HomeMy WebLinkAbout08-16-12 Work SessionMeeting Minutes Planning Commission Work Session Thursday, August 16, 2012 Marion Conference Room The Planning Commission work session was called to order at 6:15 p.m. in the Marion Conference Room at City Hall. Commissioners Present: Chair Brooks Lillehei, Bart Davis, Karl Drotning, and Linda Maguire. Staff Present: Planning Director Daryl Morey, Community and Economic Development Director Dave Olson, and Associate Planner Allyn Kuennen. Others Present: Steve Schwanke and Jeff Westendorf, RLK and Brian McCool, Fredrickson & Byron. Insurance Auto Auctions (IAA Dave Olson introduced the proposed project as outlined in his memo dated August 10, 2012. Mr. Olson stated that an interim use permit is required for outdoor storage as a principal use in the 1 -2 District as well as a conditional use permit for an industrial use on an unsewered lot. Steve Schwanke, RLK introduced the development team and the proposed project. He stated the property owner is considering IAA as an interim use (approximately 25 years) and identified the long range master plan for the entire 96 acre site. Planning Commission discussion: • Questioned the type of surface proposed for the outdoor storage area. Staff responded that the proposed surfacing (in effect, recycled asphalt) is still being discussed by staff in terms of compliance with Zoning Ordinance requirements. • Concern was expressed that the proposed outdoor storage area surfacing, site grading and ponding must comply with the environmental regulations for the South Creek tributary to the Vermillion River, which is a designated trout stream. Questioned the term of the interim use as 25 years seems like a long time for a use to be considered interim. Staff responded that the term or trigger date for the interim use permit will be determined by the Planning Commission and City Council. A change in the use of the property or the subdivision of the property could be triggering mechanisms as well. Mr. McCool stated IAA has indicated that, given the investment in site improvements, 15 years is not acceptable as an end date but 25 years is acceptable. • Have the adjacent property owners been made aware of this proposed development? Staff responded that the adjacent property owners have not been contacted by the City Planning Commission Work Session August 16, 2012 about the IAA proposal but that all property owners located within 500 feet of the subject property will be notified of the public hearing for the IUP and CUP. • Asked about site lighting and snow removal. Mr. Schwanke responded that both will be nominal. • Asked if IAA would be similar to Mid America Auction Services in Shakopee. Staff responded that IAA does not service vehicles on -site like Mid America Auction Services and the auctions are predominately held on -line and not in person. • The Planning Commission agreed that IAA would be a use allowed in the 1 -2 District.
