Proposed Action
Staff recommends adoption of the following motion: Move to approve the Professional Services
Proposal for Downtown Parking Lot Improvements from WSB & Associates.
Passage of this motion will result in the completion of plans and specifications for the reconstruction
of the existing Downtown Parking Lot in the Ben Franklin Block.

The City HRA approved a Joint Powers Agreement (JPA) with the Dakota County CDA in March of this
year to complete identified redevelopment projects within Redevelopment Project Area No. 1 which
encompasses all of the Downtown Area. The two proposed projects identified at the time of the
approval of the JPA were the demolition of a duplex at the corner of 210t St. and Holyoke Ave. and
public parking improvements in the Ben Franklin Block adjacent to Pioneer Plaza. The duplex
demolition was recently completed.
The parking lot project involves the reconstruction of an existing parking lot and the location is shown
on Exhibit A. Approximately half of the parking lot is currently owned by the City and the CDA and the
other half is privately owned. The City has reached a tentative agreement to purchase the privately
owned portion.
The proposed improvements would include reconstruction of the parking lot including landscaping,
lighting, and sidewalks as well as re- platting the area to clean -up existing lot lines. The staff at WSB
that would be working on the project are the same designers that worked on Market Plaza and the
concepts for Pioneer Plaza. The project is proposed to be constructed in 2013. Staff recommends
approval of the design proposal from WSB.
Primary Issues to Consider
• What is the proposed funding source for this project? The entire project including the
design costs will be funded with tax increments previously collected by the CDA.

RE: Professional Services Proposal — Downtown Parking Lot Improvements
Dear Mr. Olson:
I am pleased to submit this letter proposal on behalf of WSB & Associates, Inc. (WSB) to the
City of Lakeville (City) to complete professional design and engineering services for portions of
the main parking lot located west of the historic downtown business along Holyoke Avenue.
SCOPE OF SERVICES
A. Survey / Plat Preparation

1. WSB shall complete land surveying services in conjunction with the City's
Downtown Parking Lot Improvements, specifically:
a. Topographic survey of the site to include the following area:
i. The five (5) parcels owned by the Dakota County CDA
ii. The drive aisle commonly referred to as 208 Street, and owned by the
State of Minnesota
iii. The parking lot area formerly owned by the Hewitts
iv. The right -of -way located west of and adjacent to businesses that front
onto Holyoke Avenue, and
v. The two most southerly parcels owned by Wells Fargo
b. Preparation of a preliminary and final plat for the improved area, to include a
private easement for the utilities located within the parking lot area that serve
the building formerly owned by Hewitt, and
c. The installation of new lot corners.
2. WSB shall also provide construction staking services for the parking lot
improvements.

B. Preliminary Design Services
1. WSB shall develop two alternate concept layout plans of the project area to
illustrate design options for the layout and materials for the parking lot
improvements and the effects of each.
2. WSB shall attend a meeting with the City to review each concept layout plan and
collect opinions and preferences for development of the preferred concept plan.
Deliverables shall include one paper and digital copy of each concept plan.
3. WSB shall prepare a refined (preferred) plan based on input and preferences from
the City.
4. WSB shall attend a meeting with the City to review the preferred layout plan and
cost estimate for review and to determine which of the improvements shall be
included in the final phase of design (Construction Documents).
Deliverables shall include one paper and digital copy of the preferred rendered
layout plan which shall be presentation quality and may include sketches /sections
and one engineers estimate of the probable cost to construct the improvements.
C. Construction Document Preparation
Task B Proposed Fee: $4,500
1. WSB shall prepare Construction Documents for the improvements as approved by
the City. These documents shall include plans and other drawings as necessary,
as well as specifications, in sufficient detail for the City to pursue competitive
quotes for the construction of the improvements. Construction documents will
include: Removals Plan, Layout Plan, Grading Plan, Utilities Plan, Restoration
Plan, Miscellaneous Details, and related specifications for the improvements.
2. WSB shall provide all of the professional design services required to complete the
plans and specifications as required for bidding the improvements for this project,
except for hazardous waste engineering, archeological services, architectural
services, geotechnical testing, and permits (no permits are anticipated at this time)
3. WSB shall meet with the City to review the Construction Documents plans,
specifications and updated cost estimates for construction at the 50% and 90%
complete milestones.
Task C Proposed Fee: $8,200

D. Bidding Services
1. WSB shall include oversight and administration of the project bidding process,
respond to contractor questions that arise, facilitate a pre -bid meeting, general
correspondence, and preparation of all addenda as necessary.
2. WSB shall attend the bid opening, review and tabulate bids received, review
contractor references, and recommend qualified contractor.
E. Additional Services
Deliverables shall include all addenda, one tabulation of bids and one Letter of
Recommendation of qualified contractor.
Task D Proposed Fee: $1,500
1. Construction Observation Services: The City may elect to hire the City to
provide the Construction Observation services as an additional service. WSB
shall undertake project administration and observation of the construction
progress and for adherence to design intent as expressed in the plans and
specifications to include;
a. Administration of pre - construction meeting to review the project elements and
clearly define the City's expectations as to the quality of the construction,
process for dealing with problems that may arise, timelines, etc.
b. Administration of Contract, including preparation of certificate of payment
forms, change order forms, substantial completion forms, final payment
forms, etc.
c. Site observation on a periodic basis for the established duration of the
construction project as stated in the specifications to ensure that the design
intent of the plans and specifications are being met. WSB shall prepare field
reports as necessary to document construction progress and issues or areas of
concern from the site observation meetings. We anticipate this to be
approximately once to twice per week for an estimated construction period of
5 weeks.
d. WSB shall review all shop drawings and testing requirements, procedures and
results.
Additional Services 1 Proposed Fee: $5,000
2. Miscellaneous Additional Services: Services other than those listed in the
Scope of Services above and requested and authorized in writing by the City.
These services shall be billed on an hourly basis according to the 2012 Rate
Schedule.
a. Administration of pre - construction meeting to review the project elements and

process for dealing with problems that may arise, timelines, etc.

FEES FOR PROFESSIONAL SERVICES
It is proposed that this project for Tasks A, B, C, and D be billed hourly on a cost not to exceed
basis, with total cost not to exceed $23,870.
