K f,,; 2,4 P 1 �tt� Date: 4 January 2013 Item No. RESOLUTION OF SUPPORT DAKOTA COUNTY" 2013 - 2017 TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution of s11ppDrt the Dakota County 2013 -2017 Transportation Cap ital Improvement Program (CIP). Passage of this motion will result in the City supporting its respective projects for inclusion in the Dakota County 2013 -2017 Transportation CIP with intent to finance its share of the costs. Overview The Dakota County 2013 - 2017 Transportation CIP provides a comprehensive view of transportation projects throughout the county. Many of these projects affect the transportation infrastructure in Lakeville and contribute to City plans for residential, commercial, and industrial development. The City's support for the CIP facilitates coordinated improvements to Lakeville's transportation infrastructure. The projects in the Dakota County 2013 -2017 Transportation CIP are generally consistent with the City's CIP with a few exceptions: • Resurfacing 160 St: Cedar Avenue to Pilot Knob Load • Traffic Signal Modification: 162n Street /Kenrick Avenue intersection • County Road 50 / County Road 60 roundabout (cost increase) • Dodd Boulevard realignment from Hayes Avenue to Cedar Avenue The Dakota County 2013 -2017 Transportation CIP also includes construction of a trail along 210 Street from the Scott /Dakota County border to Laredo Path. Although this would be an amenity to our community, City staff believes it ranks low in priority and therefore does not support City participation in the financing forthe trail construction. Primary Issues to Consider a) What are the details and financing relating to the County CIP that are not consistent with the City's CIP? b) What is these status of the projects scheduled for construction in 2013? The resurfacing of 160 Street from Cedar Avenue to Pilot Knob Road is programmed for construction in 2013. There is no cost to the City for this project and it is not in the City's CIP as it is part of the County's annual pavement management program. b. A traffic signal modification /flashing yellow arrows (FYA) at the intersection of 162 Street and Kenrick Avenue is programmed for construction in 2013. This project is not in the City's CIP and has an estimated City cost of $27,000. FYA's have shown to be effective in improving traffic operations and safety and City staff recommends support for this project. Funding can be provided through adjustments to the City's 2013 Pavement Management Program with no net tax levy increase. c. The construction of a roundabout at the Kenwood Trail /185 Street intersection, as well as the expansion of both Kenwood Trail, from 185 Street to Jurel Way, and 185 Street, from Kenwood Trail to Orchard Trail, to 4 -lane divided highways is programmed for construction in 2014. The County's CIP includes an $117,000 increase in the City's cost for right -of -way acquisition. The City will finance its share of cost from the Municipal State Aid funds. The County is advancing the City's share of the project costs until August 1, 2014. Right -of -way acquisition is anticipated to begin in the summer of 2013, following completion of the Kenwood Trail Corridor Study. d. The design of the Dodd Boulevard realignment from Mayes Avenue to Cedar Avenue is programmed for 2016. This project is not in the City's CIP and has an estimated City cost of $202,500. This project will likely be constructed with development of the Song property. Funding for this project will be provided by the Developer and County, based on current City and County policy. e. The construction of a trail along 210 Street, from the Scott/Dakota County line to Laredo Path, is programmed for construction in 2016. This project is not in the City's CIP and has an estimated City cost of $112,500. This trail is consistent with the goals and objectives of the City's Parks, Trails and Open Space Plan, and City staff will continue discussions with the County, but City staff recommends that this project does not fit into the priorities of the City's current CIP and therefore does not support City financial participation at this time. b) What is these status of the projects scheduled for construction in 2013? City staff will provide an update of 2013 transportation projects at the February work session. CITY OF LAKEVILLE RESOLUTION NO. DAKOTA COUN'T'Y 2013 - 2017 TRANSPORTATION CAPITAL IMPROVEMENT PLAN WHEREAS, Dakota County has asked cities and townships to request projects for inclusion in the Dakota County 2013 -201.7 Transportation CIP; and WHEREAS, in the last five years the City of Lakeville has financed its share of costs for several County roads and State interchanges; and WHEREAS, the City of Lakeville has financed its share of County Road projects with property taxes and other revenue sources; and WHEREAS, the City of Lakeville believes the trail improvements along CSAH -70 (210th St.) are of local and regional benefit but should be funded without City of Lakeville cost participation due to financing priorities. NOW, THEREFORE, BE IT RESOLVED, the City of Lakeville supports the following transportation projects contained in the County CIP: Project Year CSAH 46 (160th St.) - Cedar Ave. (CSAH 23) to Pilot Knob Road (CSAH 31) DCP 46 -xx - (Resurfacing) 2013 CSAH 9 (Dodd Blvd.) - 185 St. (CSAH 60) to Hayes Ave. (Construction) DCP 9 -42 - 2013 CSAH 9 (Dodd Blvd.) - CSAH 2/46 (Scott Co.) to 215" St. (CSAH 70) (ROW DCP 9 -46 - j Acquisition) 2013 CSAH 46 (160th St.) /Kenrick Ave. - Signal Operations Rev. (Construction) DCP 46 -41- 2013 CSAH 50 (Kenwood Tr.) - Roundabout at CSAH 60 (185 St.) (Design /ROW DCP 50 -17 - Acquisition) 2013 CSAH 9 (Dodd Blvd.) - CSAH 2/46 (Scott Co.) to 215" St. (CSAH 70) DCP 9 -46 - (Construction) 2014 CSAH 50 (Kenwood Tr.) - Roundabout at CSAH 60 (185" St.) (Construction) DCP 50 -17 - 2014 CSAH 9 (Dodd Blvd.) - Hayes Ave. to CSAH 23 (Cedar Ave.) (Design) DCP 9 -43 - 2016 EE IT FURTHER RESOLVED THAT the City of Lakeville hereby supports these projects and requests that these projects be included in the Dakota County 2013 -2017 Transportation Capital Improvement Program for construction in the year indicated and financed with county, state or federal funding sources as follows: s The County will request payment of the City's share of the project costs (i.e. design, right -of -way acquisition, construction) once the project is completed rather than periodic payments; and ® The City will advance encumber $1.1 million of Municipal State Aid Street Funds in 2014. If the .Minnesota Department of Transportation does not grant the advance encumbrance, the County will defer payment frorn the City until 201.7. BE IT FURTHER RESOLVED, that the City of Lakeville does not support the construction of a trail on CSAH 70 (210 Street) from the west City border to Laredo Path (DCP 70 -xx -2016) if City of Lakeville financial participation is required.
