Adjourn 10/30/2012 CITY OF LAKEVILLE HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES APRIL 2 2012 Chair Swecker called the meeting to order at 8:08 p.m. Roll call was taken. Present: Commissioners Rieb, Bellows, Swecker, Little and LaBeau. Also present: Steven Mielke, Executive Director; Charlene Friedges, City Clerk. 12.02 Motion was made by Bellows, seconded by Rieb to approve the minutes of the January 3, 2012 N.R.A. meeting. Voice vote was taken on the motion. Ayes, unanimous. Item 3 — joint Powers Agreement with Dakota County CDA The Community & Economic Development Director presented a Joint Powers Agreement between the Dakota County Community Development Agency (CDA) and the Lakeville Housing and Redevelopment Authority related to property acquisition and redevelopment activities in Redevelopment Project Area No. 1 with funds provided from CDA Tax Increment Financing District No. 2. Mr. Olson explained that Dakota County CDA TIF District No. 2, which included a large number of parcels in Lakeville, was de- certified at the end of 2010. The CDA and City staff have been discussing possible projects that could be funded with tax increments previously collected within this TIF district. Two possible projects include the downtown parking lot improvements and the acquisition and demolition of a vacant duplex located in the southwest corner of Holyoke Avenue and 210 Street. Both projects being considered would be funded 100% by CDA TIF money. The Dakota County CDA Board approved this Joint Powers Agreement, and the City's Economic Development Commission recommends approval. 12.03 Motion was made by Little, seconded by LaBeau to approve a Joint Powers Agreement between the Dakota County Community Development Agency and the Lakeville Housing and Redevelopment Authority. Roll call was taken on the motion. Ayes, unanimous. Chair Swecker adjourned the meeting at 8:17 p.m. HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES April 2, 2012 Respectfully submitted, Charlene Friedges, City Clerk Kerrin Swecker, Chair November 1, 2012 Item No. RESOLUTION APPROVING THE CONVEYANCE OF PORTIONS OF THE FORMER SENIOR CENTER PROPERTY OWNED BY THE CITY HRA TO THE CITY OF LAKEVILLE Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution authorizing the conveyance of the portions of the former Senior Center property owned by the City HRA to the City of Lakeville. Passage of this motion will result in the City being able to close on the sale of the former Senior Center property to Rose Mountain Spiritual Community Center which has entered into a purchase agreement with the City. Overview The City Council at their October 1, 2012 meeting approved a purchase agreement for the purchase of the former Senior Center by Rose Mountain Spiritual Community Center (RMSCC) currently based in Rosemount. RMSCC to purchase the former Senior Center property to be used as a church and fellowship hall. Three of the four parcels that comprise the former Senior Center property are owned by the City HRA and the fourth parcel is owned by the City of Lakeville. The Council was apprised of this situation at the October 1st meeting and staff indicated that ownership would have to be consolidated with one entity prior to closing on the sale of the property. The City Attorney is recommending that the entire property be owned by the City to facilitate the conveyance to RMSCC. The attached resolution authorizes the City HRA to convey it's interest in the property to the City of Lakeville. Staff recommends approval of the attached resolution. Primary Issues to Consider • What if any potential issues are caused by the HRA conveying the property to the City? The City Attorney and staff are not aware of any issues caused by this conveyance that would be problematic. RESOLUTION APPROVING THE CONVEYANCE OF PROPERTY OWNED BY THE HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF LAKEVILLE TO THE CITY OF LAKEVILLE WHEREAS, the Housing and Redevelopment Authority in and for the City of Lakeville ( "HRA "), owns the property legally described on the attached Exhibit A ( "HRA Property "); and WHEREAS, the HRA Property, together with another parcel owned by the City of Lakeville ( "City"), have been used by the City for public use as a Senior Center ( "Senior Center"); and WHEREAS, the HRA desires to convey the HRA Property to the City to consolidate the parcels that make up the Senior Center; NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority in and for the City of Lakeville, Minnesota as follows: 1. Authorizing conveyance of the HRA Property to the City of Lakeville by quit claim deed; 2.
