HomeMy WebLinkAbout04-02-12CITY OF LAKEVILLE HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES APRIL 2, 2012 Chair Swecker called the meeting to order at 8:08 p.m. Roll call was taken. Present: Commissioners Rieb, Bellows, Swecker, Little and LaBeau. Also present: Steven Mielke, Executive Director; Charlene Friedges, City Clerk. 12.02 Motion was made by Bellows, seconded by Rieb to approve the minutes of the January 3, 2012 H.R.A. meeting. Voice vote was taken on the motion. Ayes, unanimous. Item 3 — Joint Powers Agreement with Dakota County CDA The Community & Economic Development Director presented a Joint Powers Agreement between the Dakota County Community Development Agency (CDA) and the Lakeville Housing and Redevelopment Authority related to property acquisition and redevelopment activities in Redevelopment Project Area No. 1 with funds provided from CDA Tax Increment Financing District No. 2. Mr. Olson explained that Dakota County CDA TIF District No. 2, which included a large number of parcels in Lakeville, was de- certified at the end of 2010. The CDA and City staff have been discussing possible projects that could be funded with tax increments previously collected within this TIF district. Two possible projects include the downtown parking lot improvements and the acquisition and demolition of a vacant duplex located in the southwest corner of Holyoke Avenue and 210 Street. Both projects being considered would be funded 100% by CDA TIF money. The Dakota County CDA Board approved this Joint Powers Agreement, and the City's Economic Development Commission recommends approval. 12.03 Motion was made by Little, seconded by LaBeau to approve a Joint Powers Agreement between the Dakota County Community Development Agency and the Lakeville Housing and Redevelopment Authority. Roll call was taken on the motion. Ayes, unanimous.
