CITY OF LAKEVILLE COUNCIL MEETING
• AUGUST 1, 2005
Mayor Johnson called the meeting to order at 7:00 p.m. The pledge of
allegiance to the flag was given.
Roll call .was taken. Present: Council Members Bellows, Wulff, Rieb,
Luick and Mayor Johnson.
Also present: R. Knutson, City Attorney; S. Mielke, City Administrator; K.
Nelson, City Engineer; D. Olson, Community & Economic Development
Director; D. Feller, Finance Director; S. Michaud, Parks & Recreation
Director; S. Strachan, Police Chief; D. Volk, Director of Operations &
Maintenance; D. Morey, Planning Director; B. Anderson, Assistant to City
Administrator; C. Friedges, City Clerk.
MINUTES
The minutes of the July 18, 2005 City Council meeting were approved as
presented.
• STAFF ANNOUNCEMENTS
ATTORNEY: None
ENGINEER: Mr. Nelson provided a construction project update.
ADMINISTRATOR: Mr. Mielke reminded the Council and viewing
audience that Tuesday, August 2nd, is National Night Out. He indicated
that 52 parties (a record number) are scheduled.
DIRECTOR OF OPERATIONS & MAINTENANCE: Don Volk presented
the July Operations & Maintenance Department. monthly report.
PRESENTATIONS/INTRODUCTIONS
Police Dispatcher Tracy Lallak was unable to attend the Council meeting.
She will be introduced to the City Council at a later date.

Council members added Item 9 to the consent agenda.
.05.69 Motion was made by Bellows, seconded by Luick to approve the consent
agenda items as follows:
a. Claims for payment.
b. Receive minutes of the following advisory committee meetings:
? Planning Commission, July 21, 2005
? Parks, Recreation & Natural Resources Committee, July 20,
2005
? Lakeville Area Arts Center Board, July 14, 2005
c. Resolution No. 05-119 authorizing the sale of forfeited vehicles.
d. Land Surveyors Certificate of Correction to Plat, Merchants
Subdivision.
e. Resolution No. 05-120 approving the preliminary and final plat of
one commercial lot to be known as Elder Doyle Addition, located at
the southwest corner of Kenwood Trail and 185t" Street.
f. TABLE resolution approving final plat of Prairie Lake 6t" and 7t"
Addition:
g. Temporary liquor license for the Lakeville Lions. Club to sell beer
and wine at the Lakeville Area Arts Center on September 17, 2005.
h. Resolution No. 05-121 amending the policy for distribution of oak
wilt suppression grant funds.
9. Receive Planning Commission's Findings of Fact and
Recommendation and approve a conditional use permit to allow
outdoor sales and display at Gander Mountain, 16861 Kenyon
Avenue.
Roll call was taken on the motion. Ayes, Bellows, Johnson, Wulff, Rieb,
Luick.

Mayor Johnson opened the public hearing on the application of Crystal
• Lake Country Club,. Inc. for an on-sale and Sunday liquor license at

Crystal Lake Golf Club, 16725 Innsbrook Drive. The City Clerk attested to
legal notice publication.
Chief Strachan presented the police report. He explained that the
previous license holder, Golf Enterprises, Inc., is no longer leasing the golf
course. The license application of Crystal Lake Country Club, Inc. is
complete, .and the Police Department has no concerns with respect to the
issuance of an on-sale and Sunday liquor license.
05.70 Motion was made by Luick, seconded by Bellows to close the public
hearing.
Roll call was taken on the motion. Ayes, Johnson, Wulff, Rieb, Luick,
Bellows.
05.71 Motion was made by Wulff, seconded by Rieb to grant an on-sale and
Sunday liquor license to Crystal Lake Country Club, Inc., 167251nnsbrook
Drive.
Roll call was taken on the motion. Ayes, Wulff, Rieb, Luick, Bellows,
Johnson.
