FRANCES WOODS 7 ADDITION PRELIMINARY PLAT EXTENSION DECEMBER 17, 2012 CITY COUNCIL MEETING Proposed Action Staff recommends adoption of the following motion: Move to approve a three year extension for the St. Frances Woods 7t Addition preliminary plat. Passage of this motion will allow the developer an additional three years to develop the remaining portion of the St. Frances Woods 7t Addition preliminary plat. Overview Dale Pexa is requesting another three year extension for final platting the remaining phases of the St. Frances Woods 7t Addition preliminary plat approved by the City Council on May 17, 1999. The St. Francis Woods 7th Addition preliminary plat consists of 22 single family lots and 123 townhome unit lots on land located south of 205t Street, adjacent to Kensington Boulevard. All 22 single family lots and 61 of the 123 townhome unit lots have been final platted to date, with 16 of those 61 townhome units remaining to be constructed. Sixty -two (62) townhome unit lots remain to be final platted. The City Council approved extensions to the St. Frances Woods 7t Addition preliminary in 2001, 2002, 2004, 2006, and 2009 with the most recent being a three -year extension. In his December 10, 2012 letter, Mr. Pexa cites the current housing market conditions and the difficulty in finding buyers for townhomes in the St. Frances Woods development price range as reasons for the current preliminary plat extension request. Planning Department staff recommends that the City Council grant a three year extension for the St. Frances Woods 7t Addition preliminary plat until December 21, 2015. Primary Issues to Consider • What are the implications if this preliminary plat extension request is not granted? The St. Frances Woods townhouse development was approved prior to the adoption of modified townhouse performance standards on July 17, 2000. If a new plat were required to complete the St. Frances Woods development, variances would likely be necessary to meet the current RM -1 District performance standards and to fit with the already developed portion of St. Frances Woods. I am requesting the extension due to the current housing market conditions and the difficulty in finding buyers for townhomes in the price range for the St. Frances Woods development.
