Subject: December Director's Report
The following is the Director's Report for December, 2012.
Building Permit Report
While the 2012 numbers will not be finalized until after the 1 I of the Year, through December
28th, the City has issued building permits with a total valuation of $128,797,546 which is an
increase of more than $50 million over the 2011 total of $78,189,507 through the same
period.
The City issued commercial and industrial permits with a total valuation of $10,061,500
through December 28`h compared to a total valuation of $9,207,000 during the same period
in 2011.
The largest increase has been in the number of single family home permits in 2012. The City
has issued permits for 277 single family homes through December 28t with a total valuation
of $83,044,000. This compares to 116 single family home permits through December 28th of
2011 with a total valuation of $35,563,000. This is an increase in over 150 single family
permits this year with an increase in value of $47.5 million over 2012.
A more detailed building permit and development summary for 2012 will be available after
the first of the year.
City Council Actions
Zoning Ordinance Amendments: The City Council unanimously approved a number of
zoning ordinance amendments at their December 17`h meeting. The EDC had reviewed a
number of these proposed ordinance amendments including providing for electronic
message board type signs in the C -2 and C -3 Commercial zones. The Council approved an
ordinance that will allow electronic messages to change every 60 seconds after considering
EDC, Planning Commission and staff recommendations. The businesses that had been
seeking the change to the ordinance were satisfied with the new ordinance standards.
Community Development Block Grant (CDBG) Funded Activities: The City Council also
approved the re- programming of $60,000 in CDBG funds that were originally programed in
2010 to complete upgrades to the former Senior Center building. These funds were re-
programmed to fund possible senior transportation service and accessibility improvements at
City buildings. The Council also approved the allocation of 2013 CDBG funds for to include
the Home Rehab Program, and Spot Acquisition and Clearance activities which are both
existing activities that have been funded in previous years. The re- programming of previous
year funds were not reviewed with the EDC because they were not previously allocated for
and were not being recommended for funding economic development related activities. The
2013 funds are being allocated to previously approved activities.

have truly enjoyed working with all of you this past year and I am very optimistic that 2013
will be a good year in terms of continued economic growth for the City of Lakeville.
