• Snow and Ice Control
The focus over the winter
months is on snow removal
and ice control. From the
first call out to the last
cleanup, activities can take
several days depending on
the severity of the storm. For
example, the storm that
occurred on December 9,
with over 10 inches of
accumulation resulted in
three separate snow
events; one in the early
morning to clear the initial
accumulation, one in the
afternoon to go over the
collector roads, and one
on Monday, December 10,
to clear the remaining
residential streets and
clean up the slush left by
the melting snow and ice.
Throughout the winter, ,,
the boulevards act as
storage areas for the
accumulated snow. The downtown area
a special challenge for storage
since the sidewalks need to be kept clear for safety and access to the businesses.
To manage the snow in the downtown area, the Streets Division goes out early in
the morning to pull all the snow off the sidewalks and stack it in the middle of the
presents
street and then haul it off site. This season, staff was able to use the new snow
blower to Toad trucks. This proved to be much faster and more efficient than
previous methods and staff was able to clear the downtown area in just a few
hours with minimal impact to traffic or area businesses.
❖ Street Reconstruction 2012
Over the past several years,
the City has embarked on
an aggressive program to
patch, overlay, and
reconstruct City streets.
Starting with a street rating
process that computed a
pavement condition rating
for each street segment,
intersection to intersection,
staff was able to determine
the City's overall pavement
condition, establish a
minimum rating at
which to maintain
pavement condition,
and develop annual
plans to improve the
streets with the lowest
ratings. Over the past
two years this has
meant some major
street reconstruction
projects and significant
mill and overlay and
patching activities. In
2012, this has resulted
in almost 10 miles of reconstructed and overlaid streets and over 392 tons of
asphalt applied to smaller spot patches. Concurrent with street reconstruction
activities, new development in the City has added just over 8 lane miles of new
streets to the City's transportation infrastructure. This is the largest single year
addition since 2006.

❖ A Spot of Maintenance
For Public Works, the majority of the
work to be done occurs outside. The
cold weather limits the ability to work
outside and provides an opportunity to
complete routine indoor tasks. One of
these tasks involved the preparation and
painting of one of the filter bays at the
Water Treatment Facility. Humidity in
one of the bays had caused the paint at
the top of the walls and on parts of the
ceiling to peel. Utilities Division staff
prepped the affected areas and applied a
special acrylic paint that would better
adhere to the cement blocks and metal
connectors in the walls.
