment Agreement with Darren G. Kermes and Lisa J. Backer. e. Kingsley Shores Senior Living final plat extension and development contract addendum. f. Set a Council work session to be held on July 30, 2012. g. Final acceptance of public utility improvements for Con Agra. h. Final acceptance of public street improvements in MMR First Addition. Roll call was taken on the motion. Ayes, unanimous. Item 7 - General Obligation Improvement Bonds, Series 2012A Item 8 - General Obligation Refunding Bonds, Series 20128 Brenda Krueger of Springsted Incorporated presented the bid results. Seven bids were received for the General Obligation Improvement Bonds, and the winning bid is Robert W. Baird & Company, Inc. with a true interest rate of 1.1 741%. Nine bids were received for the General Obligation Refunding Bonds, and the winning bid is Cronin & Company, Inc. with a true interest rate of 2.3843 %. Ms. Krueger explained that the bidders offered a premium on the bonds. As a result, there are additional funds available on the improvement bond issue for street construction. The premium was applied toward the refunding bonds to CITY OF LAKEVILLE COUNCIL MEETING MINUTES JULY 16, 2012 Page 3 reduce the outstanding debt. Therefore, the refunding bond issue has decreased from $23,635,000 to $22,450,000. Mr. Feller stated that Moody's Investors Service has assigned an Aal rating to the City of Lakeville for general obligation bonds. 12.52 Motion was made by Little, seconded by Swecker to approve Resolution No. 12 -73 authorizing issuance, awarding sale, prescribing the form and details and providing for the payment of $6,805,000 General Obligation Improvement Bonds, Series 2012A; and approve Resolution No. 12 -74 authorizing issuance, awarding sale, prescribing the form and details and providing for the payment of $22,450,000 General Obligation Refunding Bonds, Series 2012B. Roll call was taken on the motion. Ayes, unanimous.
