HomeMy WebLinkAboutItem 05.bL.4KEVILLE F DEPARTMENT 2OI2ANNU.4L REPORT Night to Unite - August 2012 February, 2013 Mayor Matt Little City Council Members City Administrator Steve Mielke "Serving our Community" LAKEVILLE FIRE DEPARTMENT In 2012 our firefighters participated in a variety of public events that ranged from parades, station tours, fire prevention visits, and school visits for fire prevention month. The firefighters totaled 1,814 volunteer hours for these public events. We continue as a department to meet the needs of our department in both public events and respond- ing to emergency incidents. Even with the public events and fire prevention visits we continued to focus on improving our training and also improving our leadership. All Officers went through six training sessions on ethical leadership. We also continued to provide training for fire- fighters in -house and from outside trainers to ensure that we are prepared for the next emergency. The firefighters of today will be the leaders of the department tomorrow and any and all training that we can provide them will benefit our community and pre- pare our department for the future. Our 2012 LFD Annual Report is a reflection of that commitment to the communi- ty we serve. It is filled with statistics and information that identifies ways in which we continue to successfully meet our mission and improve our department for the future. Our successes are due to the dedication of all the members of the Lakeville Fire Department, the support of our community and its leaders. ADMINISTRATION In 2012 we continued to focus on improving our depart- ment members through training. All officers participated in six training sessions in officer development. We have offered outside continuing education in partnership with other fire departments to our members. We continue to move forward with changes and improvements in the department. We continue to monitor how we respond to calls, closely watch our response times and resources to ensure that we are meeting the needs of our community in the services that we provide. We are cur- rently exploring a new Computer Aided Dispatch (CAD) system and also looking at other technologies that are readily available that can benefit us in improving our re- sponses. In 2012 we did not experience any major fires in our community but our surrounding neighbors kept us busy with 24 requests for assistance. We received mutual aid from our neighboring communities for 6 incidents from Apple Valley and Farmington. 2012 was a busy year for emergency incidents, they continue to increase each year. We continue to be busy with department training, fire prevention and ed- ucation, and public events that we volunteer for. We completed an Insurance Ser- vices Offices (1.5.0.) inspection, with the team effort of our water department and Dakota Communication Center (D.C.C.). We increased our rating from a Class 4 to a Class 3. This rating will benefit our businesses and homeowners of our communi- ty in reducing their insurance premiums. We continue to explore new methods of training to better utilize our firefighter's time and continue to improve our regular de- partment trainings. We took advantage of a new phone app that gives the firefight- ers the call information, a map of the incident, and also shows who is responding to the incident. We continue to look at new technologies and how they can benefit us as a department in providing services to our community. The retirees had two meetings this past year, once in the spring and then again in the fall. It is always nice to visit with them and we look forward to seeing them in 2013. Our monthly newsletter continues to provide us a means to communi- cate will all members of our department, active and retired. It is part of our Mission Statement to provide the best public safety education we can to the community and that requires us as a department to be involved in our community. Fire pre- vention is a critical part of our mission. Lakeville firefighters get the message out to reduce fires and other emergencies in a wide variety of ways through our "On Call" cable TV show, station tours, Pan -O -Prog, Night to Unite, and other local events. As firefighters and a de- partment, we pride ourselves on being able to help spread that message and enjoy partici- pating in the events in our community. On CaII On Call" airs every other month and is always a fun project that City of Lakeville Cable Pro- ducer Tim Klausler and "On Call" Host Chris Lewis produce and host. The duo regularly invites guests to assist in providing relevant and interesting content. The show starts with an informational segment that focuses on how firefighters train and the work that Lakeville firefighters do. They also provide specific information related to fire prevention in home and workplace safety. Station Tours With four fire stations in our city there are plenty of locations to schedule a visit and we have many re- quests for tours throughout the year. The tours are never the same, but firefighters always cover general fire safety basics including checking smoke detectors, changing smoke detector batteries, and creating