Subject: Council Committee and Inter - Agency Appointments
City of Lakeville
Administration
Each year the City Council appoints members of the City Council to various committees, joint
power organizations and membership organizations.
At a January 7 work session, the City Council determined it appropriate to maintain the
existing membership appointments until such time as the Council had appointed someone to
the vacant City Council seat. As such the appointments will wait until the Council holds a
discussion at the February work session and subsequently acts on the appointments at the
March 4 Council Meeting.
The Council asked me to review the various appointments to determine if there were any
appointments that should be made prior to action on March 4.
Attached to this memorandum is a draft organizational outline of the various groups to which
the City Council makes appointments. Having reviewed this list I suggest the City Council
consider making appointments to the following:
Dakota Communications Center Board of Directors
The DCC will be entering a period in which the budget will be discussed and
acted upon. I recommend we have our Director selected and begin attending
meetings. The next meeting will be in February 21St at 8:00 am.
Alternatively, Council Member Swecker is the alternate to this body and could
represent Lakeville in that capacity.

Economic Development Commission (EDC)
Purpose /Mission Statement: The commission studies and reviews economic development
issues and advises the City Council on policies and programs relating to economic
development. The Mayor, City Administrator and Executive Director of the Lakeville
Area Chamber of Commerce are ex-officio members to the Economic Development
Commission.
Meeting times and location: Fourth Tuesday, 4:30 PM, City Hall

Fire Relief Association
Purpose /Mission Statement: To prepare models and plans for the safe and profitable
investment of the un- appropriated funds of the association, and whenever loans or
investments are made, to investigate and pass upon the securities offered and to
attend to the drawing up and execution of the necessary papers. The ex -officio
members are voting members of the association board.
Meeting times and location: Third Tuesday, 6:00 PM, Fire Station #1

Liquor Committee
Purpose /Mission Statement: Topics committee members address include sales,
personnel, operational standards and legislative issues as they relate to liquor
operations
Meeting times and location: Meets on an as- needed basis (two to three times annually)
as determined by the City Administrator, and at a time and location convenient to
Liquor Committee members (i.e., prior to a Council meeting). Meetings are
approximately one -half hour in duration.

PurposelMission Statement: Reviews changes in City personnel policies and
compensation (biennial market survey) practices and completes an annual review of
the City Administrator.
Meeting times and location: Committee meets five to six times per year at City Hall.
Meetings are scheduled at the convenience of the committee members.

Public Safety
Purpose /Mission Statement: To review non - tactical and /or non - operational issues
concerning the Lakeville Police and Fire Departments
Meeting times and location: Meets on an as- needed basis. The Chief of Police weekly
informational commentary in "Council Update "is used as a primary resource to keep
the committee informed of Police matters. The Fire Chief submits a similar
document on a monthly basis.

Joint Powers Agreements
ALF(Apple Valley /Lakeville /Farmington) Ambulance
Purpose /Mission Statement: Board members are responsible for the oversight of service
operations and budget ofALFAmbulance Service.
Meeting times and location: Two to four meetings per year on as- needed basis. Meeting
times and location vary.

Black Doan Watershed Management Association
Purpose /Mission Statement: Intercommunity management of f/oodplain, runoff planning,
flooding, and water quality issues.

Dakota Communications Center (DCC) Board of Directors
Purpose /Mission Statement: The DCC exists to provide 911 emergency dispatch and
notification services for the cities and county of Dakota. The
Board is the governing body for the DCC.
Meets quarterly, with schedule determined at the first
meeting of the year

Lakeville Arenas Board of Directors
Purpose /Mission Statement: Lakeville Arenas Board was created through a Joint Powers
Agreement between the City of Lakeville and School District 194. The Board is
responsible for operating and maintaining the Lakeville Ames Arena and the future
King's Park Arena.
Meeting times and location: Third Wednesday, 5:00 PM, Ames Arena

Lakeville Arenas Advisory Committee
Purpose/Mission Statement: Lakeville Arenas Advisory Committee was created by the
Board of Directors to be a resource to the Arena Manager on issues of daily
operations. The Committee also serves as a forum for users to discuss issues relating
to the use of the facility.
Meeting times and location: As needed and determined by the Arena Manager.

Membership Organizations
I -35W Solutions Alliance
Purpose /Mission Statement: Members of the Alliance jointly and cooperatively provide an
organized effort to facilitate traffic flow and capacity in the I -35W Corridor.
Members of the Solutions Alliance consist of Lakeville, Burnsville, Bloomington,
Richfield, Dakota County, Apple Valley, Minneapolis and the Hennepin County
Regional Railroad Authority. The Joint Powers Agreement states each governmental
unit member shall appoint two directors and one alternate.
Meeting times and location: Second Thursday, 7:30-9:00 AM, Richfield City Hall.

League of Minnesota Cities (LMC)
Purpose /Mission Statement: Mission: "Cities building quality communities through excellence
in governance, management, and services to citizens." The LMC, a membership
organization representing more than 800 Minnesota cities, works in the interest of
cities and the communities they serve, achieving the mission through the expertise,
involvement and cooperation of the members, Board and staff Efforts are focused
on policy development, advocacy, information- sharing, education and training,
insurance services, and other products and services to meet members' needs.
Council members will serve as a voting delegate or an alternate voting delegate and
represent the City of Lakeville at the League of Minnesota Cities annual conference.

Municipal Leaislative Commission (MLC)
PurposelMission Statement: The Municipal Legislative Commission provides a voice at the
Capitol for suburban communities sharing common demographic, economic and tax
base characteristics. Representation consists of an Elected representative, Alternate
and City Administrator
Meeting times and location: Meetings are held quarterly. The dates and locations vary
and are determined by the Board.

Airport Advisory Committee
Purpose /Mission Statement: To facilitate communication between the
Airports Commission and users of the Airlake Airport.

Cedar Corridor Improvement Group
Purpose /Mission Statement: To examine the feasibility of transit options, including bus
rapid transit, along Cedar Avenue from the Mall of America to County Road 70 in
Lakeville and along the I35E/I - -35 corridor to County Road 46; to complete an
alternatives analysis and environmental scoping study; and to develop an
implementation plan to prioritize transit improvements in the corridor(s),

Convention and Visitors Bureau (Lakeville CVB)
Purpose /Mission Statement: The Lakeville CVB is organized as a division of the Chamber
of Commerce to advance the economic impact of tourism in the Lakeville area by
attracting visitors, conventions, meetings, events and trade shows.
Meeting times and location: Bi- monthly, at the downtown Chamber/CVB board meeting
room at noon on a day that is convenient for all members to attend.

Dakota County High Performance Partnership (HIPP)
Purpose /Mission Statement: The High Performance Partnership began in 2003 to identify
collaborative opportunities for Dakota County and its largest cities. The initiative
identifies ways to work together that enhance service delivery, reduce the costs of
delivering services, or both,

Dakota Mayor /Manager Meetings
Purpose /Mission Statement: The Dakota Mayor /Manager Meetings are held monthly for
the purpose of discussing topics of interest for the county and cities of Dakota
County. Speakers are invited to speak to issues of county significance or interest.
The meetings offer the opportunity to educate and further greater understanding
between communities and the County.

Downtown Lakeville Business Association
Pu rpose /Mission Statement: The Downtown Lakeville Business Association (DLBA) is an
organization comprised of Downtown Lakeville business owners, property owners,
and a Lakeville City Council member, Lakeville Area Chamber of Commerce staff,
Lakeville city staff and other interested parties working together to develop a vision
for the success of downtown Lakeville. The DLBA is committed to ensuring that the
downtown remains a thriving element in the community.
