HomeMy WebLinkAboutItem 06.dDate: 28 August 2012 Item No. RESOLUTION REQUESTING THE MINNESOTA COMMISSIONER OF TRANSPORTATION PERFORM A SPEED ZONE STUDY ON HOLYOKE AND HIGHVIEW AVENUES FROM 202 STREET TO DODD BOULEVARD AND ON 190 STREET FROM DODD BOULEVARD TO CEDAR AVENUE Proposed Action Staff recommends adoption of the following motion: Resolve to request that the Minnesota Commissioner of Transportation perform a speed zone study on Highview and Holyoke Avenues from 202n Street to Dodd Boulevard and on 190 Street from Dodd Boulevard to Cedar Avenue. Overview Under Minnesota statute, the Commissioner of Transportation authorizes the establishment of speed limits. When local authorities feel that a speed limit is either greater or less than is reasonably safe, they may request a speed zone study to determine a reasonable and safe speed. In completing a speed zone study, the Minnesota Department of Transportation investigates various factors including road type and surface, access points, segment length, and traffic speed and volume. Currently speeds on the Holyoke /Highview segment transition from 45 miles per hour (MPH) near 202n Street to 55 MPH north of All Saints Church. No speed limits are posted on this segment of 190 Street; therefore it has a statutory speed limit of 55 MPH. Both the Holyoke /Highview segment and the 190t Street segment are identified as major collectors in the City's transportation plan and are designed to connect neighborhood streets and other collectors with arterial roadways. Since the speed limits along Holyoke and Highview Avenues were established in 1995, significant development has occurred along this segment. Similarly, 190 Street at the intersection with Holyoke and Highveiw Avenues is a focal point for new development. Primary Issues to Consider • Is this speed study needed? It is prudent for the City to periodically revisit posted speeds along its roadways as changes occur that can affect traffic volume and speed or establish them on roads that play an important part in moving traffic throughout the City. NOW, THEREFORE, BE IT RESOLVED, that a request is made of the Minnesota Commissioner of Transportation to perform a speed zone study along Holyoke and Higheview Avenues from 202n Street to Dodd Boulevard and along 190 Street from Dodd Boulevard to Cedar Avenue.