an escape plan. Participants are always grateful for the time firefighters donate to do the tours. The firefight- ers are always willing to give their time for these important opportunities to spread the word about fire prevention. FIRE DEPARTMENT EVENTS Scratch the Fire Dog hosts "Kid's Korner" and never fails to provide interesting information in a way that adults and children find entertaining. In 2012 the show won its second Emmy for the "Politics /Government — Program ", this is a great ac- complishment by producer, host, and all members that make the show happen. In 2012, firefighters volunteered their time for 48 station tours. Page 9 Parades Participation in local parades is always fun and Lakeville firefighters are eager to get a fire engine on the road, show it off to neighboring communities and interact with the community members. FIRE DEPARTMENT EVENTS In 2012, Lakeville fire - fighters participated in �.� area parades including: Farmington Dew Days, Apple Valley Freedom Days, and ter. Pan -O -Prop For the citizens of Lakeville, Pan -O- Prog is a great time to celebrate our community. Lakeville firefighters are an integral part of this participation and do a lot of be- hind the scenes work to make the event a success. Firefighters participate in July Fourth fireworks, Cruise Night and the Pan -O -Prog parade, but the most well known activity is the Belgian Waffle Breakfast. the Burnsville Fire Mus- For eight years, the Lakeville Fire Department Relief Association has hosted the Waffle Breakfast with some help from Dad's Waffles to pro- duce an all -you- can -eat breakfast for the department's only fundraiser. This breakfast features Belgian waffles with an endless supply of top- pings, hot sausage, juice and coffee. Dad's Waffles looks forward to this event, as it is the biggest event they work and the citizens of Lakeville continually give the firefighters and Dad's Waffles crew a workout. The money raised by the Lakeville Fire Department Re- lief Association is used to support the firefighters. Page 10 FIRE DEPARTMENT EVENTS Minnesota Night to Unite Night to Unite (formerly National Night Out) is a chance for neigh- bors to get together, meet each other and meet members of the community who may not live next door, but are always nearby and ready to assist. Night to Unite finds all four of Lakeville's fire stations empty for awhile as all of the fire apparatus are out in the neighborhoods. LAKEVILLE rs FIFE DEPT.+ Firefighters open the trucks, explain the equipment, pro- vide reminders about fire safety, turn down offers to spray the crowd and then pack up, turn on the lights and sirens and head off to the next neighborhood. With over 65 visits during Night to Unite, Lakeville firefighters stay very busy and look forward to the next year. Mock Crash Lakeville firefighters team up with the Lakeville Police Department, Allina Medical Transportation and the Lakeville School District to perform two mock crashes that were viewed by LSHS and LNHS students. This empowering mock crash is to educate all students on the dangers of drinking and driving and the importance of proper seat belt use. Page 11 40% 3% From Fire Marshal Brian Carstensen... Fire Inspection The fire prevention staff performed 400 inspections this year. These inspections encompass the entire city and only take into account the inspections in commercial buildings. The primary focus is to educate personnel within our business community of possible hazards within their building and the importance of being fire code compliant. Other inspections occur in daycare /foster care establishments as well • as all businesses that sell fireworks. For those that qualify, we also approve all open burning permits within our service area. Fire Investigation This year we saw a decrease in single family structure fires with 21 confirmed fires reported. The leading cause of structure fires this year continues to be cooking related fires. This con- tinues to be the leading cause throughout the state as well throughout the country. Our ef- forts this year in fire prevention focused on cooking related fires as well as overall kitchen safety. Fire Prevention Open House The Lakeville Fire Department hosted its' Fire Prevention Open House on the evening of Tuesday, October 9, 2012 which was during Nation- al Fire Prevention Week. The open house allowed community mem- bers a chance to see a demonstration on how the Lakeville Fire De- partment interacts with the Dakota County Special Operations Team for hazardous material calls. Lakeville Fire has two members on this team which allows these firefighters to train with the Dakota County SOT team while providing specialized knowledge to Lakeville. Chil- dren were encouraged to practice a fire drill in the safety trailer and to see how they would react when they open their eyes to a smoke filled bedroom. While par- ents are waiting for their children to escape out the window and down the escape ladder, firefighters advised the family members to select a meeting place at one of the neighbors' house. This allows firefighters to be notified that everyone escaped from the house safely. In 2011, the fire department