HomeMy WebLinkAboutItem 06.hville Date: 28 March 2013 Item No. RESOLUTION ESTABLISHING NO PARKING ZONES ON DODD BOULEVARD FROM 194TH STREET TO CEDAR AVENUE AND ON HIGHVIEW /HOLYOKE AVENUES FROM 202ND STREET TO 175TH STREET. Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution establishing no parking zones on both sides of Dodd Boulevard from 194 Street to Cedar Avenue and on both sides of Highview /Holyoke Avenue from 202 Street to 175th Street. Passage of this motion bans parking along Dodd Boulevard and Highview /Holyoke Avenues in conformance with state aid funding requirements for new or reconstruction projects. Overview The designating of no parking restrictions along both sides of Dodd Boulevard from 194 Street to Cedar Avenue and along both sides of Highview /Holyoke Avenue from 202 Street to 175th Street is a prerequisite of the project to reconstruct Dodd Boulevard from 183 Street to Hayes Avenue and improvements along Highview Avenue in 2013. As part of the project, Dakota County will use state aid funding which requires that no parking restrictions be appropriately placed on the designated County and City roadways. With the increased use of the roadways by both residential and commercial traffic, it is necessary to post no parking restrictions on minor arterials and major collectors. This project does not provide adequate width for parking along the sides of Dodd Boulevard or Highview /Holyoke Avenue affected by the improvement. The City has implemented similar no parking restrictions in the past along CSAH 70, CSAH 5, and CSAH 9. Staff recommends approval of this resolution. WHEREAS, the City Council for the City of Lakeville is authorized in accordance with city code to designate parking zones within the city, and WHEREAS, the City of Lakeville and Dakota County have planned the .improvements of Dodd Boulevard and Highview Avenue, and WHEREAS, the improvement project does not provide adequate width for parking on either side of Dodd Boulevard or Highview /Holyoke Avenue, and WHEREAS, approval of the proposed construction as a state aid project must be conditioned on the establishment of these no parking restrictions. NOW, THEREFORE, BE IT RESOLVED, that the City shall ban the parking of motor vehicles on both sides of Dodd Boulevard from 184 Street to Cedar Avenue and both sides of Highview /Holyoke Avenue from 202nd Street to 175 Street at all times.
