Resolution Approving the Schedule of Fees
Staff recommends adoption of the following motion: Move to approve the Resolution
Approving the Schedule of Fees.
Approval of the Resolution will result in the approval of the schedule of fees.
Overview
The proposed 2013 budget anticipated adjustment of certain fees. The proposed changes
are consistent with the discussions conducted at the budget work sessions.

Proposed Fee Increases
Primary Issues to Consider
Animal Fees /Licenses
The animal licenses were approved by the City Council at its November 5 meeting:
Permits
The right of way permit fees are proposed to increase as a result of increase in Dakota County
administration fees and credit card processing fees.
• Excavation permit fee is proposed to increase by $25 plus $0.01 per lineal foot for each
excavation foot over 2,640 feet (from $200 to $225 and $0.20 to $0.21 per lineal foot).
• Obstruction permit fee is proposed to increase by $5 per permit (from $50 to $55).
• Registration filing fee is proposed to increase $5 per registration (from $40 to $45).
Public Safety Charges
An increase of $10 per hour (from $60 to $70) is proposed due to the increase in the hourly
rate and related benefits of the police officers. The Police Officer fee and has also been
combined into one rate to reflect a junior officer's rate of pay plus benefits while still
remaining competitive with the surrounding communities.
Utility Billing Fees
Street lights rates are proposed to increase by $0.15 per dwelling unit per quarter for
residential accounts (from $7.65 per dwelling unit /quarter to $7.80 per dwelling unit /quarter)
and $0.0042 per front foot per quarter for commercial accounts (from $0.2140 to $0.2182) as a
result of increased electricity costs from Dakota Electric and Xcel Energy.
Proposed Removal of Fees:
The following fees are proposed to be removed from the fee schedule as they are no longer
applicable.
General Government Services
The fees related to the collection of electronics at the Recycling (Clean -up day) are proposed
to be removed from fee schedule as these items are collected by Dakota County.
• Large televisions /monitors (19" & larger) ($30 each unit)
• Regular televisions /monitors ($20 each unit)
• Miscellaneous small electronics ($5 each unit)
• Air conditioners ($25 each unit)
Licenses
The following licenses are proposed to be removed from the fee schedule due to changes in
State law or City ordinance.
• Body Piercing Business ($300 application fee, $300 license fee)
• Mechanical Amusement Device ($15 per site per device)
• Tattoo Business ($300 application fee, $300 license fee)
Public Safety Charges
The following fees are proposed to be removed from the fee crherii le d iie to changes in State
law.
• The investigations fees related to the tattoo and body piercing business are no longer
applicable as the City does riot issue the licenses for these establishments. ($350 per
business)
• The investigation fee related to permit to carry applications as this investigative
service is solely provided by the Dakota County Sheriff. ($10 per application)
• The diversion program fee is not applicable as the diversion program is no longer
being offered. ($100 per student, including parent)
Proposed Additional (NEW) Fees:
Public Works
Additional fees are proposed to be added for the following:
• Equipment Use Fee for the Sewer Camera Truck at a rate of $95 per half hour and $190
per full hour due to recent requests for use in various projects.
• Water meter fee for the meter touch pad at a replacement cost of $12 per unit. The
initial water meter unit includes the meter touch pad at no additional cost.
Fees approved by Ordinance:
State Statutes require certain fees to be approved by ordinance rather than resolution. The
following fees will therefore be presented to the City Council at the January 7 meeting.
Planning and Zonina
The single family variance fee is proposed to increase by $50 (from $250 to $300) in order to
be consistent with the single family fees for CUPs and IUPs as the processing efforts are
similar.
Licenses
The following licenses are proposed to be removed from the fee schedule due to changes in
State law or City ordinance.

X. UTILITY BILLING FEES (effective for all accounts billed on or after February 1,
2013).
I. Sewer Rates

A. Residential
1. Charges shall be based on actual water consumption, or the water consumed
during the first quarter of the year, whichever is less.
2. When an account is newly established, the sewer maximum charge shall be
set at 18,000 gallons of sewer use. Sewer charge for the remainder of the
year will be at this figure, or actual usage, whichever is less. The total for
18,000 gallons is therefore $61.87.
3. A basic sewer charge of $6.25 /dwelling unit per quarter will be charged for all
accounts.
4. Cost per thousand gallons shall be $3.09.
5. A flat rate of $61.87 /dwelling unit per quarter shall be charged to those
residential customers who do not have metered water.
6. Residential customers shall be billed for a minimum of 5,000 gallons per
quarter.
B. Industrial, Institutional and Commercial
1. Charges shall be based on actual gallons of water consumed.
2. A basic sewer charge of $6.25 per quarter will be charged for all accounts.
3. Cost per thousand gallons of usage shall be $3.09.
4. Industrial, Institutional and Commercial customers shall be billed for a
minimum of 5,000 gallons per quarter.
5. When a separate water system is installed and is limited to uses that cannot
enter the sewer system, no charge shall be made for sewer on the water
metered for said system.
C. Manufactured home parks and multiple - family dwellings served by a single meter
shall be charged for the number of units each quarter at the time the meter is
read. The sewer charges for each quarter shall be determined by dividing the
total gallons of water by number of units.

F. For those accounts whereby an accurate reading cannot be determined due to
faulty meter, water consumption shall be established to be 18,000 gallons per
quarter per dwelling unit.

A. The single family (residential equivalent utility factor) Surface Water
Management Utility Fee shall be $7.00 /dwelling unit per quarter for those
utility accounts served by water and /or sanitary sewer.
2. Utility accounts not served by water and /or sanitary sewer shall be billed
annually.

A. The residential equivalent utility factor Surface Water Management Utility Fee
shall be $28.00 /dwelling unit per year for those accounts not served by water
and /or sanitary sewer.
3. New subdivisions, as part of development contracts, $28.00 /residential
dwelling unit.
VI. Head of households over 65 years of age or living on social security or
pension income alone:
1. Enrolled on or before December 7, 1998 shall be entitled to a 30% discount
on water and sanitary sewer services to homesteaded residential properties
as described above. Said accounts are also exempt from street light charges
as described above.
2. Enrolled after December 7, 1998 shall be entitled to a 30% discount on water,
sanitary sewer and street Tight services to homesteaded residential properties
as described above subject to a maximum discount based on ten thousand
gallons of usage.
3. Persons qualifying for the discount must annually certify that they meet the
requirements of this section prior to December 31 of each year in order to
receive the benefits in the following year.
VII. A monthly penalty of 1.5% of the unpaid balance or $1.00, whichever is greater
will be charged on all delinquent accounts that are greater than $10.00. No
penalty will be charged on closed accounts.
VIII. Accounts certified to the County Treasurer /Auditor for collection with the
subsequent year's taxes will be charged a $35.00 service charge plus 18%
interest per year.