purchased the Bullex Digital Safety Fire Extinguisher Trainer which allowed residents to practice using a fire extinguisher in a safe environment. Resi- dents stated that they had purchased a fire extinguisher and have never had the chance to learn how to use it safely before they need it during an emergency. Fire Prevention Month Poster Winner During Minnesota's Fire Prevention Month in October the Lakeville Fire Department sched- ules activities throughout the month to educate the community about fire safety and fire pre- vention. The national theme for 2012 was "Have 2 Ways Out." The Fire Department held many activities for students at the city's 12 elementary schools. These fire - safety and prevention activities included the annual poster contest for fourth graders. We talked to 1,108 fourth grade students and presented the fire prevention poster contest rules. During the contest, one winner was selected from each elementary school to receive a trophy and become one of the city -wide finalists. From those finalists, Madison Ketterling from Christina Huddleston Elementary designed the winning Lakeville fire preven- tion poster. Her entry will now go on to compete with other fourth grade entries for the State of Minnesota poster contest. On September 24 the Lakeville Fire Department started visiting elementary school class- rooms and daycares and we completed 50 presentations by the first week of November. Students were encouraged to play some online safety games against their parents from the Minnesota State Fire Marshal's Office at https: / /dps.mn.gov/ divisions /sfm /public- education/ Pages /Interactive - Games.aspx. Twelve firefighters took time out of their personal schedule to help with the fire safety school activities. Once a year, the firefighters and their spouses are granted an evening where we can thank them for all their time and dedication to our community and department. Ten firefighters received awards for twenty and ten years of service. Derrick Gaborski was awarded 2011 Firefighter of the Year and Melissa Schmidt was awarded 2011 Rookie of the Year. Derrick Gaborski "2011 Firefighter of the Year" and his wife Chelsea Melissa Schmidt "2011 Rookie of Year" Page 20 RETIRED FIREFIGHTERS Firefighter Lynette Ancel retired on July 3, 2012. Lynette joined the Lakeville Fire Department in April of 1990 where she has served as a Firefighter and Training Captain. Lynette has served at Fire Station 1, 3, and 4 where she finished her career. It is an accomplishment to have a member join the department and complete 20 years of service. The time spent away from the family to accomplish this is incredible. All we can say to them is THANK YOU for their service and dedication. Firefighter John Krause retired on April 30, 2012. John joined the department in April of 1991 where he served as a Firefighter at Fire Station 1. Firefighter Phil Leibfried retired on October 4, 2012. Phil joined the de- partment in April of 1991 where he served as a Firefighter at Fire Station 2. Phil served on 2 building committees, started the Waffle Breakfast , and guided the Fire Relief Association for 12 years. John Podominick (AKA Big John) retired on February 6, 2012. John joined the department in April of 1991 where he served as a Firefighter, Lieutenant, & Captain at Fire Station 3 and also served as a District Chief overseeing fire operations for the department. Page 21 The Lakeville Fire Department hired 16 new firefighters in 2011; 13 of the firefighters have completed all required training and will complete their two -year probation in 2013. We plan to hire two groups of new firefighters in 2013 and they will begin their two -year probation pe- riod where they are trained to the Firefighter 2 level, Medical Responder, and Fire Apparatus Operator level. The first two years set the base and expectations for their future on the Lak- eville Fire Department. The goal was to have 50 do- nors and we meet that goal. Cub Foods donated food for the volunteers and donors. Spe- cial thanks to Scott Bakos and department members for their efforts in making this a huge success. On Memorial Weekend Lakeville Firefighter's took time from their holiday weekend to grant a Make —A —Wish. Not only did the firefighters grant this wish, they made Allison Shaw an honorary firefighter of the department. The firefighters brought Allison and her family to sta- tion 3 for the day to tour the station, spray water, go for a ladder ride, and have lunch with the firefighters. We also had the police department stop by and give Allison and her family a ride in a police car, check vehicles speeds, and lifted their finger prints off the bumper of the po- lice car. _ Allison lost her battle with cancer this year on Oct 2. Firefighters answered the call from the family and were part of the memorial service to remember Allison. A TEAM THAT SERVES Page 23 In 2012, the Lakeville Fire Department Administration moved to Fire Station 4. The north end of fire station 4, that housed ALF Ambulance, was remodeled to accommodate the current administration staff. The pictures below show how the space was converted into a functional space for the fire department.
