MIXED MUNICIPAL SOLID WASTE AND RECYCLABLE MATERIAL
Proposed Action
Staff recommends adoption of the following motion: Move to renew mixed municipal solid
waste and recyclable material collector licenses for 2013
Passage of this motion will allow 10 businesses to continue collection of mixed municipal
solid waste and recyclable material in the city.
Overview
Title 3, Chapter 8 of the Lakeville City Code requires waste haulers to obtain an annual license
approved by the City Council. The City Code provides two classes of licenses. A "Class A"
license authorizes the collection of mixed municipal solid waste and /or recyclable material
from all locations within the city. No more than six "Class A" licenses may be in force at any
time. A "Class B" license authorizes collection from commercial and multiple family
(apartment) dwellings. There is no limit to the number of "Class B" licenses.
The attached list of haulers have submitted renewal applications and paid the $375 annual
license fee. Certificates of liability insurance and proof of workers compensation insurance
have also been provided.
Primary Issues to Consider
Y Are collection dates and times regulated by City Code?
No collection of mixed municipal solid waste and recyclable material shall be made
except between the hours of 7 a.m. and 6 p.m. Monday through Friday. The City Code
does not specifically regulate collection times and dates in a given neighborhood.
