Mielke, City Administrator Copy: Allyn Kuennen, Planner /Assistant to the City Administrator Date: January 4, 2013 Subject: Vision Task Force Membership At the November 15th City Council work session the Council reviewed and discussed the vision plan process including the appointment of a task force. it was determined, in order to keep the task force at a manageable size, membership would be limited to 12 to 15 persons, drawn from various perspectives throughout the community. It was also determined that City Council would not be represented on the task force but may attend meetings; updates would be given to the Council at various milestones throughout the process. The community perspectives that were discussed included: • Education • Recreation • Businesses • Seniors • Youth • Sports /leisure • Development community, and • Civic /non - profit Input from perspectives not represented on the task force would be obtained from additional community outreach activities including the seven focus groups, four town hall meetings, the City's website and social media, survey monkey and a citywide statistically valid survey. To determine the list of community members participating on the task force, the Council suggested that each Council member consider drafting a list that may include several names under each perspective or category. The list of names from each Council member would then be combined under the respective category or perspective to create a comprehensive all- inclusive list for review and discussion at the January 7th City Council work session. Therefore, please prepare a list of names (or alternatively, organizations) for each category of perspectives you believe would be productive members of the Task Force. At the work session we will combine the lists to create a single list from which Council can consider inviting for involvement on the Task Force. It would be helpful if each Council member could send the list of potential candidates to me prior to the end of the work day on January 71h. Mielke, City Administrator Copy: Allyn Kuennen, Planner /Assistant to the City Administrator Date: January 4, 2013 Subject: City Council Vacancy Process Discussion City of Lakeville Administration The process for appointing a person to fill the vacancy on the City Council is at the discretion of the City Council. At the January 7 Council Meeting the Council will be acting on a recommendation to use an application form and the setting of an application period for interested individuals to apply for consideration. Assuming the Council approves this recommendation, the Council will then need to determine how to proceed after receiving the applications. If the Council chooses to follow past practice, the following may serve as a template to follow in the selection of a new member: January 7 Declare Vacancy and Initiate Process Discuss Next Steps and Candidate Qualifications January 8 - 24 Application Period January 29 Council Review of Applications Determination of Next Steps February 4 Appointment of New Member If determined that interviews will be conducted: February 4-15 Interview Period (meeting dates to be determined) February 19 Appointment of New Member In addition to the process, it may be helpful for the City Council to discuss the background and qualifications current Council Members are interested in having in the new Council Member. This discussion could provide a better understanding between current Council Members as to what each member is considering and assist in the selection process when considering applicants.
