Proposed Faction
Staff recommends adoption of the following motion: Move to approve the renewal of
standard engineering . agreements for 2013.
Passage of this motion will establish the chargeable rates for all general engineering services
for 2013.
Overview
The City has existing agreements for professional engineering services with Barr Engineering
Co, (Barr), Short Elliott Hendrickson Inc. (SEH), SRF Consulting Group, Inc. (SRF), Toltz, King,
Duvall, Anderson and Assoc., Inc. (TKDA) and WSB & Assoc., Inc. (WSB). The agreements are
renewed annually to reflect any adjustments in the consultants' rate schedules.
Section 1 of the agreements applies to engineering services for typical improvement projects.
Payment for this work is equal to a percentage of construction cost based on a fee curve
recommended by the American Society of Civil Engineers. There are no changes to this
section.
Section 2 of the agreements applies to engineering services for preparation and review of
special studies and construction services (i.e. surveying, inspection). Payment for this work is
based on an hourly billing rate. The hourly billing rate is a fixed multiplier times the hourly
rate of the individual completing the work. All rate schedules are effective as of January 1,
2013.
Primar issues to Consider
• How do the 2013 and 2012 rate schedules compare? SEH's 2013 rates are reduced from
2012 while Barr's rates remained the same. SRF's, TKDA's and WSB's 2013 rates represent
increases of approximately 1.0 %, 2.5% and 2.6% to their respective total rate schedules.
The rate increases account for cost of living increases and salary adjustments.
• Why does the City have agreements with these consultant engineers? They provide value
by having a thorough knowledge of the City's standards and objectives, diversified skills
and extensive experience, and have demonstrated the ability to effectively and
successfully deliver City studies /projects in a timely, cost - effective manner.

t Hourly billing rates for staff outside the Municipal Services Division will be calculated using their
individual Hourly Cost rate, which may fail outside the ranges listed above.
This typically would include specialty staff, i.e., electrical, structural, mechanical.
When applicable, rates for such specialty services will be provided to the City.
Hourly Costs are as defined in Agreement paragraph 5.4.1 and shall be multiplied
by a factor of 2.25 to arrive at hourly billing rates. Hourly costs and multiplier
are subject to annual adjustments. Rates effective until December 31, 2013.
Payments to ENGINEER for reimbursable expenses shall be made pursuant to Agreement paragraphs
5.1.3 and 5.4.2 except as noted below:
1. Local vehicle mileage and vehicle allowance costs are included in the hourly billing rates.
2. Construction observation services provided by Contract Employees shall be billed at the
hourly billing rate of $100.00.

WSB appreciates your confidence in us as a provider of engineering, planning, and related professional services.
We value you as a client and are pleased to have an opportunity to present our 2013 rate schedule. Our fee
schedule has changed in that we added some new service offerings and expanded our rate table to include more
billing steps for our staff. These smaller step increases allow us to better manage our cost to you and more
accurately represent the growth in expertise by our staff.
For 2013, we propose a slight rate increase of around 2.6% average for our overall rate table. Over the last few
years, WSB has found ways to reduce cost and keep our rates at a consistent level. While recent improvements in
the overall economy are encouraging, our costs for staff, benefits, and insurance have risen, prompting our
request. I am confident that you will find WSB's rates remain some of the lowest in the industry, and want to
assure you that these rates still include many overhead items such as mileage. As always, WSB's entire team is
committed to keeping our costs as low as possible while maintaining the best staff, and supporting them with the
most up -to -date equipment and software to provide our clients with the best technical expertise, customer
service, and overall value.
In 2012, WSB took several specific steps to enhance our integrated design services in support of our core
engineering expertise. These steps will allow for more efficiency in our design services while improving the overall
product and reducing the total cost for your projects. Several strategic hires and technology investments provide
added value:
p integration of landscape architecture services
After a long and successful relationship with Brauer & Associates, Ltd. (Brauer), we combined our staff talents.
Brauer has been working as a division of WSB since this summer and will become WSB as of 2013, The
addition of this service and these talented individuals has already improved the quality of our product and
increased our creativity and innovation while reducing the coordination of our services.
Expansion of our community planning group
Breanne Rothstein joined WSB in 2012, bringing broad public- sector planning experience and specialized skills
in project management and interjurisdictional partnerships. WSB's community planning group includes three
full -time planners and several other planners who have specialties related to transportation and pedestrian/
bicycle facilities. Our clients are already realizing the value of interoffice coordination of review and
production activities and will see more as we continually work to find ways to collaborate internally.

Expansion of our inflow and infiltration (1/1) services
In an effort to help clients manage and lower their 1 /I, WSB now provides enhanced services in several areas
that will help communities with 1/1 reduction. These include private service video inspection, sanitary sewer
smoke testing, system operational analysis, sewer flow monitoring program development, and education
program and informational meeting assistance.
Addition of Storm Water Asset Management Program (SWAMP)
WSB developed SWAMP to help cities prioritize inspection and maintenance activities. SWAMP uses the city's
pond inventory, asset management system, and GIS database and is similar to pavement management in that
a scoring system is used to estimate pond and other stormwater BMP degradation. This scoring system then
triggers inspections that may result in the completion of maintenance activities. This is a cost saving program
that we already implemented successfully in several large communities.

Costs associated with word processing, cell phones, reproduction of common correspondence and mailing
are included in the above hourly rates. Vehicle mileage is normally included in our billing rates, but can be
charged separately if specifically outlined by contract.
Reimbursable expenses include costs associated with plan, specification and report reproduction, permit fee,
delivery cost, etc.
Rate Schedule is adjusted annually.
Each staff person is assigned one billing rate that is commensurate with their experience and expertise.
