HomeMy WebLinkAbout01-07-13 WSCITY OF LAKEVILLE CITY COUNCIL WORK SESSION MINUTES January 7, 2013 Mayor Little called the meeting to order at 8 p.m. in the Marion Conference Room at City Hall. Members Present: Council Members Swecker, Anderson, LaBeau and Mayor Little Staff Present: Steve Mielke, City Administrator; Allyn Kuennen, Assistant to the City Administrator; Char Friedges, City Clerk 2. Citizen Comments There were no citizen comments. 3. Vision Task Force Membership Mr. Mielke presented the proposed process for the appointment of a Vision Task Force. It was recommended that membership be limited to 12 to 15 persons, drawn from various perspectives throughout the community. It was pointed out that input from perspectives not serving on the task force would be obtained from additional community outreach activities, including town hall meetings and focus groups. Council members were asked to compile a list of names under each perspective or category and forward their individual lists to Mr. Kuennen by January I It A master list will then be compiled. Individuals who were nominated by more than one council member will be noted. A pin map will show which geographic area of the city each individual represents. The Council will then be asked to narrow the list down to approximately 20 potential task force members. The goal is to select a task force by the end of January. 4. City Council Vacancy A discussion was held regarding the background and qualifications the Council members would look for in the applicants for the vacant Council position. Council members expressed a desire for background in planning and business, with some background in public service. They should be well rounded and long -time members of the community. A desire for cultural diversity was noted. Applicants should be open to policy discussions with a desire to serve the entire community. They should be engaged in the governing process and serve as a guide to City staff. Applicants should want to serve the public and be willing to make tough decisions. City Council Work Session Minutes, January 7, 2013 Page 2 Mr. Mielke pointed out that the Council members will need to determine if all or only some of the applicants will be interviewed. Applications will be received until January 24'h Council members will be asked at the January 29 work session to state which applicants they feel should be interviewed and why. It was suggested that applicants should be provided with an interview timeline when they submit their application. Staff will work to establish a number of dates and times between February 4 and 15. It was also suggested that interviews could be conducted in the late afternoon /early evening prior to a City Council meeting. City Council Committees A discussion was held regarding the vacancies that now exist on the Council committees. The 2013 committee appointments will not be made until after the new Council member is appointed. Mr. Mielke stated Council members should continue to serve on their respective committees, and interim appointments to fill vacancies will be made at the January 29 1h work session. 5.
